Consolidated Air Force Satellite Control Network (AFSCN) Modifications, Maintenance & Operations (CAMMO) Request For Information (RFI) #1
I. Description: The Government is contemplating to consolidate a number of requirements from four existing contracts: Satellite Control Network Contract (SCNC), Network and Space Operations Maintenance (NSOM); Obscura, Mission Integration and Network Support (OMINS) and Engineering, Development & Sustainment (EDS) for Factory Compatibility Testing (FCT). This action will provide continued O&M at Air Force Satellite Control Network (AFSCN) mission locations, provide for AFSCN FCT and phase in sustainment activities for same systems. The purpose is to maintain the requirement of operational performance for the AFSCN through a consolidated service of operations, operations & site support, organizational & depot maintenance, sustainment, sustainment modifications, and FCT, resulting in reduced O&M costs.

II. Purpose: The Government is considering whether to set aside a portion of proposed contract under a small business set aside program in accordance with Federal Acquisition Regulation (FAR) Part 19, Small Business Programs. Information gathered will help the Government determine the following: 1) if a portion of the requirements can be set aside to small business and what requirements 2) for remaining requirements, what percentage of small business subcontracting goals should be established.
IMPORTANT: All prime, small businesses, and potential subcontractors that are interested in participating in the CAMMO acquisition and all interested parties who responded to CAMMO sources sought are asked to provide a response to this request for information. Please answer all questions.
IAW FAR clause 52.219-14(a)(1), Limitations on Subcontracting – Services, where at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the prime contractor.
1- Identify the requirements you believe can be performed by small business if severed from the requirement and why.
2- Identify the risks associated with setting aside these requirements to small business and why.
3- Identify strategies to mitigate the risks identified above.
4- If known, identify the requirements which will be performed by you as the prime and those performed by your subcontractor/teammate.
5- If known, identify whether subcontracted requirements would be performed by large or small business.
6- For requirements subcontracted to large business, identify circumstances that prevent you from obtaining those functions from small businesses.
7- Identify the percentage of small business in a subcontracting plan you suggest and why?
III. Submission Instructions:
Include: Company name, mailing address, points of contact, telephone numbers, DUNS number, CAGE Code. Business size classification (large, small) to include specific small business: small-disadvantaged, 8(a), women-owned, HUBZone, veteran-owned or service-disabled veteran-owned. The applicable North American Industrial Classification System (NAICS) is 517410 with a size standard of $30M. Responses from small business and small, disadvantaged business firms are highly encouraged. Interested contractors desiring to do business with the Air Force shall be registered in the DoD Central Contractor Registry. Respondents must specify if they are a U.S. or foreign owned firm. Submit your responses via an Adobe PDF file or an MS Office electronic format , 1” margins, Times New Roman Font of no smaller than 12 point font, 5 pages maximum (cover page not included). The background color of each page shall be white only. Pages will be single spaced.
IV. Response Due Date: 4:00pm MDT, 20 May 2013.
V. Declaration: This is not a formal solicitation. Please be advised this is a Request for Information only and does not obligate the Government to reimburse any cost associated with preparation and/or submission of this information.
