Responses to Final RFP Questions on Request for Proposal Solicitation No. FA9101-16-R-0100, Facilities Acquisition for Restoration and Modernization (FARM)

24 February 2016

Question OPR Response RFP Attachment 1 Statement of Work states that the Quality Control Plan will designate personnel to document and resolve quality control problems and accomplish daily quality control inspections. Is the quality control manager required to be a full time on site position or can these duties be fulfilled by the superintendent?

No, the only requirement for a full time person on site is a site superintendent. Section 1.4.1.2 of the SOW requires a Site Superintendent to be on-site any time work is being done. The Contractor should determine whether the superintendent or any other on site personnel can fulfil the quality duties or if a designated quality control manager is required.

The website given for the AEDC Safety, Heath, and Environmental Standards in Section 01 10 00 of the seed project specifications (http://www.aerospacetestingalliance.com/en/vendors/-sitework/safety-standards/) is not functional. Please provide an updated link or provide the standards.

The majority of the AEDC Safety, Heath, and Environmental Standards have been uploaded to the FARM Competition Library. For any standards that are not listed on the Competition Library they can be found at the corrected link below:

http://www.aerospacetestingalliance.com/en/vendors/-site-work/safety-standards/

The seed project specifications reference the US Army Corps of Engineers EM 385 2008 version in section 01 10 00 section 1.3E.

The 2008 version requires that the contractor employ a Site Safety and Health Officer at each project site and also requires that this shall be a full time responsibility unless specified differently in the contract. Please clarify if the SSHO is required to be a full time responsibility at each project site or if these duties can be fulfilled by an individual with other duties such as the project superintendent.

The only requirement the FARM contract has for a full time person on site is a site superintendent. Section 1.4.1.2 of the SOW requires a Site Superintendent to be on-site any time work is being done. The Contractor should determine whether the superintendent or any other on site personnel can fulfil the safety duties or if a designated Site Safety and Health Officer is required.

Please provide geotechnical information for seed project #2 Repair 161kV Circuit Switchers so that we can determine whether any rock drilling will be required for the pier foundations on that project. If geotechnical information is not available, please provide direction on whether rock is expected to be encountered for bidding purposes.

No specific geotechnical information is available for the VKF or ETF 2 power yards. For the purposes of this proposal assume that no bedrock will be encountered at the depths being excavated.

24 February 2016

Question OPR Response Arnold AFB is located in both Coffee County and Franklin County, but the RFP provides a wage determination only for Coffee County.

Please that all of the seed projects are in Coffee County or, if not please indicate which county each seed project is in.

All seed projects are in Coffee County. The entire industrial area is within Coffee County. All projects that are anticipated to be executed at Arnold AFB under the FARM contract will be in Coffee County.

On seed project #1 Repair (Replace) Suction Valves, SPS: On drawing M5 under line item # 7 in the bill of materials there is a note in the far right column that state “Items 1-6 are on SHT M8”, but there was no M8 included with the documents. Please provide drawing M8.

This is a typographical error on drawing M5. The referenced items 1-6 are on drawing M6, which is provided.

On seed project #1 Repair (Replace) Suction Valves, SPS: There is no mention in the documents or on the drawings who will be responsible for removing the existing hydraulic fluid and/or who will be providing the new fluid. If the contractor is to remove the old and provide new hydraulic fluid please provide a specification for the disposal of the old hydraulic fluid and a specification for the new hydraulic fluid required.

The contractor is responsible for removing existing hydraulic fluid and providing the new fluid. Paragraph 3.1 D. of Section 01 74 19 of the specification states "Dispose of hazardous wastes in accordance with AEDC SHE Standard E18." AEDC SHE Standard E18 can be found in the AEDC FARM Competition library. Paragraph 2.7 D. of section 22 11 00 of the specification states "Hydraulic fluid: The hydraulic fluid shall be DTE 24. All components shall be compatible with this type of fluid."

On the Repair Boiler #2,3,&4 Air Systems, Steam Plant A project, the drawings and specifications indicate Options 1, 2, and 3 for the removal of ash hoppers on boilers number 2, 3, and 4. Attachment L-8 seed project pricing sheet does not provide a spot to insert a price for these options and does not indicate that they are to be included in the base bid. Please clarify if the ash hopper removal is to be priced as options or if it is included in the base bid.

