The contractor shall remove all lined ductwork located in the corridor ceilings. This ductwork shall be removed in a manner so that the temporary systems can serve the occupied spaces during the air handling units demolition and installation.
Part 2 Project Narrative
2.1 Project Goal, Existing System and Proposed System
The goal for this project is to replace the existing single air handling units and multi-zone air handling systems with more efficient units and systems incorporating high efficient motors and variable speed drives where applicable resulting in reduced fan, coil load and pump energy for the building.
The building is served by thirty two air handling units. Four of the units are single zone constant volume units and twenty eight are constant volume multi-zone units. All the air handling units include hot water heating coils and chilled water cooling coils.
Air handling unit nos. 76, 79, 80 and 105 are constant volume units and shall be replaced with constant volume air handling units with premium efficient motors.
Two of the multi-zone air handling units, air handling unit nos. 74 and 75, serve the cafeteria and general office areas. Due to the combination of occupancies and outdoor air requirements integral to the space pressure relationships the existing multi-zone distribution system shall be modified to incorporate both variable volume and constant volume air terminal units. The constant volume air terminal units with reheat coils shall serve the cafeteria area and the variable volume air terminal units with reheat coils shall serve the general office areas. One air terminal unit shall be provided for each existing multi-zone air distribution duct. Multiple duct take-offs shall discharge from the supply air fan section and be ducted to the air terminal units. The supply air discharge ducts downstream of the air terminal units shall connect to the existing multi-zone distribution ducts within the mechanical equipment room. The constant volume and variable air terminal units shall be located in the duct take-offs upstream of the connections to the existing multi-zone distribution ducts. The use of the air terminal units with reheat allows the air handling unit discharge temperature to be a constant 55 degrees F in lieu of the variable temperature supply air in the existing multi-zone units thereby allowing the air handling unit supply and return air flows to track

the space cooling load through the use of variable speed drives on the supply and return air fans resulting in reduced fan, coil load and pump energy.
The remaining twenty six air handling units serve general office and building areas. The existing multi-zone distribution systems shall be modified to incorporate variable volume air terminal units with reheat coils. Multiple duct take-offs shall discharge from the supply air fan section and shall connect to the existing multi-zone distribution ducts. One variable volume air terminal unit shall be provided for each existing multi-zone air distribution duct. Multiple duct take-offs shall discharge from the supply air fan section and be ducted to the air terminal units. The supply air discharge ducts downstream of the air terminal units shall connect to the existing multi-zone distribution ducts within the mechanical equipment room. The use of the air terminal units with reheat allows the air handling unit discharge temperature to be a constant 55 degrees F in lieu of the variable temperature supply air in the existing multi-zone units thereby allowing the air handling unit supply and return air flows to track the space cooling load through the use of variable speed drives on the supply and return air fans resulting in reduced fan, coil load and pump energy.
In addition to the air handling unit replacement the contractor shall provide new lined ductwork in the corridor where the existing lined ductwork shall be removed.
2.2 Energy Conservation
Prior to the start of design and calculations the contractor shall record air flow readings of the existing air handling equipment including flow rates in each of the multi-zone supply air mains.
Record chilled water and heating water flow rates at the central equipment and the mains serving the William J. Green Federal Building and the branch mains serving the HVAC equipment being modified.
Heating and cooling load calculations shall be performed based on data obtained during a total building survey. The total building survey shall include and not be limited to building envelope, lighting, people, computers, printers, refrigerators, fax machines, microwaves and other heat producing equipment located in the areas served by the air handling systems being modified. The outdoor air quantities shall be based on ASHRAE Standard 62.1-2007. Outdoor air quantities shall be verified against the existing building exhaust systems to maintain building pressurization in accordance with good engineering practices. The heating and cooling load calculations and energy analysis shall be performed using an 8,760 hour computer load and simulation program. The energy analysis shall include outputs of the existing system and the proposed systems. The annual fan, pump and chiller energy savings shall be indicated in KWH/GSF. The annual cooling coil energy savings shall be in MBTU/GSF.

BYRNE BUILDING PHOTOVOLTAIC ARRAY 3.2.1 - 1
Property of the United States Government – For Official Use Only. Do note remove this notice. Properly destroy documents when no longer needed.
3.2.1 BYRNE BUILDING PHOTOVOLTAIC ARRAY NARRATIVE OVERVIEW
1. Photovoltaic System
The James A. Byrne Courthouse is a GSA property located at 6th and Market Streets in Philadelphia, PA. The building is 92 meters (303 feet) and 22 stories. The design builder is to provide a complete turnkey 80kW photovoltaic (PV) system including all engineering, procurement, installation, testing and operation and maintenance.
The existing roof is a built-up-roofing membrane. Portions of the Byrne Courthouse 22nd, 18th and potentially the 3rd floor roofs are available for installation of PV panels, at the professional discretion of the design builder. By GSA standards PV arrays 250 feet or larger must have a 6 foot setback from the parapet walls. If the array is less than 250 feet, a 4 foot setback is acceptable. Any setbacks must also be confirmed from a structural standpoint to verify safety. This should be accounted for when sizing the array. In addition access aisles and any required fire department access to roofs should be factored into the design. The existing roofs are clear except for a few obstructions on the 22nd floor roof. GSA will arrange to have these obstructions relocated or removed under a separate contract. Existing vents and drains will need to remain and it is the
Design Builders responsibility to work around these.
All work shall be done in accordance with industry standards to the satisfaction of the Authorities
Having Jurisdiction, including metering and interconnection standards set forth by the local Utility.
The photovoltaic system will become the full property of GSA. The Contractor shall complete the required paperwork required to obtain the various tax credits available. The Contractor may wish to factor such credits into his pricing. These include, but are not limited to the Pennsylvania
Alternative Energy Credit and the Federal Tax Credit.
