About this file

This is a Request for Information (RFI) document issued on April 22, 2026, for solicitation FA8137-26-R-0018 covering roof replacement and repair projects at multiple buildings (WWYK090020, WWYK090032, WWYK240001).

The RFI addresses questions and government responses regarding three separate construction packages: WWYK090020 for Buildings 1049 and 7038 (replace multiple roofs on CLIN 0001); WWYK090032 for Building 414 (repair roof with design costs on CLIN 0002AA and repair costs on CLIN 0002AB); and WWYK240001 for Building 6601 (replace roof with design costs on CLIN 0003AA and repair costs on CLIN 0003AB). Each CLIN has its own contractor deliverables package specific to that building only. All four buildings will remain occupied during concurrent construction, requiring each CLIN to maintain full construction crews. The contract requires mechanical seam metal panel systems for B1049, elastomeric coating for B7038, EPDM roofing with polyisocyanurate insulation (R-value 25, 1/4-inch slope minimum) for B414 and B6601, and removal of existing wood blocking and rigid insulation. For B6601 specifically, contractors must remove and reinstall R-22 condensing units, modify furnace vent systems per NFPA 54 standards, provide new ducted combustion air paths, modify existing HVAC equipment, replace soffit vents with hardware cloth mesh, remove and reinstall lightning detection systems and exterior loudspeakers (with pre and post-testing), address asbestos abatement requirements, and include unit pricing for wood decking repairs. The government provided a 35% design level; contractors are only required to provide working documents per SOW section 3.5 unless further design development is needed for constructability.

WWYK090020, 090032, 240001 22 April 2026 Solicitation FA8137-26-R-0018

General RFIs

1. Please confirm that each bid package, including the associated drawing set, Statement of Work (SOW), and forthcoming specification sections, is specific only to the building(s) identified within that individual package and is not intended to be all-encompassing or applicable to other buildings included in this Task Order. For example, please confirm that the drawing package, SOW, and forthcoming specifications associated with WWYK090032 – B414 apply solely to Building 414 and are not applicable to WWYK090020 – B1049 & B7038 or WWYK240001 – B6601 Correct, each CLIN will have its own Contractors CD. - PM

2. Will all buildings remain occupied during construction? Yes - PM

3. The GOV stated that all four buildings needed to be performed concurrently. Yes, Concurrently.

Meaning all 4 roofs will be replaced simultaneously, rather than one after the other.

4. Please understands that the assigned Superintendent will be running between all four buildings. As such, when the Superintendent is at one building, he won’t be at the other buildings. UNACEPTABLE - PM , 3 actual bids, 1 of those to include 2 separate roofs. 1 superintendent to oversee the CLIN containing 2 separate roofs will be for PZ to decide. I would recommend a Superintendent with an Assistant Superintendent (for the lessor complex project) for the CLIN containing 2 roofs. - PM Having four full-time Superintendents is cost-prohibitive. Each CLIN will need full construction crews in order for them to be completed concurrently. – PM If you are planning on having a superintendent running back and forth, there would be a good chance that you will have one crew trying to do the same. – PM Therefore, please confirm that only one full-time Superintendent is required for this project. Per the CO during the Pre-Bid Site Visit, each CLIN to be fully manned/crewed or the KTR should not bid. NON-CONCURRANCE - PM

5. Please confirm that there are no design or engineering services required on this contract. Per SOW section 3.5, if the contractor requires further design development, contractor shall provide design documents to the level required for their constructability. - PM

6. The CLIN schedule issued with the solicitation on 04.17.26 has a few line items that we don’t understand.

a. CLIN 0001: states “replace multiple roofs”. Is this a total sum of all line items? If not, what costs go on CLIN 0001? No, it is not the total cost of all line items. CLIN 0001 is associated with WWYK090020 Replace Multiple Roofs project, specifically B1049 and B7038. All costs associated with WWYK090020 go on CLIN 0001. WWYK090020 does not have a design CLIN.

b. CLIN0002AA: states “design costs”. What design services are required for this project? There are drawings and specifications provided by the GOV. We understand there are some shop drawings and calculations, but we don’t see any need for an A/E firm to support design or engineering services. Please clarify. Contractor is only required to provide the working documents as indicated in section 3.5. However, if the contractor requires further design development, contractor shall provide design documents to the level required for their constructability. – PM

c. CLIN 0002 appears to be the same as CLIN 0002AB. Please clarify if CLIN 0002 is the total sum of CLIN 0002AA and 0002AB. If not, please clarify what, if anything, goes in CLIN 0002 versus CLIN 0002AB. CLIN 0002 is informational, there is no quantity on CLIN 0002 and shall not have any costs applied. CLIN 0002AA is the design costs CLIN for WWYK090032 Repair Roof Bldg. 414 project and shall have design costs. CLIN 0002AB for WWYK090032 Repair Roof Bldg. 414 project is the repair costs CLIN and shall have repair costs.

d. CLIN 0003AA: again, states, “design costs”. - PM

e. CLIN 0003 appears to be the same as CLIN 0003AB. Please clarify if CLIN 0003 is the total sum of CLIN 0003AA and 0003AB. If not, please clarify what, if anything, goes in CLIN 0003 versus CLIN 0003AB. CLIN 0003 is informational, there is no quantity on CLIN 0003 and shall not have any costs applied. CLIN 0003AA is the design costs CLIN for WWYK240001 Replace Roof B6601 project and shall have design costs. CLIN 0003AB for WWYK240001 Replace Roof B6601 project is the repair costs CLIN and shall have repair costs.

