Network (AFSCN) Modifications, Maintenance, and Operations (CAMMO)

Acquisition Objectives
Vertically Integrate Weapon System Tasks while Maintaining Performance with No Additional Risk at Reduced Operation, Maintenance, and Sustainment
(OM&S) Cost How to achieve:
• Combine depot & organic level maintenance
• Eliminate redundant tasks
• Cross utilization of resources
• Performance & cost incentives
• Robust competition with cost reduction requirement over time Small Business:
• 50th Space Wing, through Wing Information & Communications Support (WICS) contract, anticipates small business set-aside contract for remaining tasks not vertically integrated into other weapon system contracts (e.g., CAMMO, COOLSS, WOOLSS, GCS)
• SMC (CAMMO) will establish aggressive (e.g., 25%) small business participation goal
Vertical Integration Tasks
• Vertically Integrate weapon system tasks from three contracts
• Engineering, Development, & Sustainment (EDS): FA8818-06-D-0024
• Factory Compatibility Testing (FCT) – determine/execute req for deployment of a transportable to support FCT at CONUS locations (fee for service)
• Network & Space Operations & Maintenance (NSOM): FA2550-08-C-8011
• Operations & Operations Support – responsible to configure, operate and provide
TT&C services 24/7 for all locations to include transportable contingencies
• Level I (Organizational) Maintenance (Mx) – identify, analyze, correct and document all malfunctions/out-of-tolerance conditions for routine on-site mx actions to include Mission Unique Equipment (MUE)
• Remote Site Support (BOS type functions) - facility security, safety, environmental compliance; personnel security; AF Records Information Management Program; wireless communication systems management (land mobile radio, satellite telephone, cell phone/pagers); financial management/resource advisor; audio-visual/video teleconferencing operations; billeting coordinator; local area network/computer systems technical support to include information assurance; and Communications Security (COMSEC) program mgt
• Satellite Control Network Contract (SCNC): F04701-02-D-0006
• Level II (Depot) Mx – ECPs, PDMs, EDLM/UDLMs, TAs
• Sustainment - perform logistics assessments and provide logistics/supply support services for all associated hardware and software
• Sustainment Modifications – obsolescence upgrades, bad actor replacements, automation improvements, Information Assurance (IA) control compliance

Contract Transition
- FCT transitions at CAMMO award
- Operations & L1 Mx transitions from NSOM to CAMMO 60-90 days after award
- L2 Mx, Sustainment tasks incrementally transitions from SCNC to CAMMO over 2yrs
- Allows process learning and training thru joint sustainment/maintenance teams
