19The SF1442, block 13, item a indicates an Original + 1 copy should be submitted. However, Attachment 07 Section L, paragraph L-5.3.3 indicates one electronic copy should be provided for each volume. Can the government please confirm that offerors should follow the instructions in L-5.3.3 regarding the number of copies rather than the SF1442?
One original proposal, which includes a signature on SF1442 in Volume IV, shall be submitted in accordance with the instructions provided in Section L-3 for evaluation.
20Paragraph L-5.3.1 states, “This does not apply to the Past Performance Information (PPI) data entered in the PPI tool, as described in paragraph L-7.1.2.” However, a reference to a “PPI tool” is not included in paragraph L-7.1.2. Can the government please clarify if this statement is applicable to this RFP or provide offerors with access to the PPI tool?
Per FA283525R0002 RFP Cover Letter 25June2025, Removing the following sentence from L-5.3.1: "This does not apply to the Past Performance Information (PPI) data entered in the PPI tool, as described in paragraph L-7.1.2."
21Paragraph L-5.3.2 states, “… Each volume shall be in a single searchable file, with copy/paste capability, and stored in a folder that corresponds to the proposal volume it represents.” Per the same paragraph, this proposal “shall be submitted via email in PDF file format” and per paragraph L-5.3 it should “consist of four (4) separate volumes…” Since the four PDF files will be emailed, can the government please confirm that the reference to “each volume shall be…stored in a folder” is not applicable?
The reference is applicable, Per L-5.3.2 Electronic Copies. Each volume shall be in a single searchable file, with copy/paste capability, and stored in a folder that corresponds to the proposal volume it represents. Offerors shall insert the file name in the header of each document.
22Paragraph L-5.3.3., NOTE states, “One original proposal, which includes a signature on SF1442 in Volume IV, shall be submitted in accordance with the instructions provided in Section L-3 for evaluation.” Based on this statement, is the government expecting an Electronic Original (PDF) of Volume IV in addition to one Electronic Copy (PDF) of Volume IV?
One original proposal, which includes a signature on SF1442 in Volume IV, shall be submitted in accordance with the instructions provided in Section L-3 for evaluation.
23Paragraph L-5.3.5 indicates “…overview section (for exceptions) will not be included in the page count.” Can the government please clarify what information is required in the overview section beyond the exceptions?
Per L-5.3.5. Pages Not Included in Page Count: … and overview section (for exceptions) will not be included in the page count.
24Paragraph L-5.3.5 indicates “…overview section (for exceptions) will not be included in the page count.” Paragraph L-9.3 separately requires Exceptions to be included within Volume IV. Can the government please clarify if an Overview Section (for exceptions) is expected at the beginning of each separate volume since Exceptions are already required in Volume IV?
Per L-9.3 Exceptions: … clearly identify each exception in the overview section of the appropriate volume along with a complete explanation of why the exception was taken and the resulting benefit to the Government.
25Paragraph L-7.1 Contents, Row 3 Past Performance Information Sheets indicates “Content of Program Details Tab is limited to five (5) pages.” However, there does not appear to be a “Program Details Tab.” Can the government please clarify if the five-page limitation applies to each completed Attachment 1 form?

26Paragraph L-7.2 states, “The Government requests that Offerors send PPQs with attached PPQ cover letter at Attachment 4 to each of the Points of Contact (POC) identified on the Offeror’s PPI sheet(s) in the Past Performance Volume.” If a CPAR evaluation has been completed for the reference project, can offerors submit the CPAR in lieu of requesting completion of PPQs? Many of our references have relocated to new locations or retired and are no longer available to complete PPQs. Furthermore, the completion of PPQs for each procurement places an undue burden on our references when an official performance evaluation is already provided via CPARs. Thank you in advance for your consideration.
Per L-7.3. Other Sources. The Government may utilize references other than those identified by Offerors in evaluation of Offeror’s Past Performance. While the Government may elect to consider data obtained from other sources, the burden of providing accurate and complete, recent and relevant PPI that demonstrates the ability to perform this requirement rests with each Offeror.
27Paragraph L-7.2 states, “The Government requests that Offerors send PPQs with attached PPQ cover letter at Attachment 4 to each of the Points of Contact (POC) identified on the Offeror’s PPI sheet(s) in the Past Performance Volume.” Will the government allow the offeror to submit previously completed PPQs rather than requesting a new PPQ? Many of our references have relocated to new locations or retired and are no longer available to complete new PPQs. Furthermore, completing a separate PPQ for each procurement places an undue burden on our references when one has already been completed by the reference.
28Paragraph L-7.2 states, “…POC(s) should submit completed PPQs directly to the Government per instructions in the PPQ cover letter at Attachment 4 and with the offeror’s complete proposal submission at stated deadline IAW L-5.3.3.” We interpret this statement to indicate that reference POCs should submit PPQs directly to the Government IN ADDITION to returning the completed PPQ to us (the offeror) to include in our proposal submission. Can the government confirm this is the intent of the requirement?
Per L-7.2. Past Performance Questionnaires (PPQ) (Attachment 3). The Government requests that Offerors send PPQs with attached PPQ cover letter at Attachment 4 to each of the Points of Contact (POC) identified on the Offeror’s PPI sheet(s) in the Past Performance Volume. POC(s) should submit completed PPQs directly to the Government per instructions in the PPQ cover letter at Attachment 4 and with the offeror’s complete proposal submission at stated deadline IAW L-5.3.3..
29Paragraph L-9.2.1 states, “… Also, provide a Certificate of Corporate Authority or other applicable documentation of authorized signature(s) for each authorized individual.” Could the government please provide the Certificate of Corporate Authority that is required to fulfill this requirement?
Certificate of Corporate Authority is contractor based.
30Per paragraph L-5.3.2, Volume IV Price – Schedule B, shall be submitted in Microsoft Excel. However, the RFP specifies that pricing should be included in Attachment 10 rather than Section B. Attachment 10 has been provided in PDF and only requires two lump sum totals, one of which has already been set at a FFP sum of $5,000. Can the government please confirm that pricing is not required to be submitted in Section B and that an Excel file is not required?
Per L-5.3.2. Electronic Copies. Volume IV Price – Schedule B, shall be submitted in Microsoft Excel. Complete and submit Attachment 10 separately.
31Attachment 1, Section L, Past Performance Information, under Brief Description of Effort, the instructions state, “not to exceed 500 characters.” Will the government respectfully revise this requirement to allow 500 words (or more) rather than 500 characters to allow offerors to fully detail the scope of the effort?
Per Attachment 1, Section L, Provide a brief description (not to exceed 500 characters) of the effort, actual work performed, and location of performance under this contract reference. The Government will not revise this requirement.
