Amendment One-Section L-3.3.1 Volume Organization Table, Page
11- This section provides a table of contents that requires the volume to be organized according to the table. The 3rd item listed in the Table of Contents states “Past Performance References (See
Paragraph L-3.3.3.1).” When this section (L-3.3.3.1) is reviewed, several items are listed in this section that are also listed in the
Table of Contents on Page 11 of Amendment One. These items include 1) Information required by the Past Performance Tool, 2)

What exactly is required to be included in this section as some of the items are duplicated with other sections of the table of contents?
Section L-3.3.1, Volume Organization, identifies how the past performance volume should be organized. The first page of the volume will be the table of contents, which will list the items in the table in L-
3.3.1 and their page number in the volume. Next, offerors should include the two-page summary as described in L-3.3.2. Next, offerors should include the hard copies from the PPI tool, which satisfies the requirements of paragraphs L-3.3.3.1, L-3.3.3.2, and L-3.3.3.3. The remaining sections of the volume are the relevancy matrix, organizational structure change history, consent letters, client authorization letters, and list of questionnaire recipients. Items should not be duplicated.

Amendment One-Section L-3.3.1 Volume Organization Table, Page
11- This section provides a table of contents that requires the volume to be organized according to the table. Section L-3.3.3.3
Relevancy Contracts and Recency Determination- What is required for this section. It is our understanding that this information is to be provided within the Past Performance Information Tool?
Offerors will use the PPI Tool to provide information on recent and relevant contracts. The hard copy generated from the information inputted into the PPI Tool should satisfy the requirements of paragraphs L-3.3.3.1, L-3.3.3.2, and L-3.3.3.3.
There are two places where a Cage Code and/or DUNS number are required in the documents to be used for past performance. One is on Attachment 2, Past Performance Questionnaire, D. Cage Code, and the other is on Attachment L-1, Past Performance Information for Offerors, #15 Cage Code and DUNS Number. We have subcontractors who have never worked for the federal government as a prime contractor, and therefore, do not have DUNS numbers or Cage Codes. How do we respond, especially in the PPI Tool where the information has to be electronically entered?
If the information is unknown or unavailable, enter "N/A." Offerors should be able to enter "N/A" in the PPI Tool.
In the TO for the Unit Sub the specifications mention to follow
AEDC standard E-18 Managing Waste Containing Chemical or
Petroleum Products on how to dispose of PCB oil. This standard contains the following statement, “Waste that are managed by other standards include asbestos, explosives and polychlorinated biphenyls (PCBs) [See AEDC Safety, Health and Environmental (SHE)
Standards D11, Ionizing Radiation; E-7, Asbestos ; E-15, Explosive
Safety and E-16 , Polychlorinated Biphenyls.]
Question: Standard E-16 is not available on the website containing the AEDC Standards. Please provide this standard so we can get a full understanding of handling the oil from the transformer in the unit sub replacement.
SHE Standard E-16, Polychlorinated Biphenyls, has been added to the
FARM competition library.

In regard to your Responses to Final RFP Questions on Request for
Proposal dated 24 February 2016, there is a Question on Page 8 referring to subcontractor participation for the Past Performance
Volume and the OPR Response stated “The past performance volume is required for the “offeror” (prime contractors) not subcontractors.” The RFP L-3.3.2. Summary and L-3.3.3. Past
Performance (PPI) Sheets refers to Offerors, subcontractors, or joint venture partners and Para L-3.3.3.1 and L-3.3.3.3 refers to providing information from the Offerors and Subcontractors. Also
Attachment L-1 Past Performance Information (PPI) for Offerors on
Page 2, Item 6 Application Setup refers to entering Past
Performance information for Subcontractors. Can you please clarify?
The past performance volume is to be submitted by the "offeror"
