About this file

This file is a Questions and Answers (Q&A) document related to federal contract solicitation FA822226Q3345 for steam boiler replacement at Hill Air Force Base. The document addresses contractor inquiries regarding the availability and status of as-built drawings and facility documentation needed for the project scope.

Key clarifications provided include: (1) electrical as-built drawings will be provided to the extent available, though only mechanical as-builts were initially included; (2) electrical panel schedules and panel location drawings will be provided as available; (3) no updated mechanical drawings reflecting recent boiler modifications have been located by the government, specifically regarding the replacement of one steam boiler with a steam line connection from the central plant with a converter; (4) no additional as-built drawings documenting modifications to steam lines in boiler rooms beyond those already provided are available; and (5) humidifiers previously served by steam lines no longer require steam as they have been replaced with stand-alone units. These responses indicate that the government has limited updated documentation available and contractors should plan accordingly when preparing proposals for the heating infrastructure upgrade project transitioning from the existing steam heat exchanger system to a decentralized gas-fired hot water boiler system in building 1515.

Text version

1. Per previous Q&A # 38. It was requested to be provided as-built drawings for each discipline. It appears that only the mechanical as-builts drawings were provided. Is this to say there are no electrical as-builts available? Or if they are available, can they be provided? Available electrical drawings will be provided

1. Per previous Q&A # 61. It was requested to understand the spare capacity in the electrical panels being used for this project and requesting those panel schedules. After reviewing the documents, I could not locate the panel schedules or drawings identifying the location of the panels. Can these schedules and locations be provided? Available electrical drawings will be provided

1. Does the government have any updated mechanical drawings with the latest changes recorded? One of the steam boilers has been replaced with a steam line from the central plant with a converter. No other drawings found

1. As there is evidence that possibly at least one of the stated boiler rooms has received modifications to the steam lines that are not shown on the as-built drawings, does the government have other as-builts showing these updates and changes? No other drawings found

1. The steam flow diagram shows a steam line runout to serve humidifiers. Have these humidifiers been replaced with stand-alone humidifiers or do they still need steam? No steam is used for humidification
