About this file

This is a Statement of Work (SOW) for roof replacement and coating projects at Tinker Air Force Base, Oklahoma, issued May 22, 2025. The work encompasses replacement of the trapezoidal metal roof system on Building 1049 and installation of a two-component silicone coating system on Building 7038. The contract is identified as Project WWYK090020, Work Task 13010773, Revision 0.

The scope includes furnishing limited design services, materials, labor, equipment, testing services, quality control, and incidentals necessary to complete both roofing projects. For Building 1049, the contractor must remove the existing metal roof system, roof curbs, ridge vent, and associated flashings, then install a new 24-gauge trapezoidal standing seam metal roof panel system rated for 90 MPH wind speeds with UL Class 90 rating and water infiltration compliance per ASTM E 1646. The system must include new ridge vents, 18-gauge galvanized curb pan and flashing, and new 24-gauge PVDF-coated gutters, downspouts, ridge cap, and trim components. Metal panels require factory-applied PVF2 coating with 1 mil dry film thickness and Solar Reflectance Index of 78 or greater, with final color determined by the Base Architect. For Building 7038, surface preparation includes power-washing existing panels at minimum 2,000 psi without detergent, followed by installation of a two-component silicone coating (type B, tan color) applied at 20 wet mils per coat with base coat at 1.50 gallons per 100 square feet and white silicone topcoat at 1.50 gallons per 100 square feet with 30 pounds per 100 square feet of broadcast granules.

Key personnel requirements include a Project Manager with minimum ten years' experience in construction management roles, Quality Control Manager meeting specification 01 45 00.00 10 requirements, Site Safety and Health Officer meeting Level One or Two SSHO qualifications per EM 385-1-1, and a Project Superintendent with minimum five years' construction experience including two years as superintendent on commercial projects. The contractor must maintain a presence at the site during all work hours and provide daily progress reports. Construction occurs during normal duty hours (0700-1600 Monday-Friday) with utility outages as exceptions; work outside these hours to meet schedule is at no additional cost to the Government. Both facilities remain occupied throughout construction, and the contractor must coordinate procedures and material staging with the Government Project Manager and Using Agency. The contractor must submit a baseline construction schedule within ten days of Notice to Proceed in Network Analysis Schedule/Critical Path Method format with cost loading totaling 100 percent of contract value, reserving minimum 10 percent of contract cost for final acceptance with no progress payments against this final 10 percent until closeout items are submitted, punch list items resolved, and final inspection completed. Submittal deadlines include Health and Safety Plan (21 days), Material Submittals (14 days), Storm Water Pollution Prevention Plan (21 days), and outage requests (21 days).

The contractor must provide 30-year no dollar limit roof system materials and installation workmanship warranty for Building 1049's metal roof system, and 20-year no dollar limit warranty for Building 7038's coating system, both covering non-watertight conditions, moisture intrusion, splits, cracks, delamination, and excessive weathering due to defective materials or workmanship. The roof system installer warrants for two years that installation is free from defects in workmanship. All contractor personnel require AFMC Form 387 identification badges issued at Building 6611, Pass and ID, and must complete Foreign Object Debris awareness and prevention training. The contractor is responsible for site investigation to verify existing conditions using assessment techniques such as thermal imaging or UAS/drone usage as approved by Air Force guidance. Affirmative procurement requirements apply to EPA-designated roofing materials, USDA-designated biobased roof coatings, and Energy Star roof products, with completed Recovered Materials Determination Forms required if designated products cannot be used. An Environmental Management survey confirms no asbestos-containing materials, heavy metals, or lead-based paint concerns for the work areas.

Progress reports are used for computing payments, and for monitoring the progress against the Contractor’s baseline schedule.

The Contractor shall develop a progress report utilizing the ‘Reports’ feature of the scheduling software. Contractor developed reports shall provide the same information as AF Form 3065, Contract Progress Report. The progress report shall utilize the same work elements and schedule of values/cost loading data developed for the construction Schedule.

Contractor shall submit a draft version of the progress report to the CO and the COR for approval within ten (10) calendar days after the NTP is issued (with the Baseline Schedule).

After approval, the Contractor shall submit progress reports weekly, or as directed by the CO, throughout the life of the Order. For each progress report, the Contractor shall include the following:

(1) Percentage of work completed for each work element during the reporting period.

(2) Cumulative percentage of work completed for each work element to date.

(3) Cumulative percentage of work completed for all work elements (percent of Order completion).

(4) Scheduled cumulative percentage of work completed for all work elements, based on the baseline construction schedule (scheduled percent of Order completion).

Progress report’s will be reviewed by the Construction QA Inspector and/or the Project Manager, who will in turn provide a recommendation to the COR to approve/disapprove the progress report; approval of the Contractor’s progress report does not constitute acceptance of

22 May 25 Statement of Work - 13 of 25 WWYK090020 the work as being 100% in compliance with the Order requirements (i.e. project specifications, drawings, and this SOW).

In the event the Contractor's reported progress deviates from the baseline schedule, the CO may elect to hold progress meetings.

3.5 WORKING DOCUMENTS