Provide one price for the total of the base bid and option 1 for Seed project: Replace Boilers 2,3, and 4 Air Systems Steam Plant A. Option 1 is to remove the ash hopper on boiler no. 2. Do not bid on Options 2 and 3. A new pricing sheet will be issued to clarify what we are asking to be priced for this seed project.

On the Repair (Replace) Suction Valves SPS seed project #1: There is no specification included for the hydraulic operated butterfly valves. Specification section 33 12 16 Water Utility Distribution Valves covers the manual butterfly, but does not mention nor include the hydraulic operated valves. Please provide a specification.

The manually operated valve and the hydraulic valve will be identical valves; therefore, specification section 33 12 16 applies to both.

24 February 2016

Question OPR Response On the Repair (Replace) Suction Valves SPS seed project #1:

According to specification section 33 12 16 2.1.C the valves are to be supplied with flanges that meet ASME B16.10, ASME B16.47 and AWWA C504 Class 150B, but in specification section 22 11 00 2.3.B all flanges over 2” shall be either ASME B16.5 or ASME B16.74 Class 150A. It is suspected that the existing flanges in the trench are AWWA Class D which will not mate up with an ASME flange in 36”.

Please confirm type of flanges to include on the butterfly valves and for field installation.

The flanges for the existing 36" valves in the pit are 150 lb. Class AWWA flanges, so provide flanges which meet the specification requirements in section 33 12 16 for the 36" valve which will mate with the existing flange adjacent to the reservoir wall. Specification section 22 11 00 is intended for the smaller bypass line.

On the Repair (Replace) Suction Valves SPS seed project #1:

Specification section 22 11 00 Facility Water Distribution, para. 2.7 Hydraulic Power Pack shows the basis of design to be a Webster Model OHSC. It appears that this model has been obsolete for some time and the vendors that have been contacted state that there is not enough information to provide pricing on an equal unit. Please provide current model number and specification equal to the model specified.

The operational characteristics of the hydraulic power pack are listed in paragraphs B. through E. of section 2.7. This section also indicates that an approved equal is acceptable.

On the Repair (Replace) Suction Valves SPS seed project #1: On drawing M5 the bill of materials calls for (4) 10 Gallon accumulators (#8), but looking at the front view above the BOM there appears to be another tank mounted beside the (4) accumulators that is not tagged or labeled in the BOM. Please provide information on this tank.

Drawing M5 is the typical existing configuration. Drawing M2, Detail 2 shows the demolition of the entire hydraulic system including the 5th accumulator. This 5th accumulator will not be replaced as part of this project as indicated in the BOM on Drawing M5.

24 February 2016

Question OPR Response On the Repair (Replace) Suction Valves SPS seed project #1: On drawing M5 in the BOM # 7 is listed as a 30 gallon tank quantity of

(1) which is assumed to be the reservoir tank. According to the side view above # 7 appears to be (2) tanks. On drawing M7 it shows the reservoir tank to be 60 gallons, and is specification section 22 11 00 Facility Water Distribution, para. 2.9 Hydraulic Reservoir it shows the capacity to be 60 gallons. Please clarify what is to be provided.

The existing hydraulic reservoir is made up of two 30 gallon tanks for a total capacity of 60 gallons. One of these tanks is identified as item 7 in the bill of materials on drawing M5, but the quantity should be "2".

Specification section 22 11 00, paragraph 2.9 B. specifies the new hydraulic reservoir capacity to be 60 gallons. This capacity can be provided with either one 60 gallon tank, or two 30 gallon tanks.

On the Repair (Replace) Suction Valves SPS seed project #1: The specifications for many of the hydraulic components are somewhat unclear with no manufacturer and/or model numbers listed. Please provide a basis of design.

Section 22 11 00 Part 2 Products provides recommended manufacturer(s), part number(s), and/or operational characteristics for the major components of the hydraulic system.

