FA8501‐14‐R‐0003‐ SUBMITTED QUESTIONS AND ANSWERS
18 Nov 2014
1. REFERENCE RFP, Section L, page 98, E. Volume III – Small Business Concern Utilization Plan
QUESTION If the offeror is a Small Business, are they required to submit a Small
Business Concern Utilization Plan? Will a statement affirming that the offeror is a Small Business suffice in place of Volume III?
ANSWER: Yes. Section L says the following: Additionally, if the offeror/joint venture member is a small business concern, it should include the work it will be performing when calculating the goals for your Small Business Concern Utilization information.
2. REFERENCE RFP, Section L, page 98, F. Volume IV – Past Performance
ISSUE Number of Past Performance contracts that can be submitted
QUESTION Can the Government please clarify the limit on Past Performance contracts an offeror can submit? It’s our understanding that a prime offeror may submit three (3) contracts and a critical subcontractor performing more than 30% of the work may also submit three (3) contracts, allowing for a total of six (6) contracts an offeror may submit? Is this correct?
ANSWER: Correct
3. REFERENCE RFP, Section L, page 95
ISSUE Under Section L of the RFP, the instructions pertaining to submission state that “offerors are requested to submit Volume IV, Present/Past Performance Information, so that it is received ten
(10) calendar days prior to the required due date for proposals. Failure to submit Volume IV by the earlier date will not result in offeror disqualification.”
QUESTION Being that the instructions state that while Present/Past Performance
Information is requested to be received ten (10) calendar days prior to the due date, but the offeror will not be disqualified if not received ten (10) days in advance, would submitting Volume IV – Past
Performance with the rest of the proposal on the final submission date of 16 December 2014 in any way impact the evaluation of an offeror’s proposal?
ANSWER: We’re asking all offerors to send in the Past Performance Volume 10 days in advance because of the large amount of time required to go through all the volumes of performance information, but no, submitting the past performance info with the rest of the offeror’s proposal would not impact the offeror in any way.
4. REFERENCE RFP, Section L, page 96, C. Volume I – Completed RFP and Clauses
ISSUE Sections to be submitted
QUESTION For the Volume I submission, can the Government please clarify if it is their intention for offerors to submit the entire RFP with all “fill‐in” information completed, or does the
Government only intend for offerors to submit those sections requiring completion (i.e. Section B –
Schedule of Supplies or Services and Prices/Costs; Section I – Contract Clauses; and Section K –
Representations, Certifications and Other Statements of Offerors)?
ANSWER: The entire RFP should be returned, but to note again, pricing should be filled out within
Attachment 6, not Section B.
