| 1 | General | Can you provide a comprehensive list of the documents you expect to be part of the quotation. | Atch 8 of the RFP has a comprehensive list of all requirements for submission in response to this RFP. Atch 9 pp. 1-3 and Atch 10 identify specific proposal requirements which must be addressed as part of the technical and price proposals. | |||
| 2 | SOLICITATION PROVISIONS | 44 | 29. DFARS 252.204-7012 SAFEGUARDING COVERED DEFENSE INFORMATION AND CYBER INCIDENT REPORTING (Oct 2016): | |||
| (ii) Any other such IT service or system (i.e., other than cloud computing) shall be subject to the security requirements specified elsewhere in this contract. | Please specify the term "IT service or system"? |
Does the current IT systems use such a service?
| If yes, please provide the referenced security requirements. | Requirements, if applicable, should be identified in the specifications attached to the RFP as well as the NIST SP 800-171, "Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations." This publication is available from the following web address: http://dx.doi.org/10.6028/NIST.SP.800-171 | |||||
| 3 | SOLICITATION PROVISIONS | 50 | QUALIFING COUNTRY SOURCE AS SUBCONTRACTER | Are there any constraints regarding the purchase of equipment/material from any country within the European Union? | The Buy American provisions apply to this contract as well as Qualifying Countries as identified in the DFARS clauses applicable in this solicitation. If country products are proposed as either a prime or subcontractor, other than those listed in the DFARS 252.225 series clauses, evaluation of the prime and/or subcontracted efforts will be evaluated in accordance with DFARS 225.502 and those examples listed under DFARS PGI 225.5. | |
| 4 | SOLICITATION PROVISIONS | 53 | 37. DFARS 252.236-7005 AIRFIELD SAFETY PRECAUTIONS (Dec 1991) | |||

Attachment 2 8 The pallet has a rated capacity of 10,000 pounds and weighs approximately 290 pounds.
3.2.3. CAPACITY
The load capacity shall be minimum 15,000 pounds on the ETV conveyor plus an operator in the operator cab.
Max. weight of 463L pallet 10.000 pounds differs from max. load capacity 15.000 pounds.
| Which is the max. load capacity to be considered for the ETV? | 15,000 pounds | |
| 6 | Attachment 1 | |
| (Cover PD) | 16 | 3.1.2.1.1. ICS LOAD PLANNING |
A new module shall be added to the ICS to accomplish load planning.
Load planning is the process used to balance aircraft loads. Today ICS retrieves, rotates, and sequences pallets as directed, based on a given load plan. Today ICS covers three main functions.
(1) Administration of missions:
Normally, the mission data and the loading information are transferred from GATES to the ICS. The user only has to do the sequencing and start the according transports.
If GATES is not online, the user can add and modify missions, can add or remove pallets from the selected mission, do the ‘load planning’ by selecting the aircraft type and configuration and assign the pallets to the loading position.
(2) Sequencing to staging docks
(3) Assign pallet positions of the aircraft
| Is it correct, that the "new ICS module" should cover the GATES functions? | The ICS is not tied to GATES. What is described here "If GATES is not online, the user can add and modify missions, can add or remove pallets from the selected mission, do the ‘load planning’ by selecting the aircraft type and configuration and assign the pallets to the loading position." This statement refers to how the load plan is done today manually. The desire is to have the load plan calculated by the ICS. | |||
| 7 | Attachment 1 | |||
| (Cover PD) | 16 | 3.1.2.1.1. ICS LOAD PLANNING | What is the reason that this existing and approved external GATES module could not be used? | The ICS is not tied to the Government network. Gates does not preform loading planning. A different software program preforms the load plan. The desire is to intergrade loading planning into the ICS. |
| 8 | Attachment 1 | |||
| (Cover PD) | 16 | 3.1.2.1.1. ICS LOAD PLANNING | ||
| Load planning is the process used to balance aircraft loads. | The Air Cargo Load Planning Problem (ACLPP) could be split into four sub problems: the Aircraft Configuration Problem (ACP), the Build-up Scheduling Problem (BSP), the Air Cargo Palletization Problem (APP), and the Weight and Balance Problem (WBP). |
| Is it correct that the new ICS module should cover the fourth problem WBP? | The first three problems as described are already covered by the ICS. The fourth problem as described is what must be added. | ||
| 9 | Attachment 1 | ||
| (Cover PD) | 16 | 3.1.2.1.1. ICS LOAD PLANNING | There are a several WBP features, which could be implemented, like "optional loading", "cumulative weights", "overlapping position", "moment of inertia", "center of gravity", "ULD separation" and "number of flight legs". |
| In case the new ICS module is WBP please provide a detailed requirement specification! | The ICS load planning software will be checked against ICODES to insure the same load balance is provided. | |

| (Cover PD) | 21 | 3.1.3. ETV INSTALLATION |
FA8604-19-R-8111 Attachment 1 Page 21 of 73 The north and south PSE center wall sections shall be removed and reinstalled to allow installation of the two new ETVs, removal of the two existing ETVs, and the installation and removal of ETV rails on the north and south ends of the PSE.
| Do we have to do the installation through the side wall or is the installation through the roof also feasible? | Installation must be completed through the side walls. The side walls are designed to be removed and replaced. | |
| 12 | Attachment 1 | |
| (Cover PD) | 22 | 3.1.4. MAINTAINING OPERATIONS DURING INSTALLATION OF THE ETVS |
Any modification of the existing feed rails and electrical panels to accomplished installation of the new ETVs shall be the responsibility of the Contractor.
| During commissioning and testing of hoist and travel of the new ETV we require the access to the power source of the productive ETV. This is necessary to avoid the external power generator. The time window is limited and will be coordinated with operational requirements. | ||||||
| Please confirm! | Access to power source will be provided. | |||||
| 13 | Attachment 1 (Cover PD) | 24 | 3.2.2.6. FLEXIBLE CONNECTIONS | Is there any requirement for the material (.e.g. PVC, metal)? | Black flexible plastic electrical tubing. | |
| 14 | Attachment 1 | |||||
| (Cover PD) | 31 | 3.2.3.7. EMERGENCY STOP BUTTONS | ||||
| Emergency stop buttons shall be hard-wired. | In the past E-stops were hard-wired on contactor controls. Today E-stop buttons are hardwired on failsafe PLC inputs. Interconnection will be coded in the failsafe PLC. This solution is state-of-the-art. | |||||
| Is this acceptable? | E-stops are to be hard-wired as specified. | |||||
| 15 | Attachment 1 | |||||