24 February 2016

24 February 2016

Question OPR Response Cover Letter- Past Performance Volume- An extension of the Past Performance Volume is respectfully requested to coincide with the other volumes due date or slightly before. Although released on the 2/2, this only provides 16 working days with holidays to review the entire RFP, talk with subcontractors, and solidify teaming arrangements. Subcontractors have numerous pieces of past performance to be reviewed and completed to include, Instructions for completing documents, PPI Instructions, L-2 PPQ, L- 5 Subcontractor Consent Letter, L-6 Relevancy Matrix, and L-4 Client Authorization Letter. In addition, most subcontractors will require help navigating the on-line PPI tool. In addition, we will be required to ship the volume on Friday Feb 26th in order to ensure delivery by Tuesday March 1st at 11:00 AM. As a prime subcontractor, we are familiar with the on-line tool , but we respectfully request additional time to assist our teaming members with the development of past performance

A draft RFP was released on 20 November 2015, which was comparable to the final RFP released on 2 February 2016. The purpose of the draft RFP is to provide contractors advance information to prepare their proposals. The PPI Tool was uploaded to Federal Business Opportunities on 18 January 2016. Therefore, contractors have had sufficient time to prepare the past performance volume for delivery on 1 March. The past performance volume is required for the "offeror" (prime contractors) not subcontractors.

24 February 2016

Question OPR Response This requirement calls for a roadmap of all Organizational Structure changes which an offeror may have executed. Given that some companies have been in business over 150 years, what value will mapping Organizational Changes outside the period of Past Performance Recency and Relevancy provide to the Government?

The organizational structure change history should be "during the time of performance of relevant current or past efforts or between conclusion of recent past efforts and this source selection" as stated in para L-3.3.3.5 of Section L.

What are the design requirements for the sample project? The level of design required is described in Section L-3.1.3, Subfactor 2:

Technical Capability. Subsections L-3.1.3.1 - L-3.1.3.6 identify specific requirements in relation to the sample project.

Will the contractor be able to shut down the entire system from start to finish, or are there phasing requirements for the sample project?

The maximum outage allowed for the MIB hydraulic system shall not exceed 90 days. No phasing requirements are stated for the sample project, but the offeror's narrative should discuss their approach to outages and phasing. The sample project is intended to demonstrate the offeror's understanding and capability to plan, design, and execute projects for the FARM effort, many of which will require outages.

Section L-3.1.3.1.2. asks for a narrative summarizing alternative approaches and tradeoff analysis. Section L-3.1.3.5.2 should illustrate the logical sequence of work including outages. These sections should describe the offeror's understanding and expectations of the work involved with the Sample Project. Any assumptions or constraints for this project should be described as part of Section L-3.1.3.1.3.

24 February 2016

Question OPR Response Are there limitations to the amount of down-time allowed for the entire system or for individual components for the sample project?

The maximum outage allowed for the MIB hydraulic system shall not exceed 90 days. Localized outages may be required for system interfaces, but these should be minimized to the greatest extent possible.

The drawings only indicate the removal of the existing masonry screen wall, chain link gate and extension of the concrete pad for the new Substation #1. Please confirm the no new masonry screen wall, chain link gate will be required.

No replacement of the masonry screen and chain link gate is required.

Please provide the dimensions required for the substation pad extension

Since we don’t specify type of gear, the pad should be sized according to the gear being proposed.

On drawing E4, there appears to be a concrete footing and stem wall under the masonry screen wall. Please confirm this footing/stem wall should be removed as well.

Drawing E4 shows the electrical equipment demolition only. Drawing C1 depicts the extent of civil demolition and notes 1 and 2 further clarify the demolition requirements. In summary the footing will not be demolished and the masonry screen wall will be demolished flush to a level with the existing concrete slab.

Under Option 1, Note 9 under Boiler #2 Demolition Notes states to insulate bottom of boiler where plate is exposed. Please advise on the thickness of the required insulation.

Install insulation per specification section 23 07 00 Paragraph 2.5 and 2.6.

Under Option 2 & 3, Note 5 under Boiler #3 & 4 Demolition Notes states to insulate bottom of boiler where plate is exposed. Please advise on the thickness of the required insulation.

Do not bid options 2 and 3 for this seed project.

It is identified that ACM Abatement will be required as part of this project. Please provide the ACM Assessment Report and/or ACM quantities to be abated.

On Drawing M2, Note 3 states, "Gaskets around existing flanges contain asbestos." and Note 4 states, "Packing glands of existing valves contain asbestos." No ACM Assessment report is available. Any asbestos beyond what has been identified in these areas will be handled as a differing site condition.

24 February 2016

Question OPR Response It is identified that Lead/Heavy Metal Abatement will be required as part of this project. Please provide the Lead/Heavy Metal Assessment Report and/or Lead/Heavy Metal quantities to be abated.

