About this file
This document is a Government Response to Request for Information (RFI) #25(A) addressing technical compatibility issues with fire protection systems at Tinker Air Force Base. The RFI specifically concerns the Capsol LEDM C1D1 text sign's inability to directly interface with the Monaco MAPP-X control panel, which conflicts with the 2023 Tinker AFB Fire Protection Standards sections 1.9.6.4.1 and 1.9.6.5.3 requiring Monaco Enterprises systems. Firetrol also raised an additional concern that the CAPCON text sign's character height (1.2") does not meet NFPA 72 standards.
The government responded by indicating limited options for LED text signs in classified locations and proposed modifying fire protection standards to find compliant solutions. They suggested the LED text sign could be controlled by the Capsol Controller, which can monitor up to 12 input relays from the Monaco MAPP-X panel and trigger programmed messages. OESCO, the contractor, proposed two potential solutions: either dropping the Monaco requirement or removing text signs from C1D1 locations. Monaco Enterprises directly confirmed that integrating the text sign with the MAPP-X system is not possible at the current time.

GOVERNMENT RESPONSE TO RFI 25(A)
Contractors, Per RFI #25 dated 8/13/2025 and distributed on 9/25/25 -
As you can see below, the basis of design provided by the RFI response does not meet the requirements of the 2023 Tinker AFB Fire Protection Standards 1.9.6.4.1 and 1.9.6.5.3 requiring Monaco Enterprises systems.
GOVERNMENT RESPONSE:
1. The Capsol LEDM C1D1 text sign as a basis for design will not interface with the Monaco MAPP-X control panel.
Response - Direct interface between the LED Text Sign and the Monaco MAPP-X is not required. Using the Capsol LEDM C1D1 as a basis of design, the LED Text Signs would be controlled by the Capsol Controller. The controller can monitor up to 12 input relays from the Monaco MAPP-X panel that would be used to trigger any of the up to 12 programmed messages. The controller has a trouble monitor point that can be monitored by the Monaco MAPP-X panel. The dedicated monitor module from the Monaco MAPP-X will provide a point-to-point monitoring of the Capsol Controller.
Per the email below, you can see directly from Monaco Enterprises that the Capsol LEDM C1D1 text sign will not integrate with the Monaco MAPP-X System and does not meet the requirements of the RFP.
OESCO requests the government provides a solution that meets all governing code documents provided in the RFP for bidding proposes.
The solutions that OESCO sees is either to drop the Monaco requirement or remove the text signs in the C1D1 locations.
From Firetrol:
In response to the B2280 RFI Item 8
1. The Capsol LEDM C1D1 text sign as a basis for design will not interface with the Monaco MAPP-X control panel. Please see Email below from Monaco.
2. Based on NFPA 72 18.9.4.7 and accompanying table the CAPCON text signs character height is too small (1.2”)
GOVERNMENT RESPONSE:
Due to the limited options for providing a LED Text Sign within a Classified Location, the Tinker Air Force Base Fire Protection Standards have been modified to find UFC and NFPA code compliant solutions. This includes the mounting location of the LED Text Sign at each exit. The height of the LED Text Sign can be adjusted to meet NFPA 72 Table 18.9.4.7 for the size of lettering provided by the LED Text Sign.
From Monaco:
Regarding this text sign and using it with the MAAP-X, that is not possible at this time.
From Firetrol:
Is it possible to use this text sign on a Monaco MAPP-X control panel?
