Questions & Answers 09-25-2010 Q. This one concerns the major equipment maintenance & repair CLIN. For this CLIN, what is the meaning of "Over and Above"? According to the PWS, para 1.9 and Appendix 4b, page 26 of 31, the contractor is responsible for all major equipment maintenance and repairs. Can you clarify this CLIN with an example of what would be considered Over and Above?
A. Preventative Maintenance is to be included in the price of CLIN 0001. If a piece of equipment needs a major overhaul or repair, then the contractor will fill out the Over and Above Work Request Form as attached to the Performance Work Statement. This form is a type of proposal, the price for the work needed will be negotiated at the time of the request. CLIN 0004 Maintenance & Repair do not have to be bid on in the original proposal. It is negotiated each time work is needed.
Q. Can a more clear drawing of the dining facility, kitchen and dining areas be provided which shows all working and eating areas? We must determine the cleaning costs for the various types of flooring, can you provide square footage of each type of flooring ie; carpet, tile? Additionally the two drawings attached to the PWS are engineering drawings which show lots of piping, electrical work and walls, but do not clearly show placement of equipment, serving lines, cashiers stands, dining room, customer flow, etc.
A. We are attaching a clearer drawing, however we are still waiting for sq footages.
Q. Neither the facility drawings or the equipment listing identifies cashier's stands or cash registers. Are they gov't provided equipment and if so, how many?
A. Cash registers are not currently available; however, they are being purchased and installed. It is the goal to have these systems fully function prior to opening. However, if that is not possible other cash registers will be provided.
Q. Can you clarify the last sentence in the PWS, para 1.9.1 "The contractor shall provide all materials and supplies necessary to perform preventive and required maintenance if required for flight line meal delivery". What is this sentence pertaining to?
A. The sentence refers to equipment used in Flight Line deliveries, the contractor shall maintain all equipment used for Flight Line deliveries.
Q. Will the USAF provide all small wares i.e. dishware, pots, and pans?
A. Yes all materials and supplies will be provided.
Q. Per the Hours of Operation the DFAC will be closed for Breakfast and Lunch on Weekends is this correct?
A. The DFAC will be open for Brunch on the weekends from 0600-1300. The short order line will not be open.
Q. What is the expected headcount for drill weekends?
A. It will vary however, at this time the count is between 50 – 100 and it is scheduled as 1 weekend a month.
Q. Is the offeror suppose to bid for 4 drill days per month 2 Weekends?
A. All food service charges should be accounted for in CLIN 0001 Monthly Food Service. See above Answer.
Q. Should the price for the weekend drill be included in CLIN 0001
A. Yes
Q. When will the final solicitation be posted?
A. Final Solicitation was posted September 16, 2010.
