About this file

This document is Appendix 4.7 of the Hanscom Air Force Base Stormwater Illicit Discharge Detection and Elimination (IDDE) Plan, which outlines a comprehensive program to systematically identify and eliminate non-stormwater discharges from the municipal separate storm sewer system (MS4). The plan details a structured approach to detecting and removing illicit discharges, including establishing legal authority, mapping the stormwater system, conducting outfall and interconnection inventories, performing dry and wet weather screenings, investigating catchment areas, and implementing source isolation and confirmation techniques.

Key components of the IDDE program include identifying potential illicit discharge indicators such as foam, oil sheens, discoloration, and sanitary waste; developing a prioritized ranking system for outfalls; conducting systematic investigations using methods like dye testing, smoke testing, and video inspections; and implementing a follow-up removal process for confirmed illicit discharges. The plan also emphasizes employee training, annual progress reporting, and maintaining detailed documentation of all investigation and remediation activities. The document is designed to meet requirements of the 2016 Massachusetts MS4 General Permit and protect water quality by preventing unauthorized discharges into the storm sewer system.

Construction Site Stormwater Runoff Control Program July 2019

1 INTRODUCTION

This Construction Site Stormwater Runoff Control Program was developed as an appendix to the

SWMP, to meet new requirements for the General Permits for Stormwater Discharges from Small

Municipal Separate Storm Sewer Systems (MS4) in Massachusetts (2016 MA MS4 General Permit).

1.1 Purpose

The purpose of the Construction Site Stormwater Runoff Control Program is to minimize or eliminate erosion and maintain sediment on site so that it is not transported in stormwater and allowed to discharge to a water of the United States (U.S.) through the permittee’s MS4.

This document provides guidance to assist site operators (i.e. design professionals, project managers, contractors) and Hanscom Air Force Base (AFB) MS4 personnel with stormwater management requirements and the development of the sediment and erosion control plan in order to satisfy

Minimum Control Measure (MCM): Construction Site Stormwater Runoff Control provided by the

2016 MA MS4 General Permit.

1.2 Construction Site Runoff Control Program Components

In accordance with Part 2.3.5 of the 2016 MA MS4 General Permit, the SWMP must include a construction site stormwater runoff control program. The program includes the following information:

• An ordinance or regulatory mechanism that requires the use of sediment and erosion control practices at construction sites.

• Requirements for construction site operators performing land disturbance activities to implement a sediment and erosion control plan that includes best management practices

(BMPs) appropriate to the construction site.

• Requirements for construction site operators to control wastes.

• Procedures for site plan review and inspection and enforcement of sediment and erosion control measures.

1.3 Limitations

This document does not cover every aspect of design necessary for project construction. The site operator is responsible for the design of a properly functioning project that meets the requirements within the Wetlands Protection Act Regulations, 310 CMR 10.05(6)(k) and the Water Quality

Certification Regulations, 314 CMR 9.06(6)(a), where applicable. It is the responsibility of the construction site operator to ensure that the techniques utilized are appropriate for the conditions of an individual site. Where it is determined that conformance with this document is not appropriate, alternative design, materials, and methodologies may be considered on a case-by-case basis for approval by Hanscom AFB Environmental Office.

2 ADMINISTRATIVE GUIDELINES

2.1 Hanscom AFB Legal Authority

Hanscom AFB is owned and operated by the U.S. Government and as such qualifies as a Non-

Traditional MS4. Non-Traditional MS4s are required to have in-place written policy or procedures to address the requirements of the Construction Site Stormwater Runoff Control Program. The policy or procedures must mandate the use of sediment and erosion control practices at construction sites. Hanscom AFB follows the policies and procedures described in the Massachusetts Stormwater

Handbook and requires all site operators to review, sign, and adhere to the policies outlined in the

Hanscom AFB Contractor Environmental Guide. Sediment and erosion control practices during construction should be performed in accordance with the Massachusetts Erosion and Sediment

Control Guidelines for Urban and Suburban Areas: A Guide for Planners, Designers, and

Municipal Officials and the National Pollutant Discharge Elimination System (NPDES) 2017

Construction General Permit (CGP), if applicable. The construction site operator shall use the standards contained within these documents when preparing and submitting a sediment and erosion control plan.

