About this file
This is a Good Faith Efforts form (Form B) issued by the City of St. Petersburg, Florida, in connection with Invitation for Bid (IFB-26-172) for office paper products including envelopes and copy paper to be supplied on an as-needed basis under a multi-year agreement. The solicitation encompasses nine line items covering utility bill envelopes in sizes #9 and #10 (with and without windows) and various copy paper products (virgin bond paper in multiple sizes and weights, laser printer paper, and specialty papers with micro-perforation and three-hole drilling). Estimated annual quantities range from 1 case of legal-size paper to 5,000 cases of copy paper, with all supplies to be stocked at the City's Consolidated Warehouse and distributed to City Departments as needed. The solicitation closed on April 28, 2026, at 3:00 p.m., with product sample submissions required within 48 business hours after closure. The contract will be awarded to a single vendor for an initial three-year term, with the City reserving renewal rights for two additional one-year periods under mutually agreed terms. Delivery must occur within seven business days of purchase order receipt for standard items and within seven business days of final artwork approval for custom-printed items.
Form B requires prime contractors who cannot meet Business Enterprise participation goals to document comprehensive Good Faith Efforts, including conducting at least one monthly outreach event, documenting all solicited Business Enterprise quotes and proposals, maintaining a list of contacted but unavailable Business Enterprise firms with supporting documentation, attending Office of Supplier Development outreach events, and effectively utilizing available SBE resources and support organizations. Vendors must possess a minimum of one year of experience providing office paper products, obtain commercial general liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate, maintain $1,000,000 commercial automobile liability coverage, be registered with the Florida Department of State Division of Corporations, and have a dedicated account manager available during business hours. The contract establishes a 12-month firm pricing period, after which parties may request price adjustments with written justification and mutual agreement, with pricing submitted per unit and per line item including delivery costs. A Bid Bond equal to five percent of the total bid price is required, and all deliverables must be submitted electronically through the OpenGov Procurement website.
