Solicitation Number GS-03P-10-AZ-C-0004

December 3, 2009

Q 38. The specifications state that the Direct Digital Control (DDC) system equipment to be fully integrated into the existing building automation system. The system shall be an extension of the existing building DDC system. Provide all hardware and software necessary for the integration process including graphics.

Shall the software in the existing building automation system be capable of performing the required programming to add future HVAC equipment or additional features/functions to the system without the need for third party proprietary software? For example, if humidifiers or additional terminal units are installed on a new HVAC unit and connected to the new DDC system, should the existing building automation system software be able to program the new DDC Control to operate the Humidifier and Terminal units and modify the control functions of the HVAC unit as required without the need for any third party proprietary software programming? Many controls and equipment offer this feature.

R 38. Yes.

Q 39. Can we use the parking garage as a staging area?

R 39. No.

Q 40. We may only have to replace the ductwork in the Mechanical rooms only and not the corridors. Is this correct?

R 41. No. All ductwork in mechanical rooms is to be replaced as well as all internally insulated ductwork in the corridors.

Q 41. If we are to replace all of the ductwork that is lined in the building as stipulated in the RFP, is there an updated drawing showing what ductwork is lined?

R 41. The lined ductwork that is intended to be replaced is located within the corridor. All lined ductwork from the mechanical rooms that leads through the corridors is to be replaced.

Q 42. In the drawings that were uploaded, the ductwork is indicated as having asbestos insulated. Is this the case with the ductwork we are required to replace or has this already been abated?

R 42. There is currently no asbestos insulation issue for installing the AHU in the building.

Q 43. We typically post bid documents on our website for access by our subcontractor’s with a project code and password. That being said, I did not want to post the documents that were “secure” on the fbo.gov website until confirming with you that this was appropriate to do so. If there is a protocol that we should follow to distribute pertinent information to our subcontractors to obtain pricing for this project, please let me know.

R 43. Procedures for secure documents should be followed in accordance with Safeguarding and Dissemination of Sensitive But Unclassified (SBU) building information, which applies to all recipients of SBU building information. See the RFP Volume 3 Part 1 package for details.

Q 44. As AHU or HVAC is outside of our scope we are looking to provide the prime contractor with sub contract cost proposals on the above mentioned areas. However, we are having difficult connecting with contractors who will be acting as the prime or general contractor on this project. We have been calling companies on the interested vendor list and have not been successful to date. Any direction that you can provide would be greatly appreciated.

R 44. GSA cannot provide direction on what companies you can or cannot partner with to complete the project. Sign In Sheets from the pre-proposal conference have been posted for your information, in addition to the FBO website providing interested vendor lists.

Q 45. We are also interested in providing an alternate using a green roof/ photovoltaic combination on the Byrne courthouse. This would allow the PV to perform at optimum levels at it would be kept cool and provide the needed ballasting for the rack systems as well as it could save some cost in the process. Is there an opportunity to provide this alternate?

R 45. There are not specifications included in the solicitation for alternates. Proposals should be submitted in accordance with the RFP package.

Q 46. Are there any limitations on the manufacturer of the AHU that we are allowed to use?

R 46. The Government does not specify or limit particular manufacturers. The manufacturing source is at the discretion of the company submitting a proposal and must be in accordance with our specifications.

Q 47. In Volume 1 of 3, Page 3, Paragraph 1.B.1.f calls for all lined duct in the corridors to be replaced with new ductwork and insulation wrap. In Volume 2 of 3, Page 3.1-8, Paragraph 3.6.7 calls for supply and return duct to be lined with 2” insulation with perforated galvanized inner liner. Which is correct?

R 47. The lined duct work with perforated galvanized liner is correct.

Q 48. Would you please provide listing of the Air Handling Units that are to be replaced, by AHU number and floor that they are located on?

R 48.

R 49. All duct work within the mechanical rooms is to be replaced with new.

Q 50. Reference Appendix A – Technical Evaluation Factors/Minimum Standards, Factor #2

Key Personnel of the Construction Team (Page 9 & 10): The Proposal requires us to provide two professional references for our “key personnel”, including the five (5) items of information listed.

Appendix C is the contact sheet GSA will use when contacting the references. The Appendix was attached for informational purposes so bidders are aware of what questions will be asked.
