Responses to Final RFP Questions on Request for Proposal Solicitation No. FA9101-16-R-0100, Facilities Acquisition for Restoration and Modernization (FARM)

Question OPR Response I cannot locate a single line diagram of the 480v switchgear on attachment 7 that is to be replaced as part of the seed project.
Can this be sent in order for ABB to prepare an accurate price?
Drawing E2 is the existing one-line diagram and drawing E3 is the modified one-line diagram for the Unit Sub 1 seed project.
In specification section 33 75 19, 1.1 Summary, B Related Sections, Item 2 references Section 05 50-00 Metal Fastening. Section 05 50- 00 is for Metal Fabrications and Section 05 05-00 is for Metal Fastening.
Question: Please provide the correct reference.
Attachment 5, specification section 33 75 19, 1.1 Summary, B Related Sections, included a typographical error. Item 2 text should say "Section 05 50 00 - Metal Fabrications". Structural metal portions of the circuit switcher fabricated in the shop need to comply with section 05 50 00.
Drawing E2 indicates the existing unit sub is feed from circuits CKT- 7 and CKT-2. Drawing E3 indicates the new sub will be fed from circuits CKT-22 and CKT-27.
Question: Are these the same circuits that have been re-name or do we have to run new circuits to the substation?
CKT-2 is the old nomenclature for CKT-22 and CKT-7 is the old nomenclature for CKT-27. So yes they are the same circuits, they were just renamed.
RFP Reference: Specification 33 75 19 2.3 A calls for a gas monitor with two contacts. One contact is for impending low gas and the other is for low gas alarm.
Question: Please clarify where these alarms will indicate.
Attachment 5, in reference to specification section 33 75 19 2.3 A, the gas alarm needs to go to the SCADA cabinet. The SCADA cabinet is located in the Pilot Wire Room that is associated with the respective substation. Final connection to SCADA will be by AEDC personnel.
Drawings E9 and E10 seem to indicate new control equipment (i.e..
Damper Vanes, Air Purge SV, Air low flow SV, etc.) for the FDF & IDF controls however demolition drawings E3, E4 & E6 do not indicate these controls are to be demolished. Please confirm the control equipment is existing to be re-used and only new conduit and cable are required.
Drawings E3, E4 and E6 provide details to disconnect the existing wiring and conduit from the existing control system components to the first junction box connection or main conduit connection and store the wiring/conductors for re-connection (per the construction notes) to the new control components per the details on drawings E9 and E10.
Drawings E9 and E10 are the electrical drawings to connect the existing wiring/conductors that were stored to new control system components that were provided per drawings M9 and M10. See drawings M9, M10, E3, E4, E6, E9 and E10 for demolition and installation work, as well as specification section 23 09 53 and division 26 for control/wiring components.

Page 01-10 00-4 Job Conditions 1.4 (D) indicates the contractor shall provide temporary power for equipment with batteries and
(1) chemical lab communications panel. Please provide more information such as panel type and size and power requirements for pricing purposes.
Specification Section 01 10 00 paragraph 1.4.D refers to a single 120/208V panel with a 100A main breaker that will need to be back-fed for the duration of the outage for the Replace Unit Sub 1, Model Shop seed project.
Paragraphs L.2.2.1.1. and L-3.3.3.3. both refer to the 27,000 character limit. Does this apply to the Prime and Major Subcontractors combined, or do we get 27,000 characters for the Prime and another 27,000 characters for each Major Subcontractor?
In section L-2.2.1.1. the note below Table 2.1 states, "...each submitted performance reference shall not have the PPI Tool fields of “Contract Information” and “Program Details” together sum to a character count (excluding spaces) of greater than 27,000 characters." The 27,000 character limit applies to each performance reference. Prime contractors are limited to 5 performance references, and each major subcontractor is limited to 3 performance references.
Please confirm that the periods of performance listed in amendment 3 are for the onsite construction duration and begin from notice to proceed with construction, not from notice to proceed with submittals and procurement. The seed projects have long lead time equipment that may not allow the procurement to occur within the stated time frames. For instance, the period of performance for the Repair (Replace) Suction Valves, SPS project is given at 112 calendar days, but we have been quoted a 16 week (112 calendar day) lead time from the time of approved submittals for the 36” hydraulic valves.
As stated in the questions and answers dated 19 February 2016 attached to amendment 3, "The Periods of Performance for each seed project begin at Notice to Proceed, and are as follows: Repair (Replace) Suction Valves, SPS - 112 calendar days; Repair 161kV Circuit Switchers
- 200 calendar days, Replace Boilers 2,3, and 4 Air Systems Steam Plant A - 182 calendar days; Replace Unit Sub 1, Model Shop - 150 calendar days." The notice to proceed is given after award of the contract and authorizes the work to begin, which includes the submittal process, procurement and construction. If certain material requires long lead-times for delivery, the period of performance may be extended as necessary and shall be negotiated with the Contracting Officer. For the Repair (Replace) Suction Valves, SPS project the government will extend the period to 224 calendar days.

