1.1 Scope
The former Reese AFB is not listed on the National Priorities List (NPL). Environmental restoration is executed through the Texas Commission on Environmental Quality (TCEQ) issued Resource Conservation and Recovery Act (RCRA) corrective action permit and compliance plan, consequently there is no Federal Facility Agreement or Records of Decision. All groundwater remediation has been complete for chemicals of concern with the only remaining actions being landfill long-term cap maintenance and annual land use control (LUC) monitoring. Eight (8) sites included in this contract are being addressed following the RCRA corrective action process. There is one primary site requiring long-term inspection and maintenance, LUC inspection and annual reporting. Seven (7) additional closed sites with LUCs require annual inspection and reporting.
In addition to the requirements presented in this PWS, this scope includes the following:
· US EPA 7003(a) Order Compliance: The Contractor shall perform semi-annual groundwater sampling of up to six (6) domestic wells under the USEPA 7003 Order which are still being monitored as a result of groundwater contamination from the Tower Area plume. This sampling will continue for the duration of the project unless results of a particular sampling event confirm requirements for closeout of the 7003 Order have been met. In addition, the contractor shall conduct remediation to achieve the restoration goal of less than 5 ug/L TCE in Well No. JS17-DW014 within the PoP. At the completion of required 4 sampling events, the Contractor shall request closure of the EPA 7003 Order in accordance with the Order requirements. The contractor shall pay any fees and/or costs associated with the necessary rights of access or easements required to complete the work described in this section.
Contractors are not responsible for the following:
· PFAS monitoring or mitigation.
