STATEMENT OF OBJECTIVES
FOR
GROUND MOBILITY VEHICLE (HARDPOINT) MODIFICATIONS
This Statement of Objectives is provided to the Offerors in order to assist in the preparation of a Performance Work Statement (PWS) that will encompass all tasks required to design modifications for the Ground Mobility Vehicles (GMV) and produce proposed modifications with the purpose of installing on Government Furnished Equipment (GFE). The Offerors must articulate in their PWS how they intend to meet this Statement of Objectives (SOO).
1.0 Program Objectives.
Design modifications for the GMV with the purpose of installing to meet the requirements of this SOO.
2.0 Task Objectives.
a. Design modifications to the M1165A1 that will accommodate the installation of the
SOCOM GMV modifications listed in Paragraph 2.2.
b. Submit a written report describing the design considerations and recommend a modification solution.
c. Complete a prototype drawing package detailing the modifications.
d. Fabricate one complete set of prototype parts and install on GFE.
e. Process a Level 3 ECP detailing the modifications in the TDP.
f. The contractor’s PWS should be structured so that all, a combination or none of the requested modifications would be installed on the basic vehicle described in Paragraph 2.1.
g. The contractor’s PWS should address upgrades/modifications to the basic vehicle which the Contractor believes will mitigate the effects the added weight of armor and modifications has on vehicle performance, reliability and maintainability.
2.1 Vehicle Description
The SOCOM GMV uses the M1165A1 High Mobility Multi-Wheeled Vehicle (HMMWV) with B3 armor as its base model. Because of the nature of Special Operation missions, additional modifications are needed for the vehicle, for things such as additional armor, ammo stowage, gun mounts, and other special equipment. The GMV supports three mission types:
1) Armor Patrol – Long mission where vehicle and unit will be away from base camp for multiple days.
2) Surveillance and Reconnaissance
3) Direct Action – Mission to engage enemy. Weight in between AP and S/R missions.
2.2
Design modifications for the GMV as follows:
a. Cargo Bed Reinforcement Plate shall provide added protection along the floor in the cargo bed of the GMV to support some missions that require warfighters to be seated in the rear of the GMV. See Figure 8.1.
b. Corner Post Armor shall provide a close out panel to enclose the cargo section of GMV. See Figure 8.2.
c. Wheel Well Bench Seat/Tread plates shall support the missions that require warfighters to be seated in the rear of the GMV. See Figure 8.3.
d. Outboard Ammo Stowage Boxes shall be installed to support 3 ammo boxes of M19A1 ammunition. The stowage box shall be placed outside of the GMV on the rocker panel so it can be easily removed or attached. See Figure 8.4.
2.3 Other Vehicle Information
a. Vehicle Character Sheet for M1165A1 W/B3 Armor Kit is attached to the PWS. This provides vehicles dimensions and details of the GMV.
b. For design purposes assume the Warfighter is approximately 300 lbs. This includes the Warfighter’s physical weight plus any body armor or payload that may be attached to his person.
c. Use MIL-B-3060F spec for M19A1 ammo box design.
3.0 Armor Installation Requirements.
a. The armor shall be designed to Euronorm Ballistic Standard, Level B6.
b. The installed armor must not impact the function or capability of any vehicle system.
The armor must not impede the operation of the vehicle or obstruct direct access to controls required for normal operation. The armor panels must not prevent accessibility to equipment for routine inspection and/or service, or the panels must be made to be readily removable.
c. Where at all possible, the panels must be capable of being installed and removed with standard tools.
d. The installation method must be capable of supporting the armor through multiple hits from the required threat munitions without failing.
e. When secured in place, the armor must be free from vibration and shall not rattle or generate excessive noise.
f. The gap between adjacent armor panels must be the minimal size to suit installation but not induce excessive voids in the overall ballistic protection coverage.
g. Armor shall be protected as necessary to prevent degradation from environmental effects. Interior armor shall be finished/painted.
h. Sharp edges shall be removed or padded to protect personnel.
i. Each armor panel shall be marked to facilitate proper installation. Markings shall include as a minimum the panel serial number, location designation and strike face orientation. Final markings shall be approved by Government representative.
4.0 General Modification Requirements.
a. The contractor will comply with DFAR 252.211-7003, Item Identification and Valuation.
b. Miscellaneous.
i. All modifications made to the vehicles by the contractor shall be approved by the Government and in general shall not impact the performance, handling, safety, structural continuity, alignment, and/or proper system function ergonomics, reliability of the base vehicles.
ii. The Contractor may propose, in writing, equivalents for the items required in this SOO by manufacturer's name, make and model num-ber. The Contractor shall demonstrate that the proposed item is in all ways equal to the specified item. Substitution shall not be permitted until the equivalent is specifically approved in writing by the Government.
iii. All materials and articles installed in or used to armor and/or modify the vehicles installation shall be new, of the best commercial quality and suitable for the intended service. All defective material shall be corrected or replaced at the Contractor's expense.
iv. Unless otherwise noted in this SOO, all materials, equipment, and machinery shall be installed in accordance with manufacturer’s recommendations. All installed equipment shall operate and perform within the tolerances stated in these specifications and those recommended by the manufacturer.
v. Modifications made to all vehicles under this SOO shall be identical to the point where equipment, components and armor may be interchanged between vehicles.
vi. All new and modified parts shall be coated or otherwise protected against corrosion.
c. Electrical and Piping.
i. Cables shall be neatly formed, shaped, and routed to facilitate tracing and troubleshooting, and to prevent cable damage. Electrical cables shall be routed separately from fuel lines and mechanical cables.
ii. Wiring, when not in cableways, shall be supported with corrosion resistant clamps or straps attached to the vehicle structure at intervals of no more than 24 inches. Wire terminations in panels, equipment, or fixtures shall be arranged to provide a surplus length of wire sufficient to relieve all tension and to allow service loops for disconnection.
Wiring subject to mechanical or heat damage shall be protected by covers/shields.
iii. All electrical connections shall be crimped and sealed. Installation shall be accomplished with the proper crimping tool in accordance with the manufacturer's instructions.
iv. All cables and wiring installed by the contractor shall be labeled in a non-fading manner at each termination point. A wiring list shall be compiled that designates the service, origination point, termination point, voltage, conductor size/color and label code. All terminal boards shall be clearly labeled with terminal nomenclature and signal name.
5.0 First Article. The Contractor’s PWS shall address the delivery of a first article vehicle that would incorporate the requirements of paragraphs 2.0, 2.2, 2.3, 3.0 and 4.0.
6.0 Supporting Information.
a. Delivery Schedule. Schedules shall be based upon receipt of vehicles by the contractor and the time required installing Government selected requirements delineated in paragraphs 2.0 and 2.2.
i. Desired delivery - 90 days ARO for the first article and 180 days ARO for completion of the remaining 12 vehicles.
ii. Required Delivery - 104 days ARO for the first article and 180 days ARO for completion of the remaining 12 vehicles.
b. Government requires first article inspection. Contractor will notify Government upon completion of first article to coordinate inspection.
c. The contractor shall provide a quality assurance plan.
7.0 Acceptance and delivery. The Government shall perform an acceptance inspection of the modified vehicles at the contractor’s facility. All installed/modified systems will be inspected and operated to verify proper performance. The vehicles will also be road tested by the Government. The contractor shall correct any deficiencies identified during the acceptance inspection.