Question OPR Response Section L-3.1.2.6.1, In the “Responses to Questions on Draft RFP” posted January 18, 2016 there is an RFI requesting guidance on the Small Business Goals for this solicitation. The Government’s response referenced the Bullet Background Paper on Small Business Subcontracting. Are the FY2015 recommended goals to be followed from that document? Also, the document is no longer available on the FARM Competition Library. Can we please receive a copy of Bullet Background Paper on Small Business Subcontracting? Please advise.
The Bullet Background Paper on Small Business Subcontrating Plans provides guidance on items in the Small Business Subcontract Plan as well as developing goals. This paper has been posted again on the FARM Competition Library (www.arnold.af.mil/farmlibrary/smallbusiness.asp). The FY 2016 recommended subcontracting goals have not been posted to the DoD Small Business website; therefore, FY 2015 goals listed in the previous response are still applicable.
On the FBO website, there is an issue downloading the Attachment 2 Scheduled_Government_Furnished_Property.pdf document.
May we be provided a copy of the Attachment #2 document?

Attachment 8, section L-2.3 states that content of electronic copies must be identical to the hard copies. Please confirm whether this includes the pricing information on Attachment L-8 or if pricing information can be provided in hard copy only.
Yes. Electronic copies and hard copies of the pricing information need to be provided in accordance with Attachment L-8, section L-2.3.
On the Repair(Replace) Suction Valves SPS seed project #1, please provide the video of the confined space that was shown at the site visit to offerors.

Question OPR Response This question asked if the duct work and dust collector bin between the boiler and ID fan is covered with ACM insulation. The response stated "For Attachment 6, Seed Project - Replace Boilers 2, 3, and 4 Air Systems, Steam Plant A, based on Drawing M3 note 5, the mechanical dust collector contains asbestos the surface area to be removed is approximately 180 square feet." Please confirm that the ACM & LBP abatement is limited to the Mechanical Dust Collector only, and the duct work above the dust collector will not require ACM or LBP abatement.
As answered in a previous question, "No ACM Assessment Report is available for the Steam Plant seed project. Asbestos abatement areas include, but are not limited to the ash hopper (contractor should assume 75% of hopper is full of material to be abated for option 1), Mechanical dust collector (contractor should assume collector is lined with asbestos insulation), and insulation around ID fan and on stack inside the building on boiler #2. Work shall be performed in accordance with specification section 02 08 00." As previously answered, "All paint is to be considered lead base paint. Work shall be performed in accordance with specification section 02 08 50."
Drawing E-05, please provide a cable specification for the "500 MCM CU" conductors that are to and from the new circuit switcher.
For the 161kV Switcher seed project, the cable shall be 500 MCM, bare copper, 37 strand, soft drawn, in accordance with specification ASTM B3.
Drawing E-05, is the "500 MCM" labeled "CU" correct, typically the overhead conductors in switchyards are aluminum.
Yes, the label is correct. For the 161kV Switcher seed project, the design requires using bare copper cable with tinned ends.
Drawing E-05, are the "500 MCM" conductors to and from the circuit switcher jacketed or bare conductors?
For the 161kV Switcher seed project, the cable shall be 500 MCM, bare copper, 37 strand, soft drawn, in accordance with specification ASTM B3.
Please confirm that if any additional ACM or LBP survey & testing and/or abatement is required above the scope specifically identified within the 4 seed projects, this scope will be considering a 'differing' condition and a contract modification will be issued.
Yes. If the plans, specifications and clarifications provided by the Government for the four seed projects does not fully cover ACM or LBP encountered during construciton then the additional abatement of ACM and LBP will be addressed through the Contracting Officer as a differing site condition. Differing Site Conditions are covered under FAR 52.236-2 as noted in Section I of the solicitation.
Would you kindly advise us of the period of performance for the Hydraulic System Upgrade Sample Project that is included in the Facilities Acquisitions for Restoration and Modernization (FARM)
RFP?
Although there is not a period of performance specified for the Sample Project, the maximum outage allowed for the MIB hydraulic system shall not exceed 90 days. Localized outages may be required for system interfaces, but these should be minimized to the greatest extent possible.

Question OPR Response Attachment L-9, item 3.1.1.1 describes one pump/motor operating at 3500 psig and 90 gpm at each connection in bays 201, 202, 203, and 204. Please clarify if the total system pumping capacity excluding any redundant standby pump/motor is expected to be 180 gpm or 360 gpm.
The typical operating scenario is required to deliver 90 gpm at 3500 psi to a single bay at any given time. As stated in Attachment L-9, paragraph 3.1.1.1., "The normal operating conditions for this system shall be a one pump/motor operation capable of 3500 psi and 90 gpm at each connection in Bays 201, 202, 203, and 204. Provisions shall be made to operate both pumps simultaneously." Also, paragraph 3.1.1.2.
states, "Piping and hydraulic components shall be sized for 5000 psi operating supply pressure and 180 gpm supply flow at each connection in Bays 201, 202, 203, and 204." The only scenario that the system would see a flow rate of 180 gpm would be with both the primary and the backup pump/motor running simultaneously.