No Lead/Heavy Metal Assessment Report is available. Drawing M2, Note 2, indicates that "Lead paint on flanged bolts shall be removed prior to draining the reservoir." Drawing M1, Note 7, indicates that "All painted surfaces as considered to be lead paint. Remove under lead paint specification 020850." Where the piping is cut, appropriate measures shall be undertaken in accordance with the specification section 020850 LEAD AND HEAVY METAL REMOVAL. The quantities to be abated will depend on the Contractor's demolition plan and location and number of cuts they make.

It is identified that ACM Abatement will be required as part of this project. Please provide the ACM Assessment Report and/or ACM quantities to be abated.

No ACM Assessment Report is available for the Steam Plant seed project. Asbestos abatement areas include, but are not limited to the ash hopper (contractor should assume 75% of hopper is full of material to be abated for option 1), Mechanical dust collector (contractor should assume collector is lined with asbestos insulation), and insulation around ID fan and on stack inside the building on boiler #2. Work shall be performed in accordance with specification section 02 08 00.

It is identified that Lead/Heavy Metal Abatement will be required as part of this project. Please provide the Lead/Heavy Metal Assessment Report and/or Lead/Heavy Metal quantities to be abated.

All paint is to be considered lead base paint. Work shall be performed in accordance with specification section 02 08 50

24 February 2016

Question OPR Response Demolition Note 8 on drawing M1 calls for a steel plate to be temporarily braced while ash hoppers are removed and permanent supports are in place at Options 1, 2 & 3. Are the temporary and/or permanent supports part of this project? If yes, please provide details of this work so a proper estimate can be performed.

Do not bid any work associated with Option 2 and 3. Note 8 is intended to describe the existing insulated steel plate that should/is installed at this location and the contractor will be required to inspect the plate for structural integrity (At this time it is unknown if a plate is installed or the condition of the plate). The note is also intended to let the contractor know they may need to provide temporary supports for this plate during demolition of the hopper. At this time the load of the plate is unknown. If repairs or permanent supports are needed, a contract modification will be performed to repair.

The RFP Clauses do not reference offer guaranties/ bid bonds to be submitted with proposals. Please confirm offer guaranties/ bid bonds are not required.

Blocks 12A and 12B of the Standard Form 1442 indicates the Contractor must furnish any required performance and payment bonds within 10 days after award. The RFP includes FAR Clause 52.228-15, Performance and Payment Bonds - Construction.

Given that we are allowed to submit projects performed within the past 10 years, it may be difficult to obtain Past Performance Questionnaires on older projects, as POCs may have retired or left the agencies. If we are unable to secure a current contact, would it be acceptable to submit previously filled out PPQs and CCASS/ACASS evaluations. Older CCASS evaluations may no longer be in PPIRS, as well.

The past performance questionnaires (PPQs) are applicable to this acquisition; therefore, previously completed PPQs are not acceptable.

Ref. L-2.2.1.4 – “The CRM must provide a single integrated index for the entire proposal.” Attachment L-7 Cross Reference Matrix only includes Volume I elements. Please confirm that this requirement only pertains to Volume I Technical Proposal.

Yes. Attachment L-7, Cross Reference Matrix should be included in Volume I - Technical Proposal and only address the subfactor elements in Section L and M.

Many of our (design) projects are confidential and we are afraid that our clients may not fill out the questionnaire. Since the PPI tool asks for Point of Contact phone numbers, will AEDC be contacting POCs directly if a PPQ is not received?

Yes, AEDC will likely contact the POCs for the projects submitted.

Attachment L-4, Client Authorization Letter, is intended to notify your clients that AEDC may be contacting them to validate the performance on the projects submitted.

24 February 2016

Question OPR Response Under L-3.3.3.3. Relevant Contracts and Recency Determination, it states “Offerors shall submit information on recent and relevant contracts demonstrating the ability to perform the full range of design-build and construction capabilities IAW SOW Section 1 Paragraph 1.2 and the Management Subfactor.” Does this refer to the information we will be inputting, then generating in hard copy, using the PPI Tool, or is this a separate submittal to be completed in Volume III?

Yes, offerors will use the PPI Tool to provide information on recent and relevant contracts. The hard copy generated from the information inputted into the PPI Tool should satisfy the requirements of paragraphs L-3.3.3.2, PPI Submission, and L-3.3.3.3, Relevant Contracts and Recency Determination. As stated in para L-3.3.3.2, PPI Submission, "...Offerors shall provide hard copies of the pages generated from this tool as part of their Past Performance Volume..."

