About this file

This is a Good Faith Efforts documentation form (Form B) issued by the City of St. Petersburg, Florida, in connection with an office paper products procurement (IFB-26-172). The City is soliciting sealed bids from qualified vendors to supply and deliver various office paper products on an as-needed basis under a multi-year agreement with an initial three-year term and two optional one-year renewal periods. The solicitation encompasses nine line items including utility bill envelopes in sizes #9 and #10 (with and without windows) and copy paper products in multiple sizes, weights, and specialty configurations, with estimated annual quantities ranging from 1 case to 5,000 cases depending on item type. All supplies will be stocked at the City's Consolidated Warehouse and distributed to City Departments as needed. The bid submission deadline is April 28, 2026, at 3:00 p.m., with a written questions deadline of April 14, 2026. Vendors must submit product samples for four specified items within 48 business hours after the solicitation closes. Delivery to the Consolidated Warehouse must occur within seven business days of purchase order receipt, or within seven business days of final artwork approval for custom-printed items.

Vendors must demonstrate a minimum of one year of experience providing office paper products and maintain minimum insurance coverage including $1,000,000 commercial general liability per occurrence ($2,000,000 aggregate) and $1,000,000 commercial automobile liability. Vendors must submit a Bid Bond equal to five percent of the total bid price. The City has established Business Enterprise participation goals requiring prime contractors to either utilize certified Small Business Enterprise (SBE), Minority Business Enterprise (MBE), or Women Business Enterprise (WBE) subcontractors or submit Form B documenting good faith efforts to secure such participation through monthly outreach events, documented solicitations, business development event attendance, and consultation with the Office of Supplier Development (727-892-5351 or OSD@stpete.org). The base agreement establishes a 12-month firm pricing period, with price adjustments permitted thereafter only by written justification and mutual agreement. Pricing must be submitted per unit and per line item with delivery costs included. The contract will be awarded to a single vendor, and public records disclosure will occur 30 days after bid opening or sooner if a decision is reached earlier.
