About this file

This is a Buy American Certificate form (FAR 52.225-2, October 2022 version) that offerors must complete when submitting proposals for federal contracts subject to Buy American Act requirements. The certificate requires offerors to certify that end products are domestic products unless specifically listed as foreign end products, and to identify any domestic end products containing critical components. For foreign end products that do not consist wholly or predominantly of iron or steel, offerors must indicate whether they exceed 55 percent domestic content, with the exception of commercially available off-the-shelf (COTS) items.

The form requires offerors to separately list line item numbers for foreign end products along with their country of origin and domestic content percentages, as well as line item numbers for domestic end products containing critical components. The certificate must be signed by an authorized company representative and includes fields for the signee's printed name, title, signature, date, and company name and address. This form applies to the Department of Veterans Affairs contract opportunity (Solicitation 36C24226R0111) for replacing trench drains at Syracuse VA Medical Center and will be evaluated in accordance with Federal Acquisition Regulation Part 25 policies and procedures.
