About this file
This is an Asbestos/Lead-Based Paint (LBP) Inspection Report prepared by 72 ABW/CEIE for Building 6601 at Tinker Air Force Base, dated June 10, 2024. The inspection was conducted for the "Replace Roof" project (WWYK240001) on a 1942-constructed facility. Civil Engineering Inspectors Laura Duck and Michael Green extracted ten samples from various roof sections for laboratory analysis.
The inspection identified asbestos-containing materials (ACM) in the original flat, gravel roof system, including all flashing, with confirmed asbestos presence in gray and black roofing materials exceeding one percent asbestos content. Conversely, the black tar does not contain asbestos, and the roofing shingles on the angled roof sections tested negative for asbestos. Polarized Light Microscopy (PLM) analysis revealed asbestos percentages ranging from 6% to 10% chrysotile in ACM samples. The report notes all sampled materials exhibited significant damage from weathering. XRF analysis detected no lead-based paint. The primary recommendation calls for Class II asbestos abatement work on the flat gravel roofing materials, with mandatory compliance to Asbestos NESHAP demolition notification, practices, and procedures under 29 CFR 1926.1101. The report directs project personnel to contact CEIE at 72abw.ce.asbestos-lbp@us.af.mil for questions or if additional suspect materials are discovered during roof replacement work.

Visual Observations/Photos (if available)
• CEIE conducted an inspection of the roof at B 6601. The roof appeared antiquated and contained varying degrees of weather damage.
• CEIE could not confirm the date of construction of the angled roof sections, but they appeared to be additions to the original structure.
• Roof materials on the center structure (gravel/decking) and angled roofing materials were not homogeneous.

General Inspection Procedures:
• CEIE conducted a visual and physical inspection of the roof systems and extracted suspect samples for analysis.
• CEIE was unable to sample below the second layer of shingles located on the angled roof.
Condition:
Surfacing/Misc. Materials:
• Good Condition: Material with no visible damage or deterioration or showing only very limited damage or deterioration.
• Some Damage: Material crumbling, blistered, water-stained, gouged, marred, or abraded covering less than one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized).
• Significant Damage: Material crumbling, blistered, hanging from surface, deteriorated, adhesive failure, water-stained, gouged, marred, or abraded covering more than one tenth if the damage is evenly distributed (one quarter if the damage is localized).
Hazard:
• ACM = Asbestos Containing Material; defined by the EPA as any material containing more than 1 percent asbestos.
Friable:
• Friable = Material, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure, and includes previously nonfriable material that becomes damaged to the extent that it is now friable.
• NF = Nonfriable; Material, when dry may not be crumbled, pulverized, or reduced to powder by hand pressure.
Analysis/Results:
• PLM = Polarized Light Microscopy; Asbestos Present or Asbestos Not Present
• PACM = Presumed Asbestos Containing Material
Summary of ACMs:
• Gray and black roofing materials located on the flat roof of the bldg. contain greater than 1% asbestos. See PLM for specific percentages.
• The black roof tar does not contain asbestos.
• The gray and black shingles on the angled roof did not contain asbestos.
Summary of LBPs:
• XRF analysis did not detect LBP.
Page | 3
Conclusions:
• The original flat, gravel roof is asbestos containing. This includes all flashing.
• The black tar does not contain asbestos.
• The roofing shingles on the angled roofs did not contain asbestos and appeared to be different materials than what is installed on the flat roof.
Recommendations:
• Based on the information collected during this inspection, the following recommendations are offered. These recommendations are based on currently observed conditions of only asbestos containing materials and may have to be adjusted if emergency, or other factors alter the condition, use, or planned future.
• Class II asbestos abatement work of the flat gravel roofing materials.
• Follow all Demolition notification, practices, and procedures under Asbestos NESHAP, 29 CFR 1926.1101, as applicable.
• Contact CEIE at 72abw.ce.asbestos-lbp@us.af.mil for any questions and if additional suspect materials are discovered.
