RFP H92222-09-R-0025
Questions and Answers
17. Are any of the Sample Tasks going to be awarded, or are they simply for evaluation? The Government anticipates awarding three (3) of the Sample Tasks. However, the Government still reserves the right to award one (1) or all five (5) tasks.
18. In the H92222-09-R-0027 solicitation Page 52 of 56, the question of whether DD Form1547 and supporting documentation requirement is not defined. Will the Government please clarify if the DD Form 1547 and supporting documentation are or are not required? Offerors are not required to submit a DD Form 1547 with supportive documentation. Amendment 0003 to the Solicitation deletes all language in Section L pertaining to DD Form 1547 requirements.
19. Amendment 0001, Factor 2 – Sample Tasks, Page 17-18 of 27, lists “All of the products described below are required for each of the sample tasks.” Following this statement, six (6) items are listed with item number six being Resumes of Key Personnel. The sample task requirement listed in L-3.1.2.1 Subfactor 2.1 and L-3.1.2.2 Subfactor 2.2, require the “Offeror shall provide (1) a PWS, (2) a Work Breakdown Structure (WBS), (3) a Resource Estimate, (4) a Project Milestone Schedule, and (5) a Management Plan. These five products are explained in detail above.”
As the subfactor descriptions are silent on the Resume of Key Personnel requirement, will the Government please specify where in the Offeror’s response the Resumes are to be included and if they are included in the page count of the identified section? Offerors are required to provide resumes of key personnel. Amendment 0003 revises Section L, paragraphs L-3.1.2.1 and L-3.1.2.2 to require resumes.
To comply with the maximum page count specified in paragraph L-2.3, Offerors may include the resumes in the page count for either the Technical/Management section (Amendment 0003 changed maximum to 60 pages) or the page count for each Sample Task.
20. Should the minimum panel requirements mentioned in Sample Task 1 be revised to account for the two (2) obliquity angles required (increase minimum panel number to 144)? Yes, the minimum quantity needs to be revised to include both obliquity angles. Therefore, the coupon quantity would increase by 72 for a new minimum total of 144 armor coupons. The reason for this is that one of the obliquity angles was accounted for in the SOO and the other angle was not.
21. If so, and the minimum number of panels increases to 144, will the time for test performance completion increase to 60 days from receipt of Gov’t approval of contractor submitted test plan since the number of tests is effectively doubled? Yes, the time will be increased to 45 days in lieu of the 30 day requirement stated in Section 6; Timeliness Standards but not to 60 days. Typical coupon testing is four (4) coupons per day and therefore 45 days would allow the necessary time for the additional 72 panels that will need to be tested at the second obliquity angle.
23. What are the elements of NATO STANAG 4569 that will be applied to the testing performed during this task? NATO STANAG 4569 should be replaced with NATO AEP-55 Volumes 1 and 2.
24. Will the shot spacing requirements of NATO STANAG 4569 be used as part of the definition of ballistic limit testing requirements in addition to those in MIL-STD-610F? I believe this question is referring to MIL-STD-662 in lieu of MIL-STD-610. If so, then NATO AEP-55
Volumes 1, Annex B specifies multiple hit testing and shot spacing.
25. Will you post a copy of the M1165A1 Characteristic sheet? Yes, this will be posted with Amendment 0003.
