B. Provide questions and answers to Industry questions from the seed project site visit. Since the source selection team is still awaiting responses from subject matter experts, the Government will post additional questions and answers as soon as they are available.

Question OPR Response Can we make a return visit? No additional site visits are planned for the seed projects.

What is the buss rating?, Existing buss 1300, new breaker feeding buss 3200AF/3200AT

Base estimate on using 2500AF/2500AT. Please note the inconsistency and estimate as directed.

Where (physical location) is the SEL-387 relay that is located in the CK1 switcher close circuit?

SEL-387 on drawing E-23 (Typical Circuit Switcher Elementary Diagram) does not apply to ETF2.

Please confirm, if the coal hopper demolition is from floor to ceiling, up to the flange at the ceiling, including the hopper that reduces down?

The coal hopper/ ash hopper demolition is from the floor to the ceiling of the steam plant ground floor, which includes floor to flange at the ceiling as indicated on drawing M3 and labeled "ASH HOPPER".

Are the valves only being replaced or is the piping also being replaced around the valves?

The valves and associated piping shall be replaced in accordance with drawing M2. Demolition is outlined on drawing M2 Detail A.

Is the overhead crane available for use with the job? If so, can the contrators operate it or does AEDC operate it?

The overhead crane may be used by the contractor once the appropriate training documentation is provided to AEDC for coordination and approval.

Is the design 100% complete on the pumping station control work?

Yes, the pacakage that was provided represents the completed design.

The controls design is provided in the E series of drawings, E1-E18, and the specification section 40 95 13 Process Control Panels and Hardware.

Who furnishes the valves? The construction contract for this job includes all labor, material and equipment necessary to complete the work.

Are there two valves for each pump? The design specifies two valves at each pump as shown on drawing M3.

Section 1.1.E calls for insulation and no insulation was observed. Is new insulation required?

There is no piping insulation required for this project.

What is the planned period for the outage (1.1.G)? The outage duration is planned to be one month and is noted in section 1.4.A, Job Conditions.

Question OPR Response Has the paint on the water piping been checked for lead based paint?

Drawing M2, Note 2, indicates that "Lead paint on flanged bolts shall be removed prior to draining the reservior." Drawing M1, Note 7, indicates that "All painted surfaces as considered to be lead paint. Remove under lead paint specifidation 020850." Where the piping is cut appropriate measures shall be undertaken in accordance with the specification section 020850 LEAD AND HEAVY METAL REMOVAL.

SOW section 2.3 states that an outage of less than three days requires a 60 day notice. Attachment 6 - Spec 01 33 00, paragraph 1.4, item #1 states that outage requests need to be submitted 2 weeks ahead of the outage.Please confirm that the 2 week notice for the outage in the Attachment 6 Seed Project is correct.

Yes, the 2 week notice for the outage is correct for the Steam Plant seed project.

SOW section 2.3 states that an outage of less than three days requires a 60 day notice. Attachment 6 - Spec 01 33 00, paragraph 1.4, item #1 states that outage requests need to be submitted 2 weeks ahead of the outage. Please clarify the advance notice required to get outages of different durations approved?

Unless otherwise specified in the task order, the RFP SOW outage notification instructions will apply. In the case of the seed projects, the outage notification instructions in the specifications takes precedence over the RFP SOW outage notification instructions.

On the ¾" stainless steel, would socket weld be accepted verses the butt weld?

Socket weld is acceptable.

When I contacted Webster on the Power Pack 0HCS they told me that model wasn't made any more and they didn't have a replacement. Who did you get your budget price from?

See specification section 22 11 00 2.7 for details regarding the power pack. If the model is no longer made, consult the specification for performance characteristics and provide an equal.

What is the weights for existing sub-station? Original installation drawings do not indicate the weight.

What is the quantity of gallons of transformer that has to be disposed of from this unit sub?

As noted on drawing E4, the estimated volume of transformer oil is 224 gallons.

Question OPR Response What is the POP [period of performance] for each seed project? The Periods of Performance for each seed project begin at Notice to

Proceed, and are as follows: Repair (Replace) Suction Valves, SPS - 112 calendar days; Repair 161kV Circuit Switchers - 200 calendar days, Replace Boilers 2,3, and 4 Air Systems Steam Plant A - 182 calendar days; Replace Unit Sub 1, Model Shop - 150 calendar days.

