Questions & Answers 09-04-2010 Question:
We are tracking the solicitation in anticipation of offering a proposal. However, we see that you have stated in the posting "This acquisition will be subject to the Randolph-Sheppard Act." I think if you check the directives and statutes you will find that since this is a Attendant Services contract and not a Full Food Service contract it is not eligible for consideration under the RSA. To be eligible under the RSA, the contractor has to have full control of all aspects of the food service from the initial order, menu development, food preparation, meal service, sanitation/housekeeping, cashiering, and accounting. This effort does not qualify. Please clarify. The ruling was initially issued as a result of legal action at Barksdale AFB, LA.
Answer:
I have posted the draft Performance Work Statement (PWS) in the presolicitation notice FA9301-11-R-0002, and as outlined in the draft PWS the contractor who recieves this contract will be responsible for all aspects of the food service from the initial order, menu development, food preparation, meal service, sanitation/housekeeping, cashiering, and accounting. The title will be altered on the final PWS to read Full Food Service Edwards AFB Dining Facility Question:
Who is the current contractor? Please provide the name of the corporation.
Answer :
There is not a current contractor our Dining Facilitiy (DFAC) has been closed since October 1, 2006.
Question:
During the Pre-Conference will a tour of the Dining Room be provided?
Answer:
Yes a tour will be provided after the briefing.
Question:
Does all ESM hold the same meal card? How many meal card variations are there?
Answer:
I will have to research this question since we do not have any meal card holders at this time, however all our dorm residents will be provided a meal card. 200 Air Force 20 Marines. A final answer will be provided no later than 18 Sep 2010.
Question:
Are the meal prices per-determined by the Air Forces Services Agency?
Answer:
Yes all funds earned by the Dining Facility are returned to Edwards AFB, this money provides the funding for the Full Food Service Dining Facility Contract.
Question:
Form 1499, indicates the standard size of this contract is estimated at 20.5 m. Please confirm if this amount includes the purchase of raw materials (food).?
Answer:
The figure you are referring to is the business size standard for North American Industry Classification System (NAICS) 722310 Food Service. It is not the value of the contract This is a servcie contract for full food service operation of Edwards AFB Dining facilitly all food will be be provide by the 95th Force Support Squadron.
Question:
Can you tell me if this is a Hubzone set aside or will this be acquired through Randolph Sheppard?
Answer:
This is a 100% HubZone Set Aside, however in accourdance with the Randolph-Sheppard Act, a preferance must be afforded to the the State Licensing Agency (SLA), the California Department of Rehabilitation, to propose a Randolph-Sheppard Act Vendor regardless of the size. The Request for Proposal RFP will outline the Source Selection Process in detail in the FAR Clause 52.212-2.
