1.1 Scope
The former Eaker Air Force Base (AFB) is located in Blytheville, Arkansas. Eaker AFB was closed on 15 December 1992. Whole-base transfer completed in September 2002. The Gosnell Regional Airport Authority now operates the airfield as the Arkansas International Airport.
At the former Eaker AFB, the 17 sites are being addressed following the RCRA process or Military Munitions Response Program (MMRP). Eaker AFB and the United States Environmental Protection Agency (USEPA) signed an administrative consent order indicating sites were subject to RCRA corrective action and would be addressed under a RCRA facility investigation. DDs have been completed for all RCRA sites and remedies are in place. At the former Eaker AFB, one RCRA site requires groundwater monitoring (Site SS003). Three other RCRA sites are anticipated to achieve closure in FY19 (Sites FT001, ST012, and ST005). If closure is not achieved, these sites will be included in this PBR contract. All 17 Sites require Visual Site Inspections (VSIs) and Five-Year Reviews.
In addition to the requirements presented in this PWS, this scope includes the following:

1.5 Remedial System Components
· See Attachment 1 regarding remedial system components.
2.6.1 Meeting/Teleconference Support
· The Contractor participate in Quarterly Teleconferences with the United States Air Force (USAF) representatives to discuss the progress toward accomplishing project objectives.
2.6.2 Public Meetings and Hearings
· There are no base-specific meetings or hearing requirements.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· There are no base-specific permit/easement requirements.
2.9 Contractor Documentation
· No base-specific requirements.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements.
6.14 Land Use Controls (LUC)
· The Contractor shall conduct annual Visual Site Inspections at all sites and prepare a report. The next VSI event is due in 2020.
6.15 Five-Year Reviews
· The Contractor shall prepare a Five-Year Review Report for sites managed under the RCRA/MMRP MMRP as a policy review. The signature date for the Fourth Five-Year Review Report is due March 2021.
