STANDARD FORM 1442
OFFER SHEET
1. EXECUTIVE SUMMARY
A. As part of the American Recovery and Reinvestment Act of 2009 (ARRA), the General Services Administration (GSA) is seeking Design Build proposals for best value solutions as part of environmental and energy improvements to the:
1. William J. Green Federal Building, 600 Arch Street, Philadelphia, PA
2. James A. Byrne Courthouse, 601 Market Street, Philadelphia PA
As detailed in section 00100, award of the contract shall be based on the Offeror whose proposal provides the best value to the Government considering all stated criteria.
B. The proposal shall be based on the following scope of work:
1. Air Handling Units: The William J. Green Federal Building’s HVAC system consists of thirty two (32) AHUs. Twenty-eight (28) units are constant volume multi-zone units while the remaining four (4) units are constant volume single zone units. The intent of this project is to replace the existing thirty-two (32) constant volume AHUs and their primary ductwork with twenty eight (28) new variable air volume (VAV) and four (4) constant volume (CV) enabled AHUs. The four constant volume air handling units are units no. 76, 79, 80 and 105. The Design Builder shall also incorporate the following into the project:
a. Variable volume or constant volume air terminal units with hot water reheat for each zone of the existing multi-zone AHUs being removed. Variable volume air terminal units shall be provided for variable volume air handling units and constant volume air terminal units shall be provided for constant volume air handling units.
b. Locate air terminal units in the same mechanical room as the AHU that serves them.
c. Provide reheat and preheat coils on the new single zone VAV AHUs as described.
d. All variable volume air handling units (VAV) units shall have variable speed drives (VSD) on the fans.
e. Install all equipment for ease of servicing and maintaining
f. Replace all lined ductwork in the corridors of the building with new ductwork with insulation wrap.
g. Reuse the existing distribution ductwork downstream of the mechanical room where possible unless it has lining in the corridor.
h. Install the new air handling units and air terminal units so that there is no break in heating or cooling for the building or any of its spaces. Temporary chilled water and heating water 4-pipe fan coil units shall be provided for a floor by floor
HVAC renovation.
i. All controls shall be DDC with electric actuators and shall be tied into the existing central Tridium EMS.
2. Byrne Courthouse Photovoltaic Array: The Byrne building is 22 stories tall with two mechanical penthouses. There are fourteen separate roof areas which cover approximately 93,292 square feet, divided into the third floor, 17th floor, 22nd floor and penthouse levels. The existing BUR roof system was installed in 2002 with a 20 year roof membrane and guarantee. The Design Builder shall design and install a rooftop mounted crystalline photovoltaic system on approximately 8,000 square feet. This system shall implement the maximum kW output feasible within the given square footage, with a minimum system rating of at least 80 kW DC. The roof of the Byrne building shall also be coated with a bio-based coating to extend the life of the existing roof. The design-builder must provide GSA with a 20 year all-inclusive, comprehensive warranty for the photovoltaic system and the roof coating.
3. Green Building Vegetative Roof: The project is regarding the Green Buildings 68,800 square feet consisting of ten (10) main surfaces. The current roof system consists of approximately 62,660 square feet of a Build-Up-Roof (BUR) system with lightweight insulating concrete and the remaining 6,140 square feet consists of a BUR system on concrete deck. Roof vents were installed in the summer of 2008. The Design builder shall design and install an extensive vegetative roof with leak detection capabilities. A bio based, Energy Star coating shall be installed on the remaining areas of the roof that are not having the green roof installed.
SECTION 00100 PROPOSAL INSTRUCTIONS AND METHOD OF AWARD
A. SUMMARY OF THE PROCUREMENT PROCESS
A best value one step design-build procurement process in accordance with FAR Part 15 – Source Selection, will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit. Offerors are required to submit technical and cost/price proposals and a firm fixed price contract will be awarded.
The procurement process will be conducted in three phases. The initial phase will consist of receipt and evaluation of technical and cost proposals. The technical proposals will be evaluated to determine technical acceptability.
The second phase will be the establishment of the competitive range.
If negotiations are necessary, the third step of the process will involve negotiations with firms who fall within the competitive range. Upon completion of negotiations, offerors in the competitive range will be required to submit final offer revisions.
Upon receipt and evaluation of any and all revised technical and price proposals, a formal selection of a firm will be made that offers the best value to the government consistent with the Method Of Award discussed below.
B. METHOD OF AWARD
The approach to source selection for this procurement will be pursuant to the best value concept.
GSA’s objective is to select the proposal that offers the best value for the funds expended, not necessarily the lowest price. The best value concept will provide the source selection board the opportunity to make a value (price/ technical trade-off) analysis. Offerors are hereby informed that a selection and award may be made without discussions. An award will be made to the responsive offeror who submits the proposal which will provide the best value to the Government in terms of technical qualifications and price. If an award is made at a higher price, the source selection decision must document the value analysis that justifies the expenditure of additional funds. Unsuccessful offerors will be notified in writing. Requests for debriefings will take place upon written request after award of the contract.
C. Submission and Content of Proposals The purpose of these instructions is to provide guidance for preparation and submission of proposals. Each proposal shall be clearly and concisely prepared in writing and must include all information required by the solicitation. Each proposal shall identify name of offeror, date of submission and solicitation number. Telegraphic, facsimile, and telephone offers will not be accepted.
Proposal Arrangement:
Each proposal shall consist of two physically separate volumes, individually titled and numbered as stated below. Each volume shall contain one original and three copies.
Volume Number 1 (Technical Proposal):
All information addressing the offeror’s technical capabilities in each technical factor outlined in this section.
Volume Number 2 (Price Proposal):