There is a 15 ton bridge crane in the pump room. Can this crane be used for this project? Is the crane currently operational with all maintenance and cerfifications current?

The crane is currently operational. The overhead crane may be used by the contractor once the appropriate training documentation is provided to AEDC for coordination and approval.

The "bypass fill line" in drawing M3 indicates this line should be above the main line however, the detail drawing on M4 indicates the line should be below the main pipe. Please clarify the location of the bypass line.

The bypass should be located below the main pipe for draining purposes as depicted on the drawing M4 detail.

The "bypass fill line" in drawing M3 indicates the line can bypass both of the new 36" valves with a tee connection to the spool piece between the two valves. The detail drawing on M4 indicates the line only bypasses one valve. Please clarify the intent of operation and how this is to be installed.

The detail on M4 depicts a typical bypass. The bypass fill line shall be able to bypass both valves as shown on drawing M3.

Drawing M3 labels one drain line for the 36" line between the pump and the new manually operated valve. Is there a drain line between the new hydraulically operated valve and the new manually operated valve?

The drain for this section will be from the bypass fill line.

During the job walk, it was mentioned that no rigs would be allowed and that only hand digging or air knife would be allowed in the switch yard. Does this apply to all equipment? Can a fork lift or concrete truck be brought into the yard during outages?

Some areas have cable trench and are not rated for heavy equipment loads. Bids should be based on the assumption that no heavy equipment will be allowed within the yard. This will have to be addressed during execution, and could change depending on the route planned for use of heavy equipment.

Question OPR Response What is the soil contaminated with in the SWMU area in this Seed Project? Is there an idea of the volume of contaminated soil that will need to be disposed of? Can this contaminated material be disposed of in the on-site landfill?

Attachment 5 Specification Section 1 10 00 1.6.A (Contaminated Soils) provides the information regarding potential contaminants, excavation, backfill, sampling, and disposal.

Is there an OSHA approved tie off point for fall protection on the roof of Steam Plant A?

No, there is not an OSHA approved tie off point for fall protection on the roof of Steam Plant A.

The options request the removal of the ash hopper on boilers #2,#3, and #4. Who is responsible for the repairs of the bottom of the boilers if any are required?

The condition of the plates is unknown at this time. If repairs are needed, a contract modification may be required to repair the damage.

Drawing M1 - Note 8 indicates a steel plate should be added to the bottom of the boiler when the ash hopper is removed and temporary supports installed until permanent supports can be installed. Please provide detailed information on the steel plate and the permanent supports. Please provide the load that these temporary supports will need to carry.

Note 8 is intended to describe the existing insulated steel plate that should/is installed at this location and the contractor will be required to inspect the plate for structural integrity (At this time it is unknown if a plate is installed or the condition of the plate). The note is also intended to let the contractor know they may need to provide temporary supports for this plate during demolition of the hopper. At this time the load of the plate is unknown. If repairs or permanent supports are needed, a contract modification will be performed to repair.

What is the live load value for the roof of the steam plant? Assume ASCE 7 Minimum Design Loads for uniformly distributed loads (20lbs/ft²≥Lr≥12lbs/ft²). Prior to utilizing the roof to temporarily support equipment, an analysis of both live and concentrated loads will have to be performed and submitted to the Government for approval.

This analysis will have to address any cases where concentrated loads exceed live load. AEDC will aid by providing structural information for this calculation. The tributary area is going to need to be determined by the spacing of the support beams.

Question OPR Response Is the power chain hoist located in the steam plant available for use by the contractor during this project? Is the chain hoist currently operational with all maintenance and certifications current?

The power chain hoist may be used by the contractor once the appropriate training documentation is provided to AEDC for coordination and approval. The hoist is kept up to date with OSHA required inspections.

Is there any further information on the existing buss duct such as manufacturer, model or type, size?

The original installation drawings do not state the manufacturer, model type, or size.

What company is the preferred/specified manual valve manufacturer for the Seed Project #1?

Specification section 33 12 16, paragraph 2.8 Manufacturers lists Dezurik, and Adams Valve Inc, or approved equal.

