Questions and Answers from Pre-Proposal Site Visit 09-14-10.
Q. Will there be another site visit after the RFP is posted?
A. No this is the only site visit offered.
Q. Will this be a full food service contract or an attendant contract?
A. Full food service. (Equipment and raw food will be provided.)
Q. Has base staffing changed since 2006?
A. The population chart shown is based on 2004 numbers. This is closest we can come to what the base population is now.
Q. What is the base population?
A. Currently there are 220 meal cardholders, and that number can potentially increase to 800 meal cardholders.
Q. Can everybody eat there?
A. No, only meal cardholders are provided with every meal. Active duty are allowed to eat one meal a day and commanders are allowed to eat with their troops occasionally.
Q. Will cash registers be up and running?
A. No, not currently, but everything will be ready to go when the vendor gets there.
Q. Why did the Dining Facility Shut down?
A. It was seen as a way to reduce the budget and it was deemed better to put kitchenettes in the dorms.
Q. Will brunch be provided on weekends?
A. Yes, from 0600-1300. The short order line will be closed at this time.
Q. Define what you mean by 100% HubZone set aside.
A. The company submitting the proposal is required to be a HubZone vendor. No more than 49% of the work can be subcontracted.
Q. Was it always a dining Hall?
A. The top was always a dining facility.
Q. Is the club different from the Dining Facility?
A. Yes, they are completely separate operations, the Enlisted Club and Officer’s Club allow Civilians, Contractors, and Active Duty members to eat at the Club Muroc facility.
Q. What was here before?
A. A local dining establishment who was working under a concessionaire type contract.
Q. Where they unhappy with the establishment?
A. 95th Force Support Squadron was not unhappy, however they were directed to re-open the Dining
Facility, and the concessionaire was occupying the Dining Facility so the concessionaire contract was canceled.
Q. Is there a water softening system?
A. Yes
Q. Is there a special window for the Grab-and-go?
A. No, they go through the line like everyone else.
Q. Is there going to be a service line for the entrees?
A. Yes
Q. Is there military staff for cooking?
A. As of right now there are no military, you have to run everything, however there is no way to predict future active duty participation.
Q. Are there offices at either end available to the contractors?
A. There is office space.
Q. What are the options for Grab-and-Go?
A. Please refer to the Corporate Food Service Handbook and menus.
Q. Where does the trash go?
A. Dumpsters are out back.
Q. Is there a pasta bar?
A. Yes the PWS calls for a rotated pasta, potato, and taco bar.
Q. Is the Ice Cream bar self serve?
A. No, it requires an employee
Q. Will there be new carpets?
A. No but the existing one will be professionally cleaned.
Q. Who buses tables?
A. Bussing Tables is part of the PWS
Q. Where do they check the meal cards?
A. At the register.
Q. Will a sign-in sheet be posted on FedBizOps?
A. A list of site visit participants will be posted on FedBizOps.
Q. What are the hours of service for Guard (UTA) Weekends and what is the need count average for these meals.
A. The hours of operation as well as the average monthly meal count are posted in the PWS.
Q. Do you anticipate the RFP being extended due to questions.
A. No due to the compressed acquisition schedule, the RFP will not be extended.
