Questions/Answers 26 Feb 2019
1. Question: If we submit a proposal and do not meet the small business requirement will our proposal and NAICS Code be considered?
Answer: No. This acquisition is a 100% small business set aside and the Government has conducted market research and determined that the NAICS selected 333924 is the most appropriate NAICS for the Small Munitions Trailers acquisition in that it best describes the principal nature of the product being acquired. The NAICS 333924 Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing (Size Standard: 750 Employees) and this U.S. industry comprises establishments primarily engaged in manufacturing industrial trucks, tractors, trailers, and stackers (i.e., truck-type) such as forklifts, pallet loaders and unloaders, and portable loading docks.
2. Question: Paragraph 3.3 in PD15WRWNZEA05, last sentence: “Additionally, the trailer shall be designed and constructed in accordance with all applicable European Union (EU) requirements to have a Conformite Europeenne (CE) declaration of conformity and the “CE” marking affixed.” Please define the scope of CE compliance. Where would this be addressed in the proposal?
Answer: The CE compliance marking must be affixed to all trailers. The shipment of trailers will not be allowed into Europe without the “CE” compliance marking. Please refer to the following website http://www.ce-marking.org/how-obtain.html for information. The CE compliance applies to the following countries were the U.S has an interest: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy Luxemburg, The Netherlands, Portugal, Spain, Sweden and United Kingdom (Great Britain), Iceland, Lichtenstein, Norway, Estonia, Latvia, Lithuania, Poland Czech Republic, Slovakia, Hungary, Slovenia, Malta and Cyprus.
The proposed price for each CLIN should include all tasks/features associated with the asset or data for that particular CLIN.
3. Question: I am trying to access/download the TDP file associated with the FBO solicitation above on FBO without any luck.
Answer: In order for a vendor to access the TDP, the vendor must also be authorized to access Export Control Data via all 3 locations listed below:
- Vendor registered at SAM) http://www.sam.gov/Default.aspx
- Vendor registered at JCP and approved to view export control https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx The JCP system is the approval authority for export control. The solicitation and the export control documents, even though they are linked together on FBO, are separate downloads for the vendor. The FBO system controls access to the export control attachments by checking with the SAM and JCP systems automatically. If not approved by JCP, access is denied to the export control attachments in FBO.

4. Question: In section Past Performance, the ‘tasks’ represent engineering/technical capabilities and the ‘features’ represent manufacturing capabilities. We suggest separating the ‘tasks’ and ‘features’ requirements to allow contractors to show those capabilities each on their own merits. Would the Government agree that by decoupling ‘tasks’ and ‘features’ requirements, the Government can: (a) properly gauge a company’s capabilities, and (b) allow for greater competition?
Answer: Draft pre-solicitation documents have been posted to allow industry feedback and comments concerning pre-solicitation FA8532-18-R-0003. These draft documents are pre-solicitation and subject to change based on new information from a variety of sources.
Technical Relevancy is used as one part of a method to assess an offeror’s past performance with the ultimate goal of arriving at an offeror specific confidence rating. Government market research identified multiple vendors in the munitions trailer industry that perform build-to-print manufacturing efforts, design efforts, redesign efforts, and modification efforts. The Government notes that pre-solicitation FA8532-18-R-0003 will involve a mixture of design work and build-to-print manufacturing.
The Government is analyzing feedback and is revising Section M.
5. Question: What is the anticipated RFP release date?
Answer: The release date of the RFP is estimated to be 28 Feb 2019 – 1Mar 2019.