2.2 Hanscom AFB Personnel Responsibilities

The following 66th Air Base Group (ABG) Civil Engineering divisions, Installation Management

(CEIE), Engineering (CEN), and Operations (CEO), are responsible for program review, construction plan design review, site inspections, and enforcement under this plan.

Table 2-1: Hanscom AFB Personnel and Responsibilities

Erosion Plan Review

66 ABG/CEO Operations personnel • Construction Site Inspection and Documentation for in-house projects

All Hanscom AFB MS4 personnel authorized to review plans, conduct site inspections, or manage construction projects must complete the Air Force Institute of Technology Construction Site

Stormwater Seminar online training program. Additionally, all new 66 CEIE employees receive stormwater awareness training within 90 days of hiring performed by the CEIE Stormwater

Coordinator.

3 SEDIMENT AND EROSION CONTROL PLAN REQUIREMENTS

All construction site operators performing land disturbance activities greater than 5,000 square feet within Hanscom AFB’s MS4 jurisdiction must develop and implement a sediment and erosion control plan. Land disturbance activities include demolition, construction, clearing, excavation, grading, filling, and reconstruction. Construction site operators must provide a sediment and erosion control plan (both drawings and narrative text) compliant with the Massachusetts Stormwater Handbook

Standard 8, documenting appropriate site erosion control measures including:

• Minimizing the amount of disturbed area and protecting natural resources, particularly the

Shawsheen River and Shawsheen River headwater wetlands.

• Stabilizing sites when projects are complete, or operations have temporarily ceased.

• Protecting slopes on the construction site.

• Protecting all storm drain inlets and armoring all newly constructed outlets.

• Using perimeter controls at the site.

• Stabilizing construction site entrances and exits to prevent off-site tracking.

• Inspecting stormwater control at least once every 7 calendar days or once every 14 calendar days and within 24 hours of the occurrence of a storm event of 0.25 inches or greater, or the occurrence of runoff from snowmelt sufficient to cause a discharge.

The sediment and erosion control plan should be prepared using the guidelines in this section unless otherwise instructed by a site specific Stormwater Pollution Prevention Plan (SWPPP) attached to

CGP coverage. The plan should be organized and presented in a clear, concise manner. Sufficient design and background information should be included to facilitate review by Hanscom AFB. A

Sample Erosion and Sedimentation Control Plan is provided in the Massachusetts Erosion and

Sediment Control Guidelines for Urban and Suburban Areas: A Guide for Planners, Designers, and

Municipal Officials and as Attachment 4 of this plan. A checklist for preparing and reviewing the sediment and erosion control plan is provided in Attachment 3.

All projects that disturb more than one acre of land are required to obtain coverage under the NPDES

CGP issued by EPA and prepare a SWPPP. To avoid duplication of effort, the construction site operator may prepare a single document that satisfies the SWPPP requirements of the CGP and the erosion and sediment control plan requirements of this section.

The sediment and erosion control plan must be submitted to Hanscom AFB MS4 personnel for review and approval 14 days prior to the beginning of construction. The contractor is advised to submit all required documentation in advance of planned activities to allow sufficient review period by CEIE and back and forth collaboration, in the event the plan does not sufficiently meet the requirements specified.

Occasionally, Hanscom AFB will develop sediment and erosion control requirements and BMPs during the design phase prior to bidding out contractors. When this is the case, the contractor shall include all sediment and erosion control design requirements within the sediment and erosion control plan.

3.1 Minimum Standards

A sediment and erosion control plan should serve as a blueprint for the location, installation, and maintenance of practices to control all anticipated erosion, and prevent sediment from leaving the site. Plans shall address all applicable minimum standards identified in the Massachusetts

Stormwater Handbook, Standard 8 and 2016 MA MS4 General Permit.

3.2 Forbidden Discharges

Hanscom AFB forbids the discharge of wastes to the MS4, including but not limited to, discarded building materials, concrete truck wash out, chemicals, litter, and sanitary wastes. These wastes may not be discharged to the stormwater drainage network. Pollution and waste prevention controls must be implemented in accordance with Section 2.3 of the NPDES CGP.

