1 INTRODUCTION

1.1 Purpose

The purpose of this project is to upgrade the existing heating infrastructure at building 1515. The objective is to transition from the current steam heat exchanger system to a more efficient, decentralized gas-fired hot water boiler system. This will improve energy efficiency, system reliability, and reduce overall maintenance requirements.

1.2 Scope

The Contractor shall provide all labor, materials, equipment, transportation, and supervision necessary to design and construct the replacement heating system. Building 1515 is divided into four phases, and each phase has it’s own steam-water exchange system. The Contractor shall field verify all existing site conditions and dimensions prior to beginning any work and shall be responsible for all work and materials including those furnished by the subcontractors. All work, materials and methods shall be in conformance with the codes, ordinances and regulations of all government agencies having jurisdiction at the project location. The core scope of work includes:

1.2.1 Design and Engineering: Complete design and engineering services (mechanical, electrical, controls), to include preparation of all drawings, calcultaions, specifications, equipment schedules, and coordination documents.

Design shall comply with all applicable codes, standards and owner requirements.

1.2.2 Demolition: Disconnect and discontinue the use of the steam and condensate system. Safe removal and disposal of the entire steam exchange system, including existing steam heat exchangers, associated steam piping, controls, and any other associated equipment within each of the mechanical rooms.

1.2.3 Boiler Equipment Specification: Design and install new high-efficiency, gas-fired hot water boilers. The Government's preferred baseline equipment is the RBI Futera III (or approved equivalent). Boiler pumps: Patterson Vertical Inline, Closed Couple (or approved equivalent). Hot Water Buffer Tank: Niles Steel Tank Hydraulic Separator (or approved equivalent).

1.2.4 Boiler Equipment Sizing: The cumulative heating capacity of the new boiler system must closely match the current capacity of the existing steam heat exchangers to ensure the facility's heating demands are fully met. Size (3) boilers for N+1 redundancy- Each boiler sized for 50% of the total heating load. Size (3) boilers for partial redundancy – each boiler sized for 1/3 of the current existing capacity. Contractor may also propose a different capacity ratio of boilers if they wish to propose a different system, for example, 40%-40%-20% boiler capacity to match current steam capacity.

1.2.5 Installation: Installation of required natural gas piping, venting, hydronic piping, pumps, tanks, valves, etc. for a complete hot water heating system. Integrate the boilers with the existing heating water system in a primary/ secondary configuration with the use of a 4-port hot water buffer tank as the cross-over bridge. Provide a boiler pump with each boiler and establish flowrates for a 25 F temperature differential. Setup boiler factory controls for header temperature control on the buffer tank with a master/member configuration. Each boiler will start/stop the associated boiler pump.

1.2.6 Controls Integration: Integration of the new boiler system into the facility’s existing Direct Digital Control (DDC) / Energy Management Control System (EMCS). All boiler controls, burner management systems, and auxiliary control panels shall be natively BACnet compatible (utilizing BACnet/IP or BACnet MS/TP protocols). The contractor shall ensure full mapping of all critical monitoring points, alarm points, and control commands to the primary base-wide control system without requiring proprietary third-party gateways.

1.2.7 Commissioning: Testing, adjusting, and balancing (TAB) of the newly installed hydronic system. Full commissioning services on new boilers, pumps, and system integration in accordance with ASHRAE guidelines, NEBB, and owner specified protocols. Commissioning plan, functional performance testing, issue resolution, and final commissioning report.

1.2.8 Equipment Startup Services: Manufacturer-recommended startup procedures for the boilers and boiler pumps. Coordination with factory representatives.

Provision of startup reports and documentation.

2 DESCRIPTION OF WORK/OBJECTIVES/SERVICES

The present method for heating building 1515 currently uses base generated steam. This system is aged and inefficient, presenting the opportunity for significant financial and environmental savings if the heat supply for building 1515 were replaced with a modern boiler system consisting of low nitrous oxide boilers which meet air quality standards.

3 PROPOSAL REQUIREMENT

3.1 Preliminary Design

As part of the solicitation process, all offerors must submit a Preliminary Design with their proposal. This preliminary design shall include:

• Proposed boiler selection confirming the use of the RBI Futera III (or approved technical equivalent), indicating make, model, efficiency rating, and capacity demonstrating how the system matches the existing heating capacity.
