9 Dec 2014
Reference: Section M, Evaluation Factors for Award, Para. 2.1.C, Past Performance Factor
Paragraph 1, sentence 6: For purposes of this evaluation, recency is defined as active or completed efforts performed within the past three (3) years from the issuance date of this solicitation.
Question: Given the presolicitation occurred in Jan 2014 and the incumbent was extended via
J&A to July 2015, would the government consider altering the definition of recency to “is defined as active or completed efforts performed within the past three (3) years from the issuance date of the presolicitation.”
Answer: As you’ve already noted, Section M says recency is defined as active or completed efforts performed within the past 3 years from the issuance of this solicitation, not the synopsis. I’m sorry, but we will not be changing the relevancy definition.
