About this file
This file contains government responses to an RFI (Request for Information) for a steam boiler replacement project at Building 1515, Hill Air Force Base. The responses address 44 contractor questions spanning technical scope, scheduling, evaluation criteria, CUI (Controlled Unclassified Information) compliance, and administrative requirements. Key clarifications include: the bid date has been extended to accommodate RFI responses; the award will use Best Value Trade-Off methodology (not LPTA); the superintendent and Site Safety and Health Officer (SSHO) must visit the site daily during construction but may be assigned to other projects during non-construction periods; all four phases of the boiler replacement will be available for simultaneous construction when steam is shut off, rather than sequential phasing; gas lines and meters already exist at each phase, with contractors responsible for determining if meters are sufficient; new boiler controls must integrate with existing DDC and EMCS systems; and only one concept design package is expected with proposal submissions. The government clarified that CUI document markings in the bid package have been updated with correct designations, addressing multiple CMMC-related questions about document access, storage, transmission, and disposal. Technical responses confirm that contractors may use key subcontractor experience to satisfy the 10-year experience and three completed project requirements; the order of precedence is Specifications, design drawings, then SOW/RFP; contractors should refer to as-built drawings for existing heat exchanger capacity and design parameters; removed equipment becomes contractor property; existing breeching may be reused for venting with wall (not roof) penetration preferred; and as-built electrical drawings have been provided. The government indicated that contracting will provide an updated schedule with revised award dates, as the originally anticipated September 30, 2026 award date has passed, and will respond to a request for extended Q&A time.

1. As the government is accepting questions through 5 October 2026 and the bids are due (with design concepts and proposals) by 19 October 2026, will the government please extend the bid date? This will provide ample time for the government to review and respond to RFI's and release back to contractors, contractors to review and implement those responses into their proposals and conceptual designs and submit their finished proposals to the government. Bid Date is extended.
1. The solicitation now reads that the awarding terms of this contract will be LPTA (lowest price technically acceptable). The SOW section 4, paragraphs 4.1 and 4.2 state that it will be a BVTO (best value trade-off). These are vastly different awarding methods. Will the government please amend and clarify what the award will be based on? This will be Best Value Trade-Off
1. Please confirm that a full-time superintendent will be required on this project and must be onsite at all times and cannot be assigned any other projects? The superintendent should visit the site at least once on every day whenever work is being performed. They may be assigned to other projects during non-construction times. They must be able to be contacted during working hours.
1. Please confirm that a full-time SSHO will be required on this project and must be onsite at all times and cannot be assigned any other projects? The SSHO should visit the site at least once on every day whenever work is being performed. They may be assigned to other projects during non-construction times. They must be able to be contacted during working hours.
1. Please confirm if dual-hatting will be allowed for construction project management? The QCM and PM or Superintendent shall not be the same individual. Other roles may be “dual-hatted.”
1. The SOW states in section 1.2 that "building 1515 is divided into four phases, and each phase has it's own steam-water exchange system." Please confirm if the government intends for this project to be phased where the contractor will demo and replace each boiler at separate times and cannot all be done at once? All 4 phases will be available for construction when the steam is shut off. Phasing for each mechanical room is not intended.
1. The SOW states in section 1.2.3 that the new intended system is gas fired. Please confirm that the needed gas main lines are already existing in the mechanical rooms and the contractor would just be installing branch piping as needed to as stated in section 1.2.5 "installation of required natural gas piping...for a complete hot water heating system"? Gas lines and meters exist at each phase. Site visit should have provided information about the supply and meters. Contractor is to determine if meter is sufficient for their intended equipment to be installed.
1. Please confirm that the new boiler system will require new controls and must integrate into the existing DDC and EMCS per SOW section 1.2.6? Confirmed

Please confirm that this area will be opened for contractors including the specific mechanical rooms and will not require any escorting at all? Mechanical rooms are in a controlled area. Going through the gate will just require ringing the bell, telling the security person what job you are working, and they will open the gate.
1. Please clarify the order of precedence among the solicitation/RFP, SOW, concept drawings, basis-of-design documents, Government-furnished information, performance specifications, and approved final design. If conflicts exist among these documents, which document governs the Contractor's design and contractual obligations? Specifications>design drawings>SOW/RFP. Contractor shall submit RFI for any conflicts found
1. Please confirm that the Government will provide the existing heat exchanger capacity for Mechanical Rooms 2, 3, and 4 as part of the solicitation and identify whether the capacity information will include both design/output capacity and the applicable steam-side/hot-water-side design conditions. Refer to as-built drawings and information available at site-visit
1. Please confirm that the solicitation will provide the design steam pressure/temperature, hot-water supply and return temperatures, and design flow for each of Mechanical Rooms 2, 3, and 4. If any of these parameters are to be developed by the Contractor, please identify which parameters are Contractor-developed versus Government-furnished. Refer to as-built drawings and information available at site-visit
1. Please confirm that the required three-boiler arrangement is based on each boiler being approximately 50% of the required firm heating capacity, such that two boilers operating provide 100% of the required design capacity and the third boiler provides N+1 redundancy. Please also confirm whether the 50% sizing is based on the Government's existing installed heat-exchanger capacity or a Contractor-developed calculated building load. Refer to SOW 1.2.4
1. Please provide the defined hot-water piping replacement limit for each mechanical room. If the exact limit cannot be established before award, please provide a Government-specified quantity, unit price, or allowance so all offerors can carry comparable scope and pricing. There is no limit defined. Depends on the contractor’s proposed concept design. The Government’s intent is to integrate new boiler system with existing
1. Please confirm whether exterior steam and condensate distribution piping, buried piping, manholes, valve pits, and associated abandonment are within the Contractor's scope. If they are outside the scope, please identify the exact scope boundary. Please also confirm whether abandonment in place is permitted. Demolition outside of the mechanical rooms is not in the SOW.
1. Please provide the required flushing, chemical treatment, water-quality, pressure-testing, and recommissioning requirements for existing heating hot-water piping that remains in service, including the applicable specification or standard and responsibility for providing treatment chemicals. No flushing of existing piping is included in scope. Provide chemical treatment per manufacturer.
1. Please confirm whether removed equipment becomes Government property requiring turnover, or whether the Contractor may dispose of removed equipment and retain salvage value. If turnover is required, please identify the designated storage/turnover location. Contractor to dispose of removed equipment
1. Please identify the specific reason the Government requires separation between the boiler loop and the building heating-water loop. Please also provide the required supply/return temperatures and design flow on each side of the exchanger, as these parameters directly affect boiler selection, efficiency, pump sizing, and exchanger selection. Not sure what separation is meant. Is this referencing the primary/secondary configuration? That is the intent of the Government based Government’s current knowledge. Contractor’s proposal should incorporate expertise and will be technically evaluated for best value to the Government.
1. Please identify the Government's intended venting/combustion-flue approach for each mechanical room, including allowable termination locations and whether existing chimneys/breeching may be reused. Please confirm whether roof/wall penetrations, structural modifications, flashing, roofing, and firestopping associated with the new venting are within the Contractor's scope. Existing breeching may be used. It is Government’s intent to vent out wall and not introduce new roof penetrations. Penetrations and all associated finishing work is contractor’s scope.
1. Please provide existing electrical panel schedules, available capacity, voltage/phase information, and available fault-current information for each mechanical room. Please confirm whether panel, feeder, disconnect, transformer, or service upgrades are included in the Contractor's scope if existing capacity is insufficient. As-built electrical drawings provided.
1. Please confirm if the Q&A time can be extended for one additional week? Contracting to answer