3.3 Narrative

The sediment and erosion control plan shall include a narrative of the following items, at a minimum:

• Description of the nature and purpose of the land-disturbing activity.

• Description of the existing site conditions, including environmentally sensitive areas, soils information, and adjacent areas such as streams, lakes, residential areas, and roads.

• Description of the temporary and permanent sediment and erosion control BMPs to be used on the site as well as supporting stormwater calculations (if applicable). Include horizontal and vertical, as appropriate, invert elevations of inlet/outlet drainage and sediment control structures, and any special drainage design features.

• Applicable regulations (e.g. filed wetlands Notice of Intent (NOI), applied for a NPDES

Stormwater Permit)

• Procedures and schedule for performing and submitting erosion control inspection reports to

Hanscom AFB CEIE project manager and Environmental Office.

This information may be included within the SWPPP sections titled Nature of Construction

Activities, Description of Stormwater Controls, and Procedures for Inspection, Maintenance, and

Corrective Action as detailed in Section 7.2.3, 7.2.6, and 7.2.7 of the 2017 CGP, if project is greater than one acre.

3.4 Site Plans

The specific number of maps and drawings required for each construction project is dependent on the size and complexity of the development. The site operator should select the most practical and efficient means to clearly convey the items below to Hanscom AFB. The site plans shall include the following items, at a minimum:

• North Arrow and Scale – Plans shall indicate the direction of north in relation to the site as well as the scale of the drawing.

• Existing and Proposed Site Features – Plans shall include existing and proposed topography, existing and proposed site features or structures, existing vegetation, environmentally sensitive areas, adjacent streams, lakes, residential areas, and roads.

• Limits of Disturbance – Plans shall identify the limits of disturbed area and provide the total amount of disturbed area for the project as well as the amount of disturbed area for each phase.

• Stormwater Drains – The Plans shall identify all existing stormwater system inlet locations with invert elevations in the area of construction, all proposed new stormwater system components including invert elevations, and appropriate BMP measures for protecting stormwater inlets.

• Construction Sequence – The construction sequence related to sediment and erosion control shall be provided on the plans. The construction sequence shall include the installation of critical BMP measures prior to the initiation of the land-disturbing activity and removal of measures after the areas they serve are permanently stabilized.

• Off-Site Areas – Stockpile/lay-down areas or any off-site land disturbing activities (e.g., borrow sites, waste areas) shall be identified on the plans with appropriate sediment and erosion control BMP measures.

• Location of Sediment and Erosion Control BMP Measures – The location of temporary and permanent sediment and erosion control BMP measures for each phase shall be clearly identified on the plans.

• Vegetative Stabilization – The temporary and permanent seeding schedule shall be provided on the plans including the areas to be stabilized with vegetation, seed type and rates, method of soil preparation, fertilizer and lime type, and mulch type.

• Maintenance Requirements – Plans shall include the maintenance requirements of temporary and permanent sediment and erosion control BMP measures as well as the contact person responsible for maintenance. Air Force Engineering Technical Letter

(ETL) 14-1, Construction and Operation and Maintenance Guidance for Storm Water

Systems, provides guidance on maintenance of sediment and erosion control measures and is included as Attachment 5.

• Detail Drawings – Construction drawings and details for temporary and permanent sediment and erosion control BMP measures shall be included in the plans.

• As Built Drawings – As built construction drawings and details for permanent sediment and erosion control BMP measures shall be provided upon all work completion. All changes and deviations from the approved construction plans should be clearly annotated on the plans, including inlet/outlet locations, invert elevations and any special features.

This information may be included within the SWPPP Site Map section detailed in Section 7.2.4 of the 2017 CGP, if project is greater than one acre.

4 SEDIMENT AND EROSION CONTROL PLAN REQUIREMENTS for

SMALL PROJECTS

All construction site operators performing land disturbance activities less than 5,000 square feet within Hanscom AFB’s MS4 jurisdiction must develop and implement a reduced sediment and erosion control plan.

The reduced sediment and erosion control plan shall include a narrative of the following items, at a minimum:

• Description of the nature and purpose of the land-disturbing activity.

