About this file
This document is a Special Provisions section of Tinker Air Force Base (TAFB) General Requirements establishing contractor obligations and operational procedures for work performed on the base.
The document specifies that contractors must coordinate all airfield activities with the Contracting Officer and Chief of Airfield Management (CAM) prior to commencing work. Key operational requirements include: maintaining sufficient pumps to dewater excavated areas immediately; adhering to designated haul routes; keeping all runways, taxiways, and aprons open unless otherwise directed; limiting construction vehicle heights to 12 feet above surface; and prohibiting equipment or personnel within 200 feet of runways without Tinker Control Tower permission. For projects exceeding seven days, all contractor personnel operating equipment in the aircraft movement area or on aircraft-parking ramps must complete flight line driver training and possess portable radios for Ground Control communication. Contractors requiring airfield authorization passes must coordinate with the Contracting Officer prior to work commencement. Traffic control in automobile movement areas must comply with the Manual on Uniform Traffic Control Devices for Streets and Highways, with all associated costs borne by the contractor as incidentals. Road closure restrictions limit blocking to one lane on two-lane roads and require maintaining at least two lanes open on four-lane roads, with three lanes during rush hour. Waste materials removed become contractor property and must be disposed of off-base at the contractor's expense. A negotiable winter recess between December 1 and March 1 may be implemented as a no-cost contract modification extending the delivery order completion date accordingly.
