About this file

This is a technical specification section for excavation, embankment, and subgrade preparation for roadways and parking lots at Tafb, dated April 2019.

The specification establishes requirements for contractor-performed earthwork operations including excavation, material classification, fill placement, compaction, and finishing. Satisfactory materials are classified per ASTM D 2487 as GW, GP, SW, SP types or local excavated borrow materials, while unsatisfactory materials (PT, OH, MH, CH, OL classifications) must be removed and disposed of in designated waste areas. All excavation is designated as unclassified, with blasting prohibited. The contractor must achieve minimum 95 percent laboratory maximum density compaction for both cohesive and cohesionless materials in backfill, embankments, and subgrades using approved equipment such as sheepsfoot rollers, pneumatic-tired rollers, steel-wheeled rollers, or vibratory compactors. Subgrade elevation tolerances are limited to 0.05 foot variance from established grades. Testing requirements include minimum density testing per ASTM D 2922 at specified intervals (one test per 10,000 square feet for machine-compacted fills, one per 1,000 square feet for hand-compacted areas, and one per 500 linear feet for road embankments), with all laboratory and field test reports submitted within 24 hours of completion. Testing is the contractor's responsibility at no additional government cost, and certifications must be provided by a registered professional civil engineer. Material gradation testing must be performed per ASTM D 422 at one test per 500 cubic yards of stockpiled or source material.