• Description of the existing site conditions, including environmentally sensitive areas, soils information, and adjacent areas such as streams, lakes, residential areas, and roads.

• Description of the temporary and permanent sediment and erosion control BMPs to be used on the site as well as supporting stormwater calculations (if applicable).

• Procedures and schedule for performing and submitting erosion control inspection reports to

Hanscom AFB Environmental Office.

The reduced plan will be submitted to Hanscom AFB Environmental Office for approval 14 days prior to start of construction.

5 SEDIMENT AND EROSION CONTROL BMP MEASURES

All construction period sediment and erosion control BMPs must be properly designed, and sediment traps must be sized to provide adequate capacity and retention time to allow for proper settling of fine-grained soils. Construction period BMPs must be properly operated and maintained.

Changing site conditions (i.e. weather seasons, frost) and requirements should be considered when selecting the appropriate sediment and erosion control measures as well as when determining the sequence of which measures are to be implemented

For more information on erosion and sediment control BMPs, see the Massachusetts Stormwater

Handbook, Volume 2 and Massachusetts Erosion and Sediment Control Guidelines for Urban and

Suburban Areas: A Guide for Planners, Designers, and Municipal Officials.

6 STANDARDS AND SPECIFICATIONS IMPLEMENTATION

6.1 Submittals

When required, the construction site operator shall submit to Hanscom AFB Environmental Office an electronic copy of the sediment and erosion control plan, the completed sediment and erosion control plan checklist (See Attachment 3), and any other supporting documentation.

6.2 Plan Reviews

Hanscom AFB requires a pre-construction review of the sediment and erosion control plan, including site plan drawings, planned operations at the construction site, and planned BMPs during construction phase. Hanscom AFB will review the submitted plan to ensure it addresses local requirements and protects water quality. When the opportunity exists, Low-Impact Development

(LID) and green infrastructure will be evaluated as an optional design preference.

Plan reviews shall be conducted by qualified Hanscom AFB Environmental Office personnel who have experience in erosion and sediment control.

6.3 Pre-Construction Conference

A pre-construction conference shall be held prior to commencement of a land disturbance in order to clarify roles, responsibilities, and obligations of all parties involved with the land disturbing activity. At a minimum, the pre-construction conference shall be attended by the project manager, construction contractor, and the Hanscom AFB government project manager or supervisor.

Construction site operators will be required to identify in writing the responsible construction site inspector, and provide his/her phone and address contact information, including the alternate point of contact with phone number to be used in the event the construction site inspector is not available.

6.4 Inspections

The construction site operator will conduct and document regular inspections of construction sites during the construction of sediment and erosion control BMPs, after construction of BMPs to ensure they are working as described in the approved plans, at least once every week or once every two weeks and within 24 hours of every rainfall event greater than 0.25 inches, and upon completion of the project, at a minimum. The government project manager will ensure that the inspections are completed and documented as required. Where a contract has not included the requirement that the construction site operator shall conduct and provide documentation of the inspection and for in-house projects, the government project inspector, project manager, or site supervisor will complete the required inspections and document the inspections accordingly. The Hanscom AFB government project manager or representative will perform monthly stormwater inspections, at a minimum, and may perform no-notice inspections at any time.

The Sediment and Erosion Control Inspection standard operating procedure (SOP) and Inspection

Form, provided in Attachment 1, shall be used to perform and record each inspection visit unless an equivalent report is required by contract provisions or within a site SWPPP implemented under the NPDES CGP. All sediment and erosion control measures shown on the plan shall be inspected, and any problems or violation shall be documented in the report. In addition, any violations are noted during inspections must be communicated verbally or via email with the CEIE Stormwater

Coordinator within 8-hrs of discovery. Required or recommended corrective actions for each problem or violation shall be noted on the report along with a date by which all corrective actions must be completed. A signed and dated copy of the report shall be provided to all parties involved with the land disturbing activity within 24 hours of the inspection. The inspection report will not be considered complete unless it includes all names, signatures and dates.

A Sediment and Erosion Control Inspection Tracking Sheet is provided in Attachment 2 and shall be used by Hanscom AFB Environmental Office for tracking of construction site inspections and submittal of annual MS4 reporting.