Attachment L-2 Past Performance Questionnaire - Some Government clients will only complete a PPQ for the Prime contractor and not a subcontractor on the project. If a Prime contractor and subcontractor have the same project they are submitting for the Past Performance Information and the subcontractor cannot get a past performance questionnaire completed by the client due to this situation, will the Government accept the completed Past Performance Questionnaire of the prime for the subcontractor?

If a prime and subcontractor performed on the same project, one completed past performance questionnaire is acceptable.

The new hydraulic unit is to be installed in the same bay as the existing operating unit. We want to work with the Government to shorten the outage durations, and minimize the impact to AEDC as much as possible. How long of an outage (no operative hydraulics) will be allowed in the Model Installation Building?

The maximum outage allowed for the MIB hydraulic system shall not exceed 90 days. Localized outages may be required for system interfaces, but these should be minimized to the greatest extent possible.

Are record (as-built) CADD drawings available for the existing hydraulic installation?

No CADD drawings will be available for the sample project. The drawings that were provided in Attachment L-9 in PDF format are all that AEDC will provide for the existing installation. The drawings required for L-3.1.3.4. shall be conceptual drawings.

24 February 2016

Question OPR Response In Attachment 1, Statement of Work, per paragraph 3.8.3 it indicates that the “site investigations shall be sufficiently thorough to ensure design details are compatible with project site.” Since we were not able to review this site in detail as a Team on the Pre- Bid Conference, may we be provided pictures of the affected areas? Please advise.

The pictures on pages 5 and 6 of the Sample Project Spec are the only pictures that are available for this site. These pictures and the drawings provided are sufficient to formulate a conceptual design.

Specifications (Ref. Para. L-3.1.3.3.1): Outline is understood to be a specification Table of Contents (TOC). Please confirm that a Table of Contents of applicable specifications will meet this requirement.

The outline specification required in L-3.1.3.3. shall include the applicable Construction Specifications Institute (CSI) divisions and associated sections.

Specifications (Ref. Para. L-3.1.3.3.1): Are standard Div. 0 and Div.

1 specifications available from AEDC?

Standard Division 00 and Division 01 specifications are not available.

Question OPR Response Attachment 8, Section L: Are 6 CD's required (two for each volume)? Or 2 CD's with all three Volumes on each CD?

For Volume III, Past Performance Information, due on 1 March 2016 the offeror shall submit two electronic in accordance with Table 2.1 - Proposal Organization of Attachment 8, Section L. For the entire proposal due on 15 March 2016 the offeror shall submit two electronic copies, which will cover all three volumes in accordance with Table 2.1.

Paragraph L-2.3 states, "Each volume shall be in a different directory on the CD." The offeror has the option of submitting two copies of each volume on separate CDs, if desired, for a total of six CDs.

Attachment 8, Section L: Are any electronics copies due with the Past Performance Volume on March 1?

Yes. For Volume III, Past Performance Information, due on 1 March 2016 the offeror shall submit two electronic in accordance with Table

2.1 - Proposal Organization of Attachment 8, Section L.

We respectfully request an extension to the due date for submission of Volume III, as we are finding that many mechanical/electrical/controls subcontractors are unfamiliar with the process and are having difficulty getting their qualifications information completed in time to make the current deadline.

The existing Boiler #3 and #4 Chicago Blower fan serial numbers are indicated below:

Boiler #3 FD fan: 164813-1-HDX Boiler #3 ID fan: 164856-HDX-1 Boiler #4 FD fan: 164813-2-HDX Boiler #4 ID fan: 164856-HDX-2

Question OPR Response Specifications for Plumbing (Division 22) seem to be missing. If so, can you please make them available to offerors?

Division 22 (Plumbing) is applicable to only one of the 4 seed projects (Repair (Replace) Suction Valves, SPS). The applicable plumbing specification sections (22 05 29 (Hangers and Supports for Plumbing Piping and Equipment, 22 05 53 (Identification for Plumbing Piping and Equipment) , and 22 11 00 (Facility Water Distribution)) are all included in the specifications in Attachment 4, Seed Project - Repair (Replace) Suction Valves, SPS.

Are specifications for the 36" hydraulic valve available? The manually operated valve and the hydraulic valve will be identical valves; therefore, specification section 33 12 16 applies to both.
