GS-03P-10-AZ-C-0004

January 13, 2010

Q 148. According to the original drawings provided by GSA, the ductwork in the occupied spaces indicates that splitter dampers were used at almost all branches to the registers. In addition, it indicates that each light is a register/diffuser with its own damper. Are these drawings still accurate and if so, are we required to balance at each light trough, each branch, or each zone? If the original drawings are no longer accurate and the duct work in the occupied space has been replaced, what types of dampers were put in and at what frequency/locations? Were they volume dampers, or some other type?

R 148: The drawings are still accurate. Balance at the diffuser.

Q 149. For the DDC controllers used on the Air Handler Units, VAV and CAV boxes to be fully compatible with the building automation system, would they require the ability to be programmed and downloaded by the existing Tridium system which uses Niagara Workbench as Q38 implies?

R 149: Yes

Q 150. With the amount of the above controllers required for this project, supervisory controllers are used due to limitations of controller networks and to inhibit long wiring runs. The Tridium Building Automation System uses Jace controllers. Is the Jace the only supervisory controller that may be used, or may another vendor use a proprietary controller that permits certain data through for the Building Automation System control such as a BacNet or LonWorks interface but would prohibit programming and downloading by the existing Tridium system?

R150: Proprietary controllers that would prohibit programming by the existing Tridium system are not acceptable.

Q 151. Should a vendor offer such a proprietary system, would it be considered in the event of a substantial cost reduction? (Although it may not prove compatible with the building automation system?)

R 151: No

Q 152. In the Technical proposal, is it necessary to provide a submittal of the proposed DDC system indicating the above compatibility? (Compatible systems indicate the use of Jace Controllers and Niagara Workbench on the submittal data).

R 152: No

Q 153. As part of the final commissioning, will the DDC contractor be required to demonstrate the ability to program a controller and download that program to a field controller used on this project with the same software used in the building automation system?

R 153: No demonstration will be required since the controller will be programmed indicating that it has that capability.

Q 154. Are UPS required for the supervisory controllers?

R 154: No

Q 155. May the electrical closets be used for the supervisory controllers, provided they are installed in a steel enclosure?

R 155: No supervisory controllers shall be installed in the electrical closets. Install them in the mechanical room.

Q 156. We have been informed by several Solar Panel (PV) manufacturers and installers that a fully-ballasted PV system will not be possible on the roof of the Byrne Courthouse Building due to the wind loads at this elevation. It will be necessary to use a combination of ballast and roof anchors to achieve the required design conditions. Will this be acceptable?

R 156. At this time, GSA is specifying a ballasted system in the design build solicitation. If during design phase, this is proven to be infeasible during survey work, then other methods of attaching the monocrystalline PV array may be evaluated at that time utilizing a formal change order process. The project should be bid in accordance with what is specified in the RFP.

Q 157. Air flow monitors are called for in the Air Handling Unit Scope of Work. Where are these to be located and what part(s) of the air distribution system are they to monitor?

R 157: The documents call for the duct mounted type and the fan inlet type depending on where they are installed. For these systems they would be installed to measure the supply air fan, return air fan and minimum outdoor air flow quantities. Typical installation would be the fan inlet type for the fans and a duct mounted unit for the minimum outdoor air.

Q 158. Reference Spec Section 3.2.1, page 2, section 3.B "The Design Builder shall engineer, design, specify, and install fully operational brackets, pulleys, guides, locks, and safety components for window washing rig for maintenance of the windows and the façade between the 3rd and 22nd floor roofs. For the purposes of the proposal the offeror shall provide 60 bracket mounts and associated roof patching. Bracket mounts shall be engineered and constructed for required loads. Sample of bracket mounts for informational purposes are in exhibits at the end of this section. The Design Builder shall provide this brand bracket mount or equal competitor bracket mount in this project."

Question: Please confirm that all Bidders are to include only the 60 Bracket Mounts (or Tiebacks) and associated roof patching and not a full window washing rig system with the "Pulleys, guides, locks, and safety components..." If more than the 60 Bracket Mounts are required, please provide a reference design specification.

R 158. This is correct, bidders are to include only the 60 Bracket mounts, not the other materials noted.

Q 159. Reference - Byrne Building Photovoltaic Array Narrative Overview, 3. Additional Work, B. Mounting Brackets for Window Washing Rig: Are we to provide all the items noted in the first sentence of this section or only the sixty (60) bracket mounts and associated roof patching?

R159. Bidders are to include only the 60 Bracket mounts and not the other materials noted.

Q 160. In reference to Question #88, how are the diffusers to be balanced without any previous CFM readings? Is it acceptable to balance each zone to the pre-demo readings that we are required to take?

R 160: The scope of work includes a full building survey. Part of this survey will be documenting heat loads. From the heat loads the engineer will have to calculate the amount of conditioned air needed to offset the loads. Additionally, the CFMs will need to be calculated in order to size the equipment properly. Balancing within this project includes balancing the mechanical equipment and the air distribution system which includes diffusers in office spaces.

It is not acceptable to balance each zone to the pre-demo readings.

Q 161. Is all corridor duct work to be replaced even if it is unlined, or are we only to replace the corridor duct work that is lined?

R 161. Yes, since we are assuming that all corridor ductwork is lined you will be required to replace all corridor ductwork with lined ductwork. If you encounter ductwork that is not lined it will still be required to be replaced with lined ductwork.

Q 162. If we are to replace all corridor duct work, even if it is unlined, are we to replace all corridor duct work with "internally lined duct work with a perforated galvanized liner" or would we replace the unlined duct work with exterior wrap as currently exists?

R 162. If you encounter corridor ductwork that is externally insulated it shall be replaced with "internally lined duct work with a perforated galvanized liner."

Q 163. Do we only list the Amendments on the bid proposal form or do we need to note all the documents?

R 163. Only the Amendments need to be listed on the proposal form as acknowledged; however the offeror is responsible for reading all information posted on the Federal Business Opportunities website.
