About this file
This document is a draft ordering guide for the Space Domain Awareness & Combat Power (SDACP) Hemisphere Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The ordering guide establishes procedures for task order awards under the Hemisphere contract vehicle, which has a ten-year ordering period from April 2024 through March 2034. Task orders will be competed among Hemisphere IDIQ holders on a best value basis according to evaluation criteria specified in individual fair opportunity proposal requests. Evaluation factors may include staffing, acquisition scenarios, past performance, small business participation, and cost. All task orders requiring less than 80 full-time equivalents will be set aside for small businesses unless market research determines otherwise. The $2.5 billion Hemisphere ceiling will be monitored by Space Systems Command.

1. Purpose 1
This Ordering Guide establishes the procedures for using the Hemisphere Multiple Award Indefinite 2 Delivery Indefinite Quantity (IDIQ) contract. The procedures for selecting contractors for task order (TO) 3 awards under Hemisphere are governed by FAR 16.505 and supplements. IDIQ contracts are not source 4 selections and are not subject to FAR 15.3 procedures. Unless otherwise specified in a Fair Opportunity 5 Proposal Request (FOPR), the following defines ordering instructions and the process of tailoring 6 evaluation criteria to meet requirements. 7
2. General Information 8
2.1. Ordering Period 9
Hemisphere has a ten (10) year ordering period from 1 April 2024 to 31 March 2034. Performance under 10 Task Orders (TO) or associated options may extend beyond the ordering period. However, a TO may not 11 have a period of performance (PoP) that extends beyond 5 years from the date of TO award, IAW FAR 12 16.505(c). 13
The contract allows for both on-ramps and off-ramps throughout the ordering period. In order to 14 preserve, stimulate, or enhance the Hemisphere competition pool, the Government may re-open the 15 original Hemisphere solicitation 5 years from original IDIQ award to on-ramp new IDIQ contract Offerors 16 to the vendor pool. On-Ramps will utilize the same basis for award as the Basic RFP. The ordering period 17 for new contractors, in the case of on-ramps, shall not extend the overall term of the ordering period 18 nor shall it re-establish the basic contract ordering period. In contrast, the Government may utilize off-19 ramps to remove a contractor from the vendor pool if the contractor (1) submits a written request to 20 the Procuring Contracting Officer (PCO) to be removed, (2) has a TO terminated for cause, or (3) if the 21 contractor ceases business operations. 22
2.2. Order Limitations 23
IDIQ Awardees will be awarded a minimum order not to exceed $3,000.00 for a post award conference. 24 The government does not guarantee orders beyond this minimum. Performance cannot be authorized 25 except by a TO issued by the PCO. Hemisphere has a ceiling of $2.5 billion. The ceiling will be monitored 26 by Space Systems Command (SSC). Once the ceiling is reached no new TOs, modifications, or options 27 shall be awarded or exercised. 28
2.3. Task Orders 29
Contract Line Item Numbers (CLINs) will be issued on a Cost-Plus-Fixed-Fee (CPFF) basis for Labor and a 30 Cost basis for Other Direct Costs (ODC) and Travel. The CLIN Structure on each order will strictly follow 31 the CLIN structure outlined in the IDIQ contract, with CLINs broken out in one (1) year increments (one 32
(1) year base, four (4) option years). 33
2.4. Small Business Set-Asides 34
In addition to the Small Business procedures found under FAR 19 and supplements, the following 35 procedures will be used for determining the applicability of Small Business Set Asides. 36
The PCO shall perform market research within the IDIQ pool to determine whether there is a reasonable 37 expectation of receiving offers from at least two responsible Hemisphere IDIQ contract small business 38 concerns. If market research reveals that there is a reasonable expectation that two or more small 39 business concerns, who are competitive in terms of market prices, quality and delivery, will submit 40
FA8819-24-R-1000
