16. Description:
16a. Purpose: This sources sought notice is for Government’s informational purpose only in conducting market research. The results of this sources sought will help the Government identify capable sources and develop its acquisition strategy in support of upcoming CAMMO Acquisition. The Government is contemplating to consolidate a number of requirements from four existing contracts: Satellite Control Network Contract (SCNC), Network and Space Operations Maintenance (NSOM); Obscura, Mission Integration and Network Support (OMINS) and Engineering, Development & Sustainment (EDS) for factory compatibility testing. This action will provide continued operations and maintenance at AFSCN mission locations, provide for AFSCN factory compatibility testing and phase in sustainment activities for same systems. The purpose is to maintain the requirement of operational performance for the Air Force Satellite Control Network through a consolidated service of operations, operations & site support, organizational & depot maintenance, sustainment, sustainment modifications, and factory compatibility testing, resulting in reduced O&M costs.
16b. Air Force Satellite Control Network (AFSCN) Description: The AFSCN is a critical operational national resource used to deploy and operate National Security Space (NSS) Systems. It provides globally-distributed Telemetry, Tracking, and Commanding (TT&C) support for pre-launch, launch, deployment, and on-orbit anomaly resolution and disposal operations, for Department of Defense (DoD), National, Research and Development, Test and Evaluations and assigned Civil (NASA and NOAA) space systems. The AFSCN refers to a network comprised of the following (as of Sep 2014): seven world-wide Remote Tracking Stations (RTS) and 15 fixed antennas with space frame or inflatable radomes; two Operation Control Nodes in CONUS, Eastern Vehicle Checkout Facility (EVCF), and three transportable antenna systems: Transportable Vehicle Checkout Facility (TVCF), Transportable Space Test and Evaluation Resource (TSTR), and Transportable Remote Black Change (TRBC) . The network includes the following sub-systems: Automated Remote Tracking Stations (ARTS); Remote Tracking Station Block Change (RBC); Electronic Scheduling & Dissemination (ESD); Archival Recording System (ARS); Orbital Analysis System (OAS); Operational Switch Replacement (OSR); High & Low Power Amplifier’s (HPA/LPA); Inter-Range Operations Number (IRON) Database (IRON DB); plus an Integration and Test Support Facility (I&TSF). Mission Unique Equipment (MUE) includes: Data Relay Mission Unique Equipment Antennas (DRMUE/DRMUE-S/DRMEU-X); AFSPC MUE (Hammer 1 & 2 Antennas); Next Generation Ionosonde (NEXION); AFSCN Link Protection System (ALPS); and Small Earth Terminal (SET) SOURCE-G Antenna. Locations for contract performance are identified in section 17.
16c. Required Capabilities:
16c. (1) General: The contractor will be responsible for the following: necessary program management, contract and subcontract management, quality assurance program, pricing and cost reporting to execute the program; complying with the existing Interagency Support Agreements, Host Tenant Support Agreements (HTSA) and Memorandum of Agreements (MOA) between the 50th Space Wing (50 SW) units and the associated host bases; experienced with working and communicating with union organizations (CONUS and OCONUS); conduct contractor specialized training for a formal position certification/qualification program to ensure only certified/qualified contractor personnel are assigned to perform operations; maintenance and testing in positions identified as requiring certification/qualification; personnel security management for TS/SCI personnel required on this program.
16c. (2) Operations & Operations Support: The contractor will be responsible to execute tasks involving day-to-day satellite contacts, TT&C, and system administration information assurance support to ensure continuous 24/7 operations support for all 50 SW activities at AFSCN site locations to include a transportable asset during contingencies. The contractor will be responsible to configure, operate and provide TT&C services for all station equipment. The contractor will also interact with the Defense Information Systems Agency (DISA) for long-haul communications. Contractor will need to accommodate any baseline upgrades/enhancements/reductions to operational dynamics associated with equipment modernization and automation capabilities.