6.5 Enforcement

If site inspections document any non-compliant items or possible violations, a copy of the site inspection report and a notice of corrective actions to be taken will be delivered to the site operator.

In accordance with the Commander’s Inspection Program and Environmental Inspection Process, all deficiencies will be entered into the eDASH finding tracker tool by the Environmental Office and assigned to the government project representative (i.e., the project manager, inspector, and/or supervisor). The site operator will have 72 hours or until the next runoff-producing storm event, whichever is less, from the receipt of the notice of corrective actions to implement corrective actions.

The site operator shall be responsible for ensuring that corrective action is taken in response to problems and violations listed on the inspection report. If the listed violation(s) constitute non-compliance and/or required corrective actions are not completed by the deadline noted on the report, a Notice to Comply, Stop Work Order, and/or other enforcement actions may be issued.

6.6 Changes and Amendments to Approved Plans

Amendments to approved sediment and erosion control plans must be reviewed and approved by

Hanscom AFB Environmental Office and shall not be considered approved until written notice is provided.

6.7 Variances and Exceptions

A variance or exception may be granted if any requirements are deemed inappropriate or too restrictive for site conditions. An applicant may request a variance or exception at the time of plan submission or during construction.

The applicant shall submit a written request to Hanscom AFB CEIE Environmental Office for a variance or exception with an explanation and description of the specific condition necessitating the request. The request must also include a detailed description of the alternative practice and justification that the practice meets the intent of the regulation for which the variance is sought.

Hanscom AFB Environmental Office shall respond in writing either approving or disapproving the variance or exception request. All requests shall be considered unapproved until written approval from Hanscom AFB has been received. Furthermore, all approved variances or exceptions shall be documented in the sediment and erosion control plan. The Hanscom AFB Stormwater Coordinator shall retain the sole authority to grant or deny variations and/or exceptions after consultation with relevant subject matter experts.

SOP adapted from CMRSWC SOP5. Construction Site Inspection

Attachment 1 Sediment and Erosion Control Site Inspection SOP and Inspection Form

Hanscom AFB 66 CEIE personnel (government project manager, environmental coordinators, etc.) have the authority to place the burden of demonstrating compliance on the site operator, or contractor, to the greatest extent possible. Activities and documentation in the following sections may be performed or completed by either the site operator’s inspector or a 66 CEIE inspector, so the general terms “construction site inspector” and “inspector” have been used.

The role of the construction site inspector is to ensure that site operations match the approved erosion and sediment control site plan and the Stormwater Pollution Prevention Plan (SWPPP) for the project, and that all precautions are taken to prevent pollutants and sediment from the construction site from impacting local waterways. The inspector is also expected to determine the adequacy of construction site stormwater quality control measures.

The Construction Site Stormwater Inspection Report provided in Attachment 1 shall be used by the inspector during site visits. Construction site inspectors should abide by the following guidelines:

1. Inspections to monitor stormwater compliance should be performed by the site operator at least once per week or once every 14 days and within 24 hours of a 0.25 inch rainfall event or greater. A

Hanscom 66 CEIE personnel shall perform a stormwater compliance inspection once per month at each active construction site, with priority placed on sites that require coverage under the USEPA

2017 CGP (i.e., that disturb one or more acres).

2. The inspection shall begin at a low point and work uphill, observing all discharge points and any off-site support activities.

3. Written (electronic is acceptable) and photographic records shall be maintained for each site visit.

4. During the inspection, the inspector should ask questions of the contractor. Understanding the selection, implementation, and maintenance of BMPs is an important goal of the inspection process, and requires site-specific input.

Prior to planning a site visit, an inspector shall determine if the project is subject to USEPA’s 2017

Construction General Permit. If the site requires this coverage, the inspector shall print a copy of the project’s NOI. If a project disturbs one or more acres, is under construction, and does not have NOI coverage, work cannot proceed on the site until a NOI has been filed and approved by USEPA.