WWYK090020 RFIs for B1049 and B7038

1. Please confirm that the existing roof at Building 7038 is suitable to receive the specified coating system following standard preparation, and that no widespread panel replacement or structural repair is required. Section 1.1 of the SOW states that “The Contractor shall perform a site investigation to verify existing conditions.” If the Contractor needs to perform further site investigation of the existing conditions, they can schedule a time to visit the location. (A.A)

2. In review of B1049, we couldn’t find access above the hard lid ceilings to observe the existing exhaust fan that is to be removed. Please provide pictures of description of how access is to be provided to the existing exhaust fan. Which Exhaust fan is this RFI regarding? - QAG

WWYK090020 B1049/B7038 SOW document, paragraph 3.5 states that Lightning Protection System Installation/Shop Drawings are required, but there doesn’t appear to be any requirement in the SOW, paragraph 4, or the drawings, that indicate new Lightning Protection requirements. Please clarify and confirm the LP requirements. Government Response: There is no lightning protection on buildings 1049 and 7038. MBT PM – SOW revised.

3. B7038 has a new elastomeric coating sprayed on to the roof (two coats). Can the GOV provide a maximum allowed wind speed for spraying so Contractors understand what would be considered a weather delay day and what would not be considered a weather delay? The Government cannot provide a maximum allowable wind speed for spraying the elastomeric coating. Determining appropriate weather conditions, including acceptable wind speeds, for application of the coating is a contractor responsibility. Contractors are expected to follow the coating manufacturer’s published requirements, industry standards, and their own means-and-methods to determine when conditions are suitable for spraying. (A.A)

4. Building 1049 has three exhaust fans mounted on top of existing ridge cap, Just to clarify, will these stay at existing locations or move? Detail 3 on DT101 shows different curb build/design and no notes stating for existing exhaust fans to be removed and re-located for new metal roof.

SOW states to disconnect, protect, and reinstall all existing HVAC equipment as required to remove and replace the roofs. – QAG

5. Please confirm whether As-Built roof plans are available for Buildings 1049 and 7038. While As- Built drawings were included in the SAM.gov posting, roof plans for these buildings were not identified. Please provide them if available. Please see attachment 2 for the as-builds. – PM

6. Please confirm the existing roof deck substrate type on Building 1049. Is the existing deck metal, wood, or another material? This information is critical for determining the correct fastener type, spacing, and attachment method for the new standing seam roof system, and to assess whether any structural reinforcement or deck repairs will be necessary as part of the roof replacement. Section 1.1 of the SOW states that “The Contractor shall perform a site investigation to verify existing conditions.” If the Contractor needs to perform further site investigation of the existing conditions, they can schedule a time to visit the location. (A.A)

7. The SOW requires the existing metal panel roof on Building 7038 to be power-washed and cleaned prior to coating application, but it does not state whether a formal moisture survey (e.g., infrared thermography or core cuts) is required. Given that the existing roof is metal panel and not a moisture-absorbing membrane system, please confirm whether visual inspection and verification of dryness after surface prep is sufficient, or if a formal moisture survey is still required to validate suitability for coating application. Provide infrared thermography or core cuts as required by the manufacturer to receive warranty. Contractor is to make sure that surface preparation is completed to manufacturer’s specifications and provide adequate documentation to the Government that these specifications have been followed. (A.A)

8. The SOW specifies installation of a trapezoidal standing seam metal panel system on B1049. Please confirm whether a mechanically seamed panel is required, or if a snap-lock system is acceptable provided it meets all required performance standards, including FM 1-90 wind uplift and UL Class 90 ratings. The government will require a mechanical seam panel system. (A.A)

9. During the site visit, an LPS system was not identified. The SOW references submission of lightning protection shop drawings but does not indicate if any existing lightning protection systems were present or need to be reinstalled, replaced, or certified. Please confirm if either B1049 or B7038 currently has an existing lightning protection system and whether a new system is required, or if no work is necessary. Government Response: There is no lightning protection on buildings 1049 and 7038.

MBT - Project Manager to revise the SOW 3.5 WORKING DOCUMENTS omitting line (3) Lightning protection system installation/shop drawings. PM See Attachment 3 Revised SOW

10. Please confirm the type of existing metal roof panel profile on Building 7038 (e.g., R-panel, corrugated, trapezoidal standing seam, etc.). This information is necessary to ensure compatibility with the proposed two-component silicone coating system, including seam treatment, coating adhesion, and manufacturer warranty eligibility. Section 1.1 of the SOW states that “The Contractor shall perform a site investigation to verify existing conditions.” If the Contractor needs to perform further site investigation of the existing conditions, they can schedule a time to visit the location. (A.A)
