1.1 Scope
The Former Myrtle Beach Air Force Base (MBAFB), an inactive U.S. Air Force base that officially closed on March 31, 1993, is located in northeastern South Carolina, approximately 85 miles north of Charleston and 70 miles south of Wilmington, North Carolina. The Base occupied an area of approximately 3,900 acres in Horry County, within the city limits of Myrtle Beach. Land ownership was transferred from the Air Force to city, county, and civilian use. Communities in the vicinity of the Former MBAFB include Myrtle Beach, Socastee, Surfside Beach, and North Myrtle Beach. The airfield portion of the Base has been converted for use as the Myrtle Beach International Airport. The former MBAFB is not listed on the National Priorities List (NPL).
The 17 sites included in this contract are being addressed following the Final Administrative Order (U.S. EPA Region IV, September 1995, AR#374) and the Administrative Order on Consent (03-08-HW, AR#1966) between the South Carolina Department of Health and Environmental Control (SCDHEC) and the Department of the Air Force (March 2003). Other regulatory drivers include the SCDHEC Bureau of Water, Code of Regulations of South Carolina (Chapter 61, Section 92) and the Underground Storage Tank Control Regulations. The Last Remedy in Place (LRIP) was achieved for the base in 2011.
All property at former Myrtle Beach AFB has been transferred. The Administrative Order on Consent (03-08-HW, AR#1966) requires annual updates via Land Use Control Checklists and updates to the Attachment to the Administrative Order on Consent (AR#300794). The annual submittal includes annual LUC inspection forms for sites that do not have monitoring reports. Those sites where annual reports are prepared have the inspection forms included in those submissions.
In addition to the requirements presented in this PWS, this scope includes the following:
· There are a number of ancillary sites (i.e. OW008 [SWMU 36], OW009 & OW010 [SWMU 41], SWMU 53, SWMU 54, SWMU 55, SWMU 56, TU009 [SWMU 174], SS041 [SWMU 31], SD042 [SWMU 32], and SWMU 254) within the footprint of primary sites to which contamination is attributed (i.e. SD019 [SWMU 40]). Although there are no activities planned at the ancillary sites, completion of remedial activities and submittal/approval of the RCRA Completion Report for the primary site will result in closure of these sites.
· Comprehensive annual inspection and inventory of existing wells including an annual well inventory/maintenance report (including PFAS investigation wells).
· Payment of City of Myrtle Beach Business License Tax.
· Emerging contaminant 1,4 Dioxane at FT011 Fire Training Area (FT-11) (SWMU 11).
Contractors are not responsible for the following:
· Project activities beyond LUC/IC monitoring are not required at ST002 (SWMU 83) because annual groundwater sampling is performed by the MBPC.