The Construction Site Inspection process shall include the following:

1. Plan the inspection before visiting the construction site

a. Obtain and review permits, site plans, previous inspection reports, and any other applicable information.

b. Print the approved NOI from the USEPA 2017 Construction General Permit.

c. Inform the contractor of the planned site visit, if applicable.

2. Meet with the contractor

a. Review the sediment and erosion control plan and SWPPP (if the site includes over one acre of disturbance) or other documents, as required by Hanscom AFB. Compare BMPs in the approved site plans with those shown in the SWPPP.

b. Review the project’s approved NOI and confirm that information shown continues to be accurate.

c. Get a general overview of the project from the contractor.

d. Review inspections done by the contractor.

e. Review the status of any issues or corrective actions noted in previous inspection reports.

f. Discuss any complaints or incidents since the last meeting.

3. Inspect perimeter controls

a. Examine perimeter controls to determine if they are adequate, properly installed, and properly maintained.

b. For each structural BMP, check structural integrity to determine if any portion of the

BMP needs to be replaced or requires maintenance.

4. Inspect slopes and temporary stockpiles

a. Determine if sediment and erosion controls are effective.

b. Look for slumps, rills, and tracking of stockpiled materials around the site.

5. Compare BMPs in the site plan with the construction site conditions

a. Determine whether BMPs are in place as specified in the sediment and erosion control site plan, and if the BMPs have been adequately installed and maintained.

b. Note any areas where additional BMPs may be needed which are not specified in the sediment and erosion control site plans.

6. Inspect site entrances/exits

a. Determine if there has been excessive tracking of sediment from the site.

b. Look for evidence of additional entrances/exits which are not on the site plan and are not properly stabilized.

7. Inspect sediment basins

a. Look for signs that sediment has accumulated beyond 50% of the original capacity of the basin.

8. Inspect pollution prevention and good housekeeping practices

a. Inspect trash areas and material storage/staging areas to ensure that materials are properly maintained and that pollutant sources are not exposed to rainfall or runoff.

b. Inspect vehicle/equipment fueling and maintenance areas for the presence of spill control measures and for evidence of leaks or spills.

9. Inspect discharge points and downstream, off-site areas

a. Walk down the street and/or in other directions off-site to determine if erosion and sedimentation control measures are effective in preventing off-site impacts.

Narrative Project Description

The purpose of the project is to construct two large commercial buildings with associated paved roads and parking area. Another building will be added in the future. Approximately 6 acres will be disturbed during this construction period. The site consists of a total of

11.1 acres and is located in ANYTOWN, Massachusetts.

Site Description The site has rolling topography with slopes generally 4 to 6 percent. Slopes steeper to 10 to 20 percent in the northwest portion of the property where a small healed-over gully serves as the principal drainageway for the site. The site is now covered with woody vegetation, predominantly white pines, 15 to 20 feet high. There is no evidence of significant erosion under present site conditions. The old drainage gully indicates severe erosion potential and receives flow from 5 acres of woods off-site. There is one large oak tree, located in the western central portion of the property, and a buffer area, fronting Terri Road, that will be protected during construction.

Adjacent Property Land use in the vicinity is commercial/industrial. The land immediately to the west and south has been developed for industrial use. Areas to the north and east are undeveloped and heavily wooded, primarily in white pine. Hocutt Creek, the off-site outlet for runoff discharge, is presently a well stabilized, gently-flowing perennial stream.

Sediment control measures will be taken to prevent damage to Hocutt Creek. Approximately 5 acres of wooded area to the east contribute runoff into the construction area.

Soils The soil in the project area is mapped as Paxton (see Natural

Resources Conservation Service, soil survey for your town) fine sandy loam in B and C slope classes. Paxton soils are considered moderately well to somewhat poorly drained with permeability rates greater than 6 inches/hour at the surface but less than 0.1 inches/hour in the subsoil.

The subsurface is pale brown sandy loam, 6 inches thick. The subsoil consists of a pale brown and brownish yellow sandy clay loam ranging to light gray clay, 36 inches thick. Below 36 inches is a layer of fine sandy loam to 77 inches. The soil erodibility (K factor; see soil survey for an explanation) ranges from 0.20 at the surface to 0.37 in the subsoil.

