R 108. Refer to Drawing 9-HVAC-88 Q 109. What is the required mechanical system warranty period?
R 109. Volume III, Part 4 Construction Clauses #53 FAR 52.246-21 – Warranty of Construction (MAR 94) (Alternate I) (page 35) details that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material, or design furnished, or workmanship performed by the Contractor or any subcontractor or supplier at any tier. Q 110. Is this project tax exempt?
R 110. When a contractor is procuring something for use of a Government contract state and local taxes generally apply. A contractor seeking to get such taxes waived by the taxing authority (i.e. State) needs to pursue exemption by that authority. Procedures, rules and forms are dictated by each entity and it varies depending upon location. Refer to the RFP package FAR Clause 52.229-3 – Federal, State, and Local Taxes (APR 2003) included in Volume III, Part 1 General Clauses.
Q 111. There is a chance that some ceiling tiles will be damaged during the removal and reinstallation process. We will do our best to match the tiles as best as possible with the existing tiles but there may be a slight discrepancy in color. Is this expectable or should we include replacing the entire corridor ceiling?
R 111. It is expected that some tiles may be damaged in the course of this project and that their replacements will not be an exact color match.
Q 112. What are the percentage goals for Small Disadvantaged Business Participation?
R 112. Details regarding the Small Disadvantaged Business Participation Program are included in Volume III, Part 5 General Solicitation Provisions, page 6. In addition, Volume I, Technical Evaluation Factors/Minimum Standards, Factor #4 includes evaluation details.
An offeror, other than a small business concern, submitting an offer that exceeds $500,000 ($1,000,000 for construction) shall submit a subcontracting plan with its initial offer. R 113. No, they are not.
Q 114. Proposal Price Sheet: There are four (4) breakdown prices (2 thru 5) with a Total noted, however there is not a No. 1 breakdown price. Is this correct? Are each of the breakout items (2 thru 5) listed to include the costs associated in the Base Bid narrative?