16c. (3) Maintenance: The contractor will be responsible for all Level I/Level II hardware and software maintenance for scheduled, urgent, and emergency requirements. The contractor will identify, investigate, analyze, correct and document all malfunctions or out of tolerance conditions, direct and monitor maintenance actions, report system status changes, and report any equipment or system outages. This support includes Preventative Maintenance Inspection (PMI), Programmed Depot Maintenance (PDM), Technical Assistance (TA), and Emergency/Urgent Depot Level Maintenance (EDLM/UDLM). During contingencies the contractor will also be responsible for transportation, set up, maintenance, and tear- down of transportable assets. Approved Air Force reporting systems are required to be utilized for this effort (Integrated Maintenance Data System (IMDS), Standard Base Supply System (SBSS), Reliability and Maintainability Information System (REMIS) etc.). Standard maintenance practices will be used as identified in technical publications (e.g., technical orders, vendor manuals, commercial manuals). Maximum maintenance for MUE equipment is Level I only. The contractor will also be responsible for some real property maintenance like uninterruptible power supplies (UPS), generator and generator driven electrical systems, fiber optic cables, Doppler receiver station, base information/communication infrastructure (telephone, local area network, public address system); electronic maintenance of fire alarm systems, and drop arm entry/exit barrier equipment.
16c. (4) Sustainment: The contractor will be responsible to perform logistics assessments and provide logistics and supply support services for all locations and associated hardware and software. Types of tasks include: material management process to ensure parts availability and accountability for all equipment items to include Government Furnished Equipment (GFE); parts control/inventory program; repair of unserviceable assets; supply point accountability; preservation, packing and marking requirements; feasibility/future concept studies; near term system architecture planning; system configuration control, configuration management (incorporating changes, publishing and distributing supporting documentation for depot level driven changes); data/data base management to include data repository and dissemination of AFSCN data; software maintenance support for anomaly resolution including problem resolution, coding, testing and installation of software deliveries with multiple software releases per year supporting sub-systems based on mission priorities; software licenses/subscription management program; sustaining engineering (cradle to grave system engineering approach to requirements capture, specification development to include system/segment interfaces); reliability/maintainability/availability (RMA) data analysis, system performance measurement analysis (SPMA), obsolescence/vanishing vendor analysis, equipment/system specific technical assessments, and recurring information assurance support to include control validation assessments, compliance with DoDI 8500.2 Information Assurance Implementation and development of IA artifacts to ensure system and sub-system accreditation.
16c. (5) Obscura and TIZ Support: The contractor will be responsible for providing for data collection, analysis, and management for Obscura (hard and soft Obscura), Radiation Hazard (RADHAZ), Permissible Exposure Levels (PELs), and determination of Transmit Inhibit Zones (TIZ) for the AFSCN, including the development and operation of an automated obscura analysis capability. Obscura support includes the analysis of raw obscura data and uses the Automated Obscura and Analysis Capability (AOAC) tool to establish recommended TIZs for the AFSCN to ensure the safety of personnel from electromagnetic radiation exposure. Obscura surveys involve obtaining and recording measured electromagnetic data, and then analyzing, smoothing, and documenting recommended values used to update the AFSCN sites for final implementation of the recommended TIZ values.
16c. (6) Sustainment Modifications: The contractor will be responsible to design, develop, procure, fabricate/produce, install, integrate, test, training, verify requirements/operations compliance, and implementation and transition to operations for hardware and software sustainment modifications (i.e., obsolescence upgrades, bad actor equipment replacements, automation improvements, IA control compliance, etc.). This will also include the ability to develop new or modify system documentation such as specifications, drawings, technical manuals, and procedures to keep fielded systems operating in concert with mission operations.
16c. (7) Site Support: The contractor will be responsible for site support activities such as: facility security, safety, environmental management, assessment, and compliance assurance; personnel security administration; execution/management of Air Force Records Information Management Program; personal wireless communication systems management (land mobile radio, satellite telephone, cell phone/pagers); financial management/resource advisor; audio-visual/video teleconferencing operations; billeting coordinator; local area network/computer systems technical support and management to include information assurance; and Communications Security (COMSEC) program management and execution.