Due to the slow permeability of the subsoil that will be exposed during grading, a surface wetness problem with high runoff is anticipated following significant rainfall events. No groundwater problem is expected.

The tight clay in the subsoil will make vegetation difficult to establish.

Some topsoil exists on-site and will be stockpiled for landscaping.

Planned Erosion and Sedimentation Control Practices Sediment Basin

A sediment basin will be constructed in the northwest corner of the property. All water from disturbed areas, about 6 acres, will be directed to the basin before leaving the site. (NOTE: The undisturbed areas to the east and north could have been diverted, but this was not proposed because it would have required clearing to the property line to build the diversion and the required outlet structure.)

Construction Entrance A temporary gravel construction entrance will be installed near the north-west corner of the property. During wet weather it may be necessary to wash vehicle tires at this location. The entrance will be graded so that runoff water will be directed to an inlet protection structure and away from the steep fill area to the north.

Block and Gravel Inlet Protection A temporary block and gravel inlet protection device will be installed at the drop inlet located on the south side of the construction entrance.

Runoff from the device will be directed into the sediment basin. (NOTE:

The presence of this device reduces the sediment load on the sediment basin and provides sediment protection for the pipe. In addition, sediment removal at this point is more convenient than from the basin.)

Temporary Diversions Temporary diversions will be constructed above the 3:1 cut slopes south of Buildings A and B to prevent surface runoff from eroding these banks. (NOTE: Sediment-free water may be diverted away from the project sediment basin.) A temporary diversion will be constructed near the middle of the disturbed area to break up this long, potentially erosive slope should the grading operation be temporarily discontinued. A temporary diversion will be constructed along the top edge of the fill slope at the end of each day during the filling operation to protect the fill slope. This temporary diversion will outlet to the existing undisturbed channel near the north edge of the construction site and/or to the temporary inlet protection device at the construction entrance as the fill elevation increases.

Level Spreader A level spreader will serve as the outlet for the diversion east of

Building A and south of Building B. The area below the spreader is relatively smooth and heavily vegetated with a slope of approximately 4 percent.

Tree Preservation and Protection A minimum 2 foot high protective fence will be erected around the large oak tree at the dripline to prevent damage during construction.

Sediment fence materials may be used for this purpose.

Land Grading Heavy grading will be required on approximately 6 acres. The flatter slope after grading will reduce the overall erosion potential of the site. The buildings will be located on the higher cut areas, and the access road and open landscaped areas will be located on fill areas.

All cut slopes will be 3:1 or flatter to avoid instability due to wetness, provide fill material, give an open area around the buildings, and allow vegetated slopes to be mowed. Cut slopes will be fine graded immediately after rough grading; the surface will be disked and vegetated according to the Vegetation Plan.

Fill slopes will be 2:1 with fill depths as much as 12 to 15 feet. Fill will be placed in layers not to exceed 9 inches in depth and compacted.

The fill slope in the north portion of the property is the most vulnerable area to erosion on the site. Temporary diversions will be maintained at the top of this fill slope at all times, and the filling operation will be graded to prevent overflow to the north. Filling will be done as a continuous operation until final grade is reached.

The paved road located on the fill will be sloped to the south and will function as a permanent diversion. The area adjacent to the roads and parking area will be graded to conduct runoff to the road culverts.

Runoff water from the buildings will be guttered to the vegetated channels. The finished slope face to the north will not be back-bladed.

The top 2 to 6 inches will be left in a loose and roughened condition.

Plantings will be protected with mulch, as specified in the Vegetation Plan.

A minimum 15 foot undisturbed buffer will be maintained around the perimeter of the disturbed area. (NOTE: This will reduce water and wind erosion, help contain sediment, reduce dust, and reduce final landscaping costs.)

Temporary Sediment Trap A small sediment trap will be constructed at the intersection of the existing road ditch and channel number 3 to protect the road ditch.

Approximately 2 acres of disturbed area will drain into this trap.

Sediment Fence A sediment fence will be constructed around the topsoil stockpile and along the channel berm adjacent to the deep cut area, as necessary to prevent sediment from entering the channels.

Sod Drop Inlet Protection Permanent sod drop inlet protection will replace the temporary block and gravel…