proposals, then the TO will be set aside for small business concerns. If a TO is competed among 1 Hemisphere IDIQ contract small business concerns and the PCO receives no acceptable offers, then the 2 FOPR shall be withdrawn and the requirement, if still valid, shall be resolicited on an unrestricted basis 3 to the entire pool of Hemisphere contract awardees. 4
All task orders that require less than 80 full time-equivalent personnel shall be set aside for small 5 business unless market research, as described above, reveals that the requirement cannot be fulfilled by 6 small business. 7
Small businesses responding to set-asides may be required to re-certify their small business status by 8 completing FAR 52.219-1 in their FOPR responses. 9
3. Ordering Procedures 10
3.1. Proposal Process 11
The Government reserves the right to change these ordering procedures at any time during the period 12 of performance of the Hemisphere MAC IDIQ. The PCO will issue a FOPR to all prime contractors, unless 13 a fair opportunity exception exists, which will include specific requirements and scope of work to be 14 accomplished. The FOPR will also specify associated CLINs and the contract type. Any questions 15 pertaining to the FOPR package shall be submitted to the PCO within three (3) business days of FOPR 16 issuance. If an offeror declines to submit a proposal, the offeror shall notify the PCO in writing (email is 17 acceptable) within 5 business days of the receipt of the FOPR. 18
The FOPR (Appendix A) will include, at a minimum, the following information: 19
• Tracking Number (assigned by PCO) 20
• Issuance Date 21
• Proposal Due Date 22
• Proposal Validity Date 23
• PCO Email address/mailing address of Government contracting office 24
• Instructions to Offerors 25
• Evaluation Criteria and Selection Method 26
• Staffing Matrix 27
3.2. FOPR Tailoring 28
The FOPR will be tailored for each TO in order to select the appropriate evaluation criteria. Each FOPR 29 will require at least one of following evaluation criteria depending on the unique requirements of the 30 task order. The Government may require any combination of the evaluation factors below. The 31 Government reserves the right to revise evaluation factors and subfactors. The Offerors will only be 32 evaluated on the criteria listed in the FOPR. This flexible methodology assesses mission requirements 33 using select evaluation factors to determine which proposal is most advantageous to the Government. 34
• Staffing 35
• Acquisition Scenario(s) (Oral Presentation) 36
• Past Performance (on other Government contracts and/or previous/concurrent Hemisphere 37 TOs) 38
• Small Business Participation/Commitment 39
• Cost/Price (Offerors will be expected to use the Fully Burdened Wrap rates from the basic 40 IDIQ award) 41
FA8819-24-R-1000
3.3. Evaluation Process 1
Orders will be evaluated on a best value tradeoff basis, relative importance of factors and subfactors 2 shall be identified in each FOPR, based on individual TO needs. The Government reserves the right to 3 use any best-value continuum as dictated by the unique needs of each contemplated TO. The FOPR will 4 identify specific processes for each TO. The Government’s evaluation team members will evaluate each 5 contractor’s proposal. FOPRs are issued with the anticipation of adequate price competition, therefore 6 certified cost and pricing data are not required. However, if adequate price competition does not exist, 7 the Government reserves the right to request additional cost or pricing data, which may be required to 8 be certified. Upon award of a task order, Offerors may, but are not required to, request a debriefing 9 concerning the evaluation of their proposal. 10
3.4. Use of Non-government Advisors 11
The Government will notify Offerors via FOPR if non-government advisors will be used in evaluation of 12 FOPR responses. 13
3.5. Proposal Preparation Costs 14
Direct charging of the Contractor’s proposal preparation for new task orders will be not authorized. 15 Direct charging for modifications to existing task orders will not be authorized unless the following 16 exceptions apply, and the direct charging is approved by the appropriate Government designee: (i) 17 changes directed by the Government under the Changes Clause; (ii) follow-on procurement; and (iii) 18 new requirements added to existing contracts. If proposal preparation is authorized, costs shall not be 19 subject to fee. 20
