| Technical Issues | ||||||
| 18 | General | Solicitation Provisions | Confirm that prevailing wages are not applicable due to the supply contract status of the project. | |||
| 19 | Attachment 1 | 25 | 3.2.2.4 CONDUITS | |||
| …..flexible metallic Tubing….. | ACUNIS will use heavy duty PVC conduit for single cable installation. Wireway for multiple cable use will be steel cable trays as shown in the picture. | As pictured the wiring and cable tray is acceptable. | ||||
| 20 | Attachment 1 | 28 | 3.2.2.9 Motors | Motors will bear the UR mark. However, the mechanical dimensions will be according to IEC or for gearmotors, according to manufacturer's standard. | There is not enough information for me to determine if the motors proposed are acceptable, therefore the requirements listed in 3.2.2.9 stand. The proposed motors may or may not be found acceptable during the Shop Drawing submittal process. | |
| 21 | Attachment 1 | 35 | 3.2.3.11.3. PLC EEPROM | The newer Generations of PLC does not offer EPROM storage devices. ACUNS therefore transfers always the actual version of the PLC program on the local ICS Cluster server in a separate directory. Beneath this, the actual Status is always stored on our fail safe in-house file server. | This is acceptable. | |
| 22 | Attachment 1 | 40 | 3.3.1.14. SAFETY | |||
| Please specify in the RFP that all safety measures installed in the existing system are sufficient and shall be maintained for the new system. |
State that the ETV replacement is not a major change of the system.
Any new risk assessment arising out of the modification/retrofitting of the aforementioned plant & equipment do not form part of the scope of delivery and services.
| If it should later be found that such new risk assessment is necessary after all, the supplier shall be additionally paid for this and the time schedule be adjusted accordingly. | Per are conversation on 11 July 2019. The safety features for entering the Pallet Storage Enclosure (PSE) and the ETV aisle are sufficient. No additional safety features are required for entering the PSE, but the new ETV shall be designed to interface with the existing safety features. I.E. as we discussed if the PLC opens an overhead door the ETV shall operate normally, but if an overhead door is opened by some other means, other than the PLC, The ETV shall stop operation. The RFP does not require additional safety devices/enhancements for the PSE or conveyors. | |||||
| 23 | Attachment 1 | 44 | TEMPORARY AIRFIELD CONSTRUCTION WAIVER | Being this close to the flight line, what will require FAA Approval? | ||
| Who is responsible for the temporary airfield construction waiver? | Contractor is responsible for submitting information to Dover Civil Engineering. Dover Civil Engineering will then process the FAA waiver. Dover Civil Engineering requires the information to be submitted a minimum three months before start of installation. Information required is the dates of construction, type and heights of equipment to be used, exact location of work to be completed, and the nature of work being performed. | |||||
| 24 | Attachment 1 | 46 | 3.3.3. PROTECTIVE COATINGS | |||
| All metal system component surfaces shall be protected from corrosion by painting, plating, or galvanizing. Surface preparation and color shall be as specified in Table 2. | Please provide table 2. | Table added to specification. | ||||
| 25 | Attachment 1 | 52 | 3.3.11.11 LIGHTED BARRICADES | The SOW references lighted barricades. Should these be low profile barricade similar to what would be used on the flight line? | This will be part of the Construction Waiver (FAA Waiver). The Contractor shall submit the Construction with their recommendation for meeting the requirement. Dover CE/FAA will determine the acceptability of the proposed method for barricades. | |
| 26 | Attachment 2 | 26 | 3.2.8.5.1. DUAL VERTICAL LIFT MOTOR SYSTEM | |||
| ... If a vertical lift motor system fails, maintenance personnel shall be able to disconnect it from the system in less than 10 minutes. Maintenance personnel shall be able to reconnect a vertical lift motor system in less than 10 minutes. | For the horizontal drive this was changed to 60 minutes. | |||||
| Can we assume that the same time will be applicable for the vertical drive. | Yes, specification updated. | |||||
| 27 | Attachment 2 | 27 | 3.2.8.5.6. VERTICAL SAFETY GRABS | |||
| Safety grabs shall be integrally designed into the lift system such that any loss of vertical holding force shall lock the operator platform to the support structure preventing an uncontrolled fall of the operator platform with any load up to the maximum capacity. In case of a complete power loss, the lift device, under any loading condition, shall stop and remain in position. Safety devices shall prevent an over speed condition. The safety grabs shall be mechanically activated for safety in the event of power loss, but shall also be activated by the PLC under certain conditions. The safety grabs shall be capable of being used a minimum of 100 times without reducing their effectiveness, affecting ETV performance, or requiring components to be replaced. | There will be no actuation of the safety grap by PLC. |
The safety crap is deliberately a purely mechanical activated device.
It holds the lifting platform in case of:
- lifting cable breakage
- over speed The system is certified by German TÜV.
In case of power loss the break of the lifting drive will be activated mechanically.
The break of the lifting drive can only be released if power is on. If there is no power the break holds the platform.
| The safety grab is required to be activated by the PLC under certain safety conditions, i.e. slack rope condition, platform out of level, platform location different that PLC expected location. | ||
| 28 | Attachment 2 | 3.2.8.5.7. OPERATOR PLATFORM FALL PREVENTION |
... PLC activation of the safety grabs if the measured position or velocity is inconsistent with the expected position or velocity, etc….
| Please refer to item before "3.2.8.5.6. VERTICAL SAFETY GRABS" | Don't understand the question. The requirements in paragraph 3.2.8.5.7 are firm requirements. | |||||
| 29 | Attachment 2 | 28 | 3.2.8.5.9. EMERGENCY MANUAL LOWERING | We understood from our discussion in the prebid meeting dd. 19.06.2019 that manual lowering of the lifting platform is not requested anymore. | The relief from manual lowering as specification 3.2.5.5.3.1. was a miscommunication by the Government. Manual lowering is still required as specified in paragraph 3.2.8.5.9. | |
| 30 | Attachment 2 | 29 | 3.2.10. STOP PUSH RODS | In our standard design the function to operate the storage conveyor sprocket latch is incorporated in the extractor. Please confirm that this is also possible. | Operation of the storage conveyor sprocket latch through the extractor is acceptable as long as the functionally described in paragraphs 3.1, 3.2.5, 3.4.3.7.1, 3.4.6.2, 3.4.7.2, and 3.4.7.2.1 is met. | |
| 31 | Attachment 2 | 3.3.1 POWER | Are there any known electrical feed issues with the existing ETVs? | |||
| Are there any issues with backup generators for electrical feed? | No known issues. | |||||
| 32 | Attachment 2 | 47 | 3.4. CONTROLS / 3.4.2. ICS CONTROL CONSOLE | ETV cabin main operator panel. |
The picture below shows an application example of a n ETV cabin main control panel. Our statement refers only to the desk design, pushbuttons and joysticks, etc. will be in accordance to the PD!
| Beneath the push buttons, indicator lamps and Joysticks for operator’s intervention in manual and maintenance mode, a panel (19") with resistive touch function is also part of this control station. This panel PC acted as front end for the PLC level as well as a fully client PC for all ICS functions. The Standard configuration for the ICS functions however, will be the monitoring and order functions of the ETV. Could this be a acceptable solution instead of the edge panels and the partly fissured IT front ends in the current cabins. | The pictured control cabinet "desk design" is acceptable as long as it is ergonomically designed. | ||||
| 33 | Attachment 2 | 47 | 3.4. CONTROLS / 3.4.2. ICS CONTROL CONSOLE | ETV cabin auxiliary operator panel |