What company is the preferred/specified Control valve manufacturer for the Seed Project #1?

Specification section 33 12 16, paragraph 2.8 Manufacturers lists Dezurik, and Adams Valve Inc, or approved equal.

Please confirm whether the Valve Pits are "Permitted Confined Spaces" or Non-Permitted Confined Spaces".

The valve pits are permitted confined spaces.

Please confirm the "outage duration/durations" of the lake being drained, and then refilled.

As stated in the Job Conditions section of the specifications, paragraph

1.4 A, "All work involving the water piping including valves and other piping accessories shall be performed during the one month secondary reservoir outage. The outage shall be coordinated with the Government Representative and shall occur between the months of November through February. Outage dates may change based on Government operations.

On Seed Project #3, Drawing M3, There was confusion during the site visit as to the extent of the hopper removal. Please confirm that the entire Ash Hopper (from the floor to the next level) is to be removed? Please advise.

The coal hopper/ ash hopper demolition is from the floor to the ceiling of the ground floor of the steam plant to include floor to flange at the ceiling as indicated on drawing M3 and labeled "ASH HOPPER".

Since the Repair Boiler #2,3,&4 Air Systems, Steam Plant A drawings were not available for offerors at the time of the site visit, please consider arranging another visit to this location only.

Thursday 2/18/16 or Monday 2/22/16 would allow time to incorporate results of the site visit into the proposal effort within the current proposal due date.

No additional site visits are planned for the seed projects.

It was noted at the site visit that pictures are available of each seed project location. Please provide all available photography.

Photos for Replace Boilers 2,3, and 4 Air Systems Steam Plant A, and photos for Repair (Replace) Suction Valves, SPS will be made available in the FARM Competition Library.

Question OPR Response Please confirm that the existing gantry crane inside Steam Plant A will be available for contractor use.

The gantry crane may be used by the contractor once the appropriate training documentation is provided to AEDC for coordination and approval. The crane is kept up to date with OSHA required inspections.

On the Repair (Replace) Suction Valves, SPS seed project #1, the 10,000 GPM pump discharge line from pump #12 interferes with the access to the pit necessary for valve replacement below pump #11. The design does not indicate removal or rerouting of this discharge line. Please confirm whether this line should be removed for access and installed in the same location or provide new routing. Also, please confirm that this line will be depressurized during the period allocated for this work and provide a picture of this location.

The suction valve for P11 can be accessed through the opening between P10 and P11. If an offerer preferred to remove the discharge pipe between the P12 pump and the discharge ball valve to gain access, that would be acceptable. The pipe will be depresssurized while the secondary reservoir is empty, however a blind flange must be installed on the pump side of the ball valve while the pipe is removed. AEDC can provide the blind flange. Although the ball valve and a butterfly valve provide two valve protection from the pressurized header, we will require additional protection since any leak would start filling the secondary pumping station.

This paragraph states “a) For outages of 3-days or less, the outage will be requested 60-days in advance.” However, further down (2 paragraph later) it states that “In addition, short duration outages may be requested at any time and approved by the Government Representative subject to the AEDC test schedule and coordination with Integrated Scheduler.” This appears to be a conflict in requirements. Please clarify what is meant by “short duration outages” vs. outages of “3-day or less.”

The statement, "...short duration outages may be requested at any time and approved by the Government Representative..." is intended to encourage ongoing communication between the contractor and Government Representative. There may be exceptions to the general rule, and the statement that short duration outages may be requested at any time is communicating that possibility.

SOW paragraph 2.3 Integrated Schedule section addresses the need to link planned outages within the TO Schedule with AEDC’s operations schedule. Please indicate the level of integration required (i.e. only activities and relationship, or activities, relationships, start/ finish dates, remaining duration, percent complete; or all of this and cost/resources etc.)

SOW Paragraph 1 of Section 2.3 states, "The Contractor shall coordinate outages with the Government Representative to be incorporated into AEDC’s Integrated Scheduling process to plan and execute work." Activities, relationships, dependencies, and start/ finish dates will be required to incorporate the outage with AEDC's Integrated Schedule.

