Consolidated Air Force Satellite Control Network (AFSCN) Modifications, Maintenance & Operations (CAMMO) Request for Information (RFI) (2nd Set)
I. Description: The Government is in the process of consolidating a number of requirements from three existing contracts: Satellite Control Network Contract (SCNC), Network and Space Operations Maintenance (NSOM); and, Engineering, Development & Sustainment (EDS) for Factory Compatibility Testing (FCT). This effort will provide continued Operation and Maintenance (O&M) at Air Force Satellite Control Network (AFSCN) mission locations, and provide for AFSCN FCT and phase-in sustainment activities for these same systems. The purpose of the effort is to maintain the requirement for operational performance for the AFSCN through a consolidated service of operations, operations & remote site support, organizational & depot maintenance, sustainment, sustainment modifications, and FCT, resulting in reduced O&M costs.

II. Purpose: The Government is interested in contractor feedback during the process of finalizing their acquisition strategy for CAMMO, and has developed the following questions for industry response:
1. What recommended factors should be used in proposal evaluation? In addition, describe and propose evaluation sub-factors which could be used and methods to rate them.
2. For each of the major task areas for CAMMO [Operations, Operations Support, Maintenance (level I and level II), Sustainment Engineering, Sustainment Modifications, Spares, Remote Site Support, and Factory Compatibility Testing)] provide a recommended Contract Type and/or CLIN. Consolidations or further separation of task areas maybe considered.
3. Under CAMMO the major task areas of Operations, Operations Support, Remote Site Support, and Level I Maintenance must commence with contract award. The remaining major task areas being phased
in. Describe your approach and timeline for all of the major task areas given this phased transition and when subsequent increased efficiencies can be realized.
4. Provide a recommendation and rationale for the minimum and optimum contract length for CAMMO.
5. Describe how the overall contract may be structured with different contract types tailored to various contract areas such as O&M, Sustainment, Spares, Minor Modifications, and Factory Compatibility Testing.
6. Provide your views on the relative strengths and weaknesses of an award term approach versus a more traditional incentive fee structure on CAMMO. The response should consider the performance, efficiency, transition, cost, or any other areas that may be relevant regarding the use of an award term.
7. Describe how incentives may best be tailored within the contract structure to address the needs of the different types of contract activities (Operations, Operations Support, Maintenance, Sustainment, Sustainment Modifications, Spares, Site Support, Factory Compatibility Testing).
8. The Scope of CAMMO will not include development modifications, but will include mods for Form, Fit, Function (FFF) replacements, (obsolescence upgrades, bad actor replacements) safety and security mods, and changes to ops tempo (Automation improvements, Information Assurance compliance controls). What should be used to limit the escalation of sustainment mods? What are the pros and cons of establishing scope, cost, and period of performance criteria threshold for sustainment modifications execution of this contract?
III. Submission Instructions:
Submit your response via Adobe PDF file or MS Office electronic format, 1” margins, Times New Roman Font of no smaller than 12 point font, 10 pages maximum (cover page not included). Submit all information as UNCLASSIFIED. The background color of each page shall be white only. Pages will be single spaced only.
Include at minimum: Company name, points of contact, mailing address, telephone numbers, DUNS number, CAGE Code.
Submit all information by email as soft copy only, Attention: Christina Ming, Contracting Officer, at christina.ming.2@us.af.mil. NOTE: Email submissions are limited to size and type. Please limit submission to 5 Megabytes in size and only non-executable attachments.
IV. Response Due Date: No later than 13 Aug 2013, Tuesday, at 2:00 pm (1400) Mountain Daylight Time (MDT)
V. Declaration: This is not a formal solicitation. Please be advised this is a RFI only and does not obligate the Government to reimburse any cost associated with preparation and/or submission of this information.
