About this file

This document is a Buy American Certificate (52.225-2) issued in October 2022, which requires offerors to certify the domestic or foreign status of end products in a federal solicitation. The provision mandates that offerors:

  1. Certify each end product as domestic or foreign, with specific requirements for listing foreign end products manufactured in the United States. For foreign end products not primarily composed of iron or steel, offerors must indicate whether they exceed 55% domestic content (except for COTS items). 2. Separately list line item numbers of domestic end products containing critical components. The certificate provides spaces for offerors to detail line item numbers, countries of origin, and domestic content percentages for foreign end products. The Government will evaluate offers according to Part 25 of the Federal Acquisition Regulation, which governs the acquisition of supplies and services with specific domestic preference considerations.