16c. (8) Factory Compatibility Testing: The contractor will be responsible for interfacing with customers to determine and execute requirement for the deployment of a transportable to support factory compatibility tests at Continental United States (CONUS) locations assigned by the Government. The contractor ensures the transportable is in operational condition, transports vehicle to specified location, performs set-up and checkout procedures and provides on-site maintenance assistance as needed. Contractor may be required to provide operational support at test location.

18. Submittal Instructions
18a. All responsible sources are requested to submit a Statement of Capability (SOC) addressing their ability to satisfy all stated requirements or respond to only a subset of the requirements (for example Factory Compatibility and Site-Support only).
18b. Submit your responses via an Adobe PDF file or an MS Office electronic format and 2 hardcopies on 8.5 x 11 paper with one-sided pages, 1’ margins, Times New Roman Font of no smaller than 12 point font, 20 pages maximum (cover page not included). The background color of each page shall be white only. Pages will be single spaced. NOTE: E-mail submissions are subject to size and type restrictions (typically limited to less than 2 Megabyte in size and only non-executable attachments such as .doc or .pdf files) as well as any other appropriate network security measures. It is the submitter's responsibility to verify that e-files are accurately received. If file is greater than 2MB then submit on CD-ROM. Only written requests for information regarding this notice received directly from the requestor are acceptable and should be directed to the Contracting Officer, Ms. Lisa Spencer, at the e-mail addresses listed herein. Telephone requests WILL NOT be accepted.

18c. All responses are due no later 30 April 2013, 2:00 pm Mountain Daylight Time (MDT)
18d. The SOC should include the following information:
18d. (1) Company name, mailing address, points of contact, telephone numbers, DUNS number, CAGE Code. Each page of the SOC shall be clearly marked with “CAMMO Statement of Capability, your Company’s name, and proprietary markings, as applicable.
18d. (2) Business size classification (large, small, to include specific small business: small-disadvantaged, 8(a), women-owned, HUBZone, veteran-owned or service-disabled veteran-owned. The applicable North American Industrial Classification System (NAICS) is 517410 with a size standard of $30M. Responses from small business and small, disadvantaged business firms are highly encouraged. Interested contractors desiring to do business with the Air Force shall be registered in the DoD Central Contractor Registry. Respondents must specify if they are a U.S. or foreign owned firm.
18d. (3) Detailed description of ability to satisfy the Government’s requirements described above.
18d. (4) Interested parties must include a brief description of relevant contract experience offered to the Government and to commercial customers. Include contract number and description, magnitude, and points of contact for each example provided (name of the point of contact, address, e-mail, telephone number, and the company's web page, if applicable).
18e. SOC must be completely unclassified. All data received in response to this synopsis that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Government Contractor support may be utilized to review any documents submitted in response to this action. Interested contractors should ensure any potential Organizational Conflict of Interest has been, or are in the process of being, mitigated to the satisfaction of the Contracting Officer. This is especially critical if a company is presently supporting the Government through an Advisory and Assistance Service (A&AS) or SE&I contract. This Government organization uses Infinity Systems Engineering, Odyssey Systems, Quantech Services and Aerospace Corp.
18f. This IS NOT a Request for Proposal (RFP). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any information submitted in response to this synopsis is strictly voluntary. This sources sought announcement is not to be construed as a commitment by the Air Force to issue a solicitation or ultimately award a contract. Neither unsolicited proposals nor any other kinds of offers will be considered in response to sources sought. No Contract will be awarded pursuant to this announcement. The Government will not reimburse any cost associated with submitting information in response to this Sources Sought, nor shall any costs be allowed on any Government contract. . Persons/entities debarred and/or suspended will not be considered, therefore are not requested to respond.
18g. Mr. James Gill, USAF AFSPC SMC/PK, is the Ombudsman and has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
