FA8501‐14‐R‐0003‐ SUBMITTED QUESTIONS AND ANSWERS

25 Nov 2014

Reference: Section M, Evaluation Factors for Award, Para. 2.1.C, Past Performance Factor

Question: The relevancy rating for past performance contracts is overly restrictive and appears to limit the competition to favor the incumbent contractor and to exclude qualified small businesses who have similar and relevant type contracts. Many small businesses have the capability and past performance to perform this contract, but all of the criteria may not exist in a single contract. Furthermore, the restriction of only Air Force or DoD contracts for the highest rating are again very limiting. We recommend the following:

Remove the preference for Air Force and DoD contracts

For “Very Relevant”, reduce the number of vehicle maintenance to 500

For “Somewhat Relevant”, remove the vehicle maintenance number totally

ANSWER: The Government’s “relevancy rating for past performance” is exactly what it needs to be for this particular requirement. It is not meant to be overly restrictive and we are definitely not trying to limit competition in any way. The criteria in Section L and M is what represents the Government’s need for this particular mission‐essential requirement, therefore we will not be changing it at this time.

Reference: Section M, Evaluation Factors for Award, Para. 2.1.C, Past Performance Factor

Question: Based on the Relevancy evaluation criteria for past performance is it possible for a contractor who receives a Somewhat Relevant confidence rating but has Exceptional performance/performance ratings of those contracts provided and found in PPIRs as reviewed by the Government to receive a

Substantial Confidence Rating since performance record is stated and assessed for this rating? Also couldn’t it be possible that a contractor who receives a Very Relevant on their past performance based on the criteria provided in Section M but has satisfactory or possibly less than satisfactory performance for those contracts and as found in PPIRs receive a Satisfactory Confidence Rating? Please Clarify

Also please provide the percentage or weight given by the evaluation team to both Relevancy and

Performance criteria that then becomes the overall Confidence Rating (Substantial Confidence, Satisfactory Confidence etc.).

ANSWER: This is a question about a hypothetical situation. We cannot fairly answer a hypothetical question of this nature to such a degree that it would prove helpful to any potential offeror. Also, there is no “percentage or weight” to the overall Confidence ratings assigned. Section L and M clearly state the method in which all past performance is reviewed.
