FA8501‐14‐R‐0003‐ SUBMITTED QUESTIONS AND ANSWERS

17 Nov 2014

1. Reference PWS paragraph 1.1.5.3. Tire Repair/Replacement/Disposal. In order to fully comply with Georgia EPD laws, please provide historical workload for tire replacement.

Answer: Historically vehicle management replaces/disposes of approximately 70K lbs annually.

2. Reference PWS paragraph 1.1.5.3. Tire Repair/Replacement/Disposal. Is the contractor responsible for the disposal of the used tires, to include the costs?

Answer: Yes; currently the contractor is asserted by the Georgia Environmental Protection Division (EPD) as acting licensed Scrap Tire Generator under this contract. Tires are currently disposed under DLA‐DS contract at no cost to the contractor. However, in the event the DLA‐DS dissolves the contract, the contractor will be responsible for the disposal cost IAW Georgia/Federal laws and regulations regarding the disposal, handling and transportation of scrap tires.

3. Reference Attachment 6, Pricing Spreadsheet and 7 Nov 2014 Answer to Question 3a. The answer to question

3a states that the current contract ends 30 June 2015 and the 20 day transition period should start on 11 June

2015. This would result in a start date for the new contract of 1 July 2015. The Base year in Attachment 6 shows a quantity of 11 months. Please confirm that it is the Government’s intention to have the base year period of performance start on 1 July 2015 and end on 31 May 2016 (11 months) and not end on 30 June 2016 (12 months).

Answer: The Period of Performance will be listed at award, but the Government intention is to have the basic period start on 1 July 2015 (after the 20 days transition period, if necessary) and end 31 May 2016.

4. With the exception of management and administration, all workers are organized under the Collective

Bargaining Agreement. The labor categories listed in Section B, CLIN X005, and Attachment 6 (Attachment_6‐

VM_Pricing_Spreadsheet_FINAL) are not congruent with the categories in the CBA. Please adjust Section B and

Attachment 6 to reflect the labor categories in the CBA.

Answer: The Government directs the work to be performed under this requirement, not the Collective

Bargaining Agreement; therefore the Government’s labor categories listed in Appendix 6 do not need to be congruent with the categories listed in the Collective Bargaining Agreement. But, in the interest of receiving proposals that are correctly priced, the Government is deleting Appendix 6 and CLIN X005 as it currently pertains to Appendix 6. At much discussion, the Government has decided that this Over and Above CLIN as it relates to

Vehicle Abuse/Accidents, will not be necessary and is therefore removed from the RFP.

5. PWS paragraphs 1.1.1.2. Maintenance Program, and 1.1.4. Vehicle Abuse/Accident, point offerors to Position

Descriptions in Appendix 6, LABOR CATEGORY DESCRIPTIONS. This implies that the correct labor categories/titles and a description of the associated work is within Appendix 6. However, no such position titles or descriptions exist in the CBA, therefore they are not applicable to this contract. Please remove Appendix 6 and all references to it in the PWS.

Answer: Again, the Government directs the work to be performed under this requirement, not the Collective

Bargaining Agreement or the Union, therefore the Government’s labor categories listed in Appendix 6 do not need to be congruent with the categories listed in the Collective Bargaining Agreement. But, in the interest of receiving proposals that are correctly priced, the Government is deleting Appendix 6 and CLIN X005. Again, after much discussion, the Government has decided that this Over and Above CLIN as it relates to Vehicle

Abuse/Accidents, will not be necessary and is therefore removing it from the RFP. Please see the changes in updated PWS. Reference 1.1.3. Allied Trade/Corrosion Control.
