Solicitation GS-03P-10-AZ-C-0004
January 12, 2010
Q 130. Does Addendum #2 change and/or eliminate the bio-based requirement for the non-vegetated roof sections for the Green Building?
R130: Yes, the new IRMA roof will supercede the need for biobased coatings on the Green Building roof. The new roof will carry all of the warranty requirements necessary for water-proofing and thus a coating shall no longer be necessary in these areas.
Q 131. Does Addendum #2 change and/or eliminate the leak detection system requirement for the vegetated roof section of the Green Building?
R131: Leak detection system will still be required on the Green Building vegetative roof. All requirements of the vegetative roof application are still intact, with the IRMA replacement roof being additional work. The only portion removed from the solicitation is the roof coating on the Green Building which is superceded by the IRMA roof (see R130.)
Q 132. The bio-based coating manufacturer is not offering a 20 year warranty in one application of the coating. Is owner willing to accept a 10 year warranty or willing to accept an initial 10 year and then an additional coating application at the end of the warranty period to obtain a total of 20 years?
R132. No, as this would require removing the PV panels for re-application after ten years, which is unacceptable. 20 year water proof warranty is still required.
Q 133. Is the owner accepting of a non-bio based coating system that meets the energy star and a 20 year NDL warranty?
R133. Yes, if the product still meets EPA CPG requirements.
Q 134. At the Byrne Building the original roof is a modified granular (Siplast). Would an alternate Siplast Coating system that is compatible, energy star and offers a 20 year NDL warranty acceptable to be installed under PV system?
Q 134. See Q135 and R135.
Q 135. If the bio-base coating is acceptable, the bio-base coating warranty will only cover weather tight performance of the coating system, they will not warranty the performance of the existing membrane under their roof coating. Is this warranty type acceptable?
R135. Yes as long as it does not void the existing membrane warranty. The system should be waterproofed for 20 years.
Q 136. Would the partial or entire blocking off of 7th Street next to the Green Building be acceptable for crane set-up and general material lay down provided that the city of Philadelphia would approve?
R136. Yes this would be acceptable to GSA, pending approval from the City of Philadelphia and coordination with GSA Building Management. However, preference would be to shut down 6th Street instead due to traffic flow to I-95 and access to building parking garages on 7th.
Q 137. Past reports of the lightweight substrate indicate that “the entire roof was wet” and the “top layer of fill was wet as well as the lower section of fill.” In essence, the suitability of the existing lightweight concrete to receive a new membrane system and the manufacturer’s warranty can not be determined until the roof membrane is removed, the light weight concrete exposed, and fastener pull out testing is performed. Prior to the removal of the roof membrane and pullout testing, the condition of the lightweight concrete is unknown and “unforeseen.” If removal and replacement of the light weight concrete is required, how is this additional work to be compensated?
R 137. Past reports mentioned in the question pre-date the installation of one way vents which were installed to dry out the substrate and thus despite the amendment for full roof replacement, GSA does not anticipate a significantly wet substrate, nor has GSA indicated this in the amendment scope. A dry substrate is, however, required for the final IRMA installation. GSA does not dictate means and methods of how to do business to the contracting community; therefore GSA cannot comment on specific methods to achieving an end result of what is specified in the Solicitation document. Proposals shall be submitted to include pricing for all aspects of the Solicitation and information posted on the Federal Business Opportunities website.
Q 138. The rising masonry walls on the roof (mechanical penthouse exterior walls) are reported to be in a deteriorated state. This may be contributing to the moisture contamination in the roof system and/or building. Please verify does not include repairs to the rising walls.
R138. These walls are not included in the solicitation.
Q 139. After preliminary examination of code requirements for wind uplift that is to be considered in roof design for the IRMA vegetative roof, it has been determined that the amount of weight of soils or ballast (to counteract this uplift) to weigh down the IRMA insulation will exceed the allowable loading of the existing roof. A thorough and lengthy evaluation of the roof structure would be required to determine the extent of the required roof reinforcement. This strengthening will require removal of ceilings, utilities above the ceilings and cause considerable disturbance to the office space below. Since the extent of the reinforcement can not be determined without a complete structural analysis, how is this matter to be addressed?
R139. Section 4.1.1 of the IRMA roof amendment indicates that a full roof survey including full structural loading analysis be performed by the design/builder after award. Information shall be developed at this stage to confirm the loading capacity and shall be addressed in the design.
Q 140. Is the PV metering system required to provide a means of communication to the building automation system. (BacNet, LonWorks, ModBus etc)?
R140. No, this is not a requirement.
Q 141. If not, would it be considered as a betterment if this system is connected to the building automation system?
R 141. The proposals are to be based and evaluated solely on the scope of work in the solicitation. Refer to question 32.
Q 142. Is the leak detection system for the Green Roof required to be connected to the building automation system?
R142. No, this is not a requirement.
