About this file

This is a Limited Inspection Report for Asbestos and Lead-Based Paint prepared by the Department of the Air Force, 75th Civil Engineering (CEOHA) at Hill Air Force Base, Utah. The inspection was conducted on August 4, 2026, by certified inspector Kyle Daly and is valid for three years from the inspection date. The scope of work involves the removal of steam lines in east mechanical rooms at Facility 1515, constructed in 1988, with Work Task/Capital Project #18773888. The inspection was requested by Brian Bailey from Organization 309 SWEG on July 7, 2026.

The asbestos inspection found no regulated asbestos-containing materials (RACM) or friable asbestos-containing materials. Testing of 39 samples representing 13 suspect materials—including thermal system pipe insulation, pipe fittings, lagging insulation, tanks, sprayed-on fire proofing, wall packing, fire caulking, and drywall joint compound—yielded none-detected results across multiple mechanical room locations. The lead-based paint inspection identified six components with positive lead readings exceeding federal thresholds: five metal T-pipes and one valve handle in Phase 1 and Phase 2 mechanical rooms with readings ranging from 0.65 to 1.07 mg/cm². All tested components should be segregated or abated prior to removal, with composite TCLP testing required before disposal. The report emphasizes that all quantities are estimates and should not be used for bidding purposes. Contractors must contact the Asbestos/LBP Shop supervisor Taylor Brimberry (DSN 801-586-7094) with any questions or if additional suspect materials are encountered.

FRIABILITY QUANTITY

Remove steam lines in east mechanical rooms. Statement of Work:

Category I Non-Friable ACM: Asbestos-containing packings, gaskets, resilient floor coverings, or asphalt roofing products containing more than 1% asbestos as determined by using the method specified in 40 CFR Part 763, Subpart E, Appendix E, Section 1, Polarized Light Microscopy (PLM).

LIMITED ASBESTOS INSPECTION REPORT INFORMATION

RACM: Regulated Asbestos-Containing Material (RACM)" means friable ACM, Category I non-friable ACM that has become friable, Category I non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or Category II non-friable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by the forces expected to act on the material in the course of demolition or renovation project operations.

*Per UDAQ definition.

Category II Non-Friable ACM: Any material, excluding Category I non- friable ACM, containing more than 1% asbestos as determined by using the methods specified in 40 CFR Part 763, Subpart E, Appendix E, Section 1, Polarized Light Microscopy (PLM) that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.

Locations found: Locations of building materials as described in this report indicate where they were found, but do not necessarily mean that these are the only locations where these materials may be encountered during the project.

The following is a list of the "Suspect Materials" that were sampled as part of this inspection:

Sample Location

Per EPA requirements, all materials analyzed as containing ≤10% asbestos are point counted utilizing EPA method 600/R-93/116 this information is summarized in Table 2.

MATERIAL TYPE

Per Hill AFB requirements, all materials containing any detectable amount of asbestos shall be handled as Asbestos Containing Material (ACM). Table 2 shows the summary of materials containing ≤1% that were identified via "Point Counting". Per EPA/UDAQ

≤1% is not considered to be an asbestos containing material, but special handling/packaging requirements are necessary per OSHA 29CFR 1926.1101 and 29CFR

LIMITED LEAD-BASED PAINT IDENTIFICATION REPORT INFORMATION

Table 1.

2-The condition column is the condition only of the painted/coated component (See final page for all readings/samples).

3-The U.S. Department of Housing and Urban Development defines Lead-based paint as any paint, varnish, stain, or other applied coating that has 1 mg/cm² as measured by an X-ray Fluorescence (XRF) Analyzer or laboratory analysis or 0.5 percent by weight (5,000 µg/g by dry weight) by laboratory analysis, or more of lead.

All other components tested were less than 0.80 mg/cm².

4-Any effort to disturb lead paint can create lead dust. Ensure that appropriate abatement, cleanup, and disposal will be accomplished and that appropriate safety measures are taken IAW 29 CFR 1926.62. If you have any questions concerning this report, contact the Asbestos/LBP Shop: Taylor Brimberry at 586-7094.
