REQUEST FOR INFORMATION (RFI)
Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services
(BECOS)

DISCLAIMER: THIS IS A REQUEST FOR INFORMATION ONLY as defined in FAR 15.201(e). This RFI is issued solely for information and planning purposes in order to obtain information related to general programmatic topics, price, delivery, product line capabilities analyses, demographic/other market information. It does not constitute a solicitation or a promise to issue a solicitation in the future.
Respondents will not be paid for the information submitted. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified and portion marked. The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned.
This RFI is not a request for bids or proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding Contract or Agreement. This RFI does not commit the Government to contract for any supply or service whatsoever.
DESCRIPTION.
AFICC is in the process of developing an acquisition strategy for a follow-on program to the current BRAC Environmental Remediation Program.
Responses may be submitted until 08 November 2019, 9:00AM CT. The USAF requests that responses to this RFI please be submitted to Robert W. INSTRUCTIONS TO RESPONDERS.
This RFI allows respondents the opportunity to provide input and recommendations consistent with their industry trends, and cost saving suggestions.
In the event a respondent is unable to utilize e-mail, hard copies that adhere to the guidance below may be sent to the address identified in paragraph 2.a. Again, responses shall be delivered no later than 08 November 2019, 9:00AM CT.
NOTICE: Pre-Proposal Conference
The pre-proposal conference will NOT take place on 19 November 2019. A revised date will be posted to FBO.
Please Respond to the Following:
The government is considering small business set-aside for five of the six BECOS regions with one as an 8(a) set-aside.
Please indicate your response to this RFI in the attached file “RFI_5_BECOS_Response_Matrix_Attch 1”.
You may also submit additional comments and/or questions under Tab 2.
Responders are requested to provide their “intent to propose” based upon the following information:

Based on the remoteness, short field conditions, challenging mobilization that includes barging in and contracting limited flights, coordination and limited space for staging and storing supplies, managing schedule challenges due to weather
BECOS RFI #5 Page 3 of 3 04 November 2019 conditions, highly complex environmental restoration site conditions, and a need for technical and regulatory expertise in implementing Alaska Department of Environmental Conservation (ADEC) cleanup regulations and requirements at former Galena AFB; the Government would like to know if you “intend to propose.”
Assumption #1 - The Northern California (NorCal), Northeast, Central South, and Midwest regions solicited as 100% Small Business Set-Asides. The Southwest region solicited as a competitive 8(a) Set-Aside. Galena, AK region solicited as Hypothetical 1, full and open or Hypothetical 2, small business set aside.
Assumption #2 - Award criteria that states “offerors may be selected for award of one (1), or a maximum of two (2) regions for which they propose” and “an offeror may not submit more than two proposals”.
Assumption #4 – We are estimating 02 December 2019 as the RFP release date. The deadline for receipt of the Past Performance Volume (see Draft RFP Section L) will be 30 days after solicitation release date with deadline for receipt of the Pricing Volume (see Draft RFP Section L) 60 days after solicitation release date.
Responders are requested to indicate their “intent to propose” on the Galena, AK region in the attached spreadsheet:
Hypothetical Option 1: If Galena, AK region solicited as full and open; and/or
Hypothetical Option 2, If Galena, AK region solicited as small business set aside. Also state which of the six regions you intend to bid on.