Question OPR Response SOW Section 2.8 describes detailed submittal management requirements without noting any type of submittal software and/or web-based application to manage submittal work flow and approval status. Does the Government prefer that Contractors utilize a software and/or web-based application to manage submittal work flow and status, or do they prefer Contractors to manage submittals by e-mail? If the Government prefers software and/or web-based application for managing submittals, please list preferred products.

For the seed projects the Contractor is expected to follow the submittal procedures outlined in the Specification. The FARM SOW and all future task orders intends to manage all submittals using a Microsoft SharePoint website. The FARM execution team will provide subsequent details on how this will be accomplished.

May we submit Past Performance Questionnaires that were prepared/completedby Government officials and submitted by us in response to other Government solicitations?

No. The FARM program Past Performance Questionnaire (Attachment L-2) is a tailored PPQ form to ensure we are obtaining information pertinent to this solicitation.

May CPARS/CCASS evaluations be submitted in lieu of Past Performance Questionnaires?

No. We are using a tailored PPQ form to ensure we are obtaining information pertinent to this solicitation. In addition to the PPQ, the FARM Past Performance Team will be using all available and applicable CPARS evaluations within the PIPRS database.

Amendment 1, Section L, page 4, Table 2.1 - Proposal Organization:

The copies column calls for 2 Electronic Copies and 2 Paper Copies.

To clarify, does the two copies mean 1 original and 1 copy for a total of 2 hard copies, or 1 original and 2 copies?

The "2/2" in the "Copies (Electronic / Paper)" column of table 2.1 means a total of 2 electronic copies and 2 hard copies.

What is the size of area that wil be provided for the contractor for an office trailer and material storage?

The area will be sufficient for an office trailer and some material storage. The areas will be identified upon contract award. It is likely that materials may also be stored at the task order sites. The areas will be identified upon task order award.

Question OPR Response The bid form does not address the 3 options for Attachment 6:

Seed project: Replace Boilers 2, 3, and 4 Air Systems Steam Plant A.

Should the option pricing be broken out form the base bid and will a new bid from be issued?

Provide one price for the total of the base bid and option 1 for Seed project: Replace Boilers 2,3, and 4 Air Systems Steam Plant A. Do not bid on Options 2 and 3. A new pricing sheet will be issued to clarify what we are asking to be priced for this seed project.

Please consider changing the proposal deadlines on March 1 and March 15 from 11:00 AM to 3:00 PM to allow ample time for Fedex of UPS overnight delivery.

FedEx and UPS make deliveries to the Government by 11:00 A.M. CST each day; therefore, the time for receipt of proposals will not change.

Please describe the base access procedures for offerors who choose to hand deliver proposals.

If an offeror chooses to hand deliver proposals, the Contracting Officer (CO) will meet them at the Visitor’s Center. The offeror should send an email to aedc.sso@us.af.mil on the day before delivery, notifying the time they will be at the Visitor’s Center. Please provide ample time before proposals are due to ensure the CO has time to drive to the Visitor’s Center. Also be aware multiple offerors may choose to hand deliver, which could impede receiving proposals. Please see FAR 15.208, Submission, Modification, Revision, and Withdrawal of Propoals.

Attachment 8, section L-2.3 states that electronic copy is to be submitted on a CD. Is a USB drive acceptable in lieu of CD format?

USB drives are NOT acceptable. The electronic submission should be done on a CD/DVD.

Please confirm that the deadline for questions / requests for clarifications is 15 days prior ot the RFP closing date as stated in Attachment 8 section L-2.6 and not February 17 as indicated in the RFP cover letter.

As stated in Amendment 0001, dated 10 Feb 16, “please follow instructions in para L-2.6 to provide all additional questions and request for clarifications to the RFP no later than close of business 15 days prior to the RFP closing date.”

Please confirm that on Part I section B on page 3 of 29 of the RFP file, that the Total Item Amount is to be left blank by the offeror and filled out by the government at time of award.

As stated in Section L, para L-3.2.2.3.2, “Offerors are not required to complete Section B, Supplies or Services and Prices / Costs."

Is there a sign-in sheet available from the seed project site visit that was conducted on February 11th?

The attendee list from the Seed Projects Site Visit will be uploaded to the FARM competition library as soon as this list is ready for relase.
