4 Anti-Terrorism Force Protection (AT/FP) Design Narrative
This section provides AT design criteria to this facility and summarizes how the project will comply with the minimum standards. UFC 4-010-01 Minimum Antiterrorism
Standards for Buildings applies to this project. These standards apply to DoD components, to all DoD Inhabited Buildings and high occupancy family housing, and to all inhabited tenant buildings on DoD installations. Section 1-2.2.1 Major Investments triggers the minimum standards if the cost for the building renovation, modification, repairs, revitalizations, and restorations exceeds 50% of the replacement cost of the existing building.
The escalated estimated replacement cost for this facility is $82,406,582. The construction cost estimate is $2,571,062. The project does not exceed 50% of the escalated estimated replacement cost; therefore, the entire facility will not need to be brought up to ATFP standards.

8 Electrical
8.1 Design Approach
Providing power to support the new fire protection system.
8.2 General Design Parameters and Assumptions
IAW UFC 3-520-01, 3-2.7 (a) Power for Fire Protection Systems will be provided with a dedicated Fire Alarm/Fire Protection panelboard as the design approach will require more than one circuit and will be located within the Mechanical room area, where the
Service Entrance (SE) rated equipment is. There is an existing Cummins generator rated
188kVA/150kW/0.8PF, 480V/277, 3-PH located right outside the Mechanical room area.
There is an existing ASCO ATS rated 400A/3P located within the cage shop area within the Mechanical room as well. The existing ATS has two feeders: one is feeding an existing panelboard ‘HD8’ and another one is feeding high bay light fixtures per site observation. The existing panelboard ‘HD8’, is rated 225A MLO, 480Y/227V, 3-PH, 4-W.
Since there is an existing back-up power source, the dedicated Fire Alarm/Fire
Protection panelboard will be fed from existing panelboard ‘HD8’ IAW 3-520-01, 3-2.7
(d). The existing generator is adequate to serve additional fire suppression panels.
10 | August 6, 2025
Per Government direction (email dated 07/20/2022), the new dedicated fire alarm panel will be connected to the existing ‘Standby’ generator, and the existing generator is not required to be upgraded to ‘Emergency’. The direction received is as follows:
1. Primary power (Branch circuit): from the closest existing panel board which has enough capacity and space, and is backed up by generator IAW UFC 3-520-01
2. Secondary power (Rechargeable Batteries): capacity shall be sized IAW UFC 3-600-
01.
Per Government request, verification of existing feeders and overcurrent protection was identified as follows:
1. For overcurrent protection devices verification, due to not being able to de-energize the existing panel ‘HD8’, the finding for the HD8 cabinet within switchgear UID
#2280-SWG-38 is rated 200A based on its nameplate.
2. The overcurrent device at the generator to ATS cannot be verified nor are there shop drawings.
3. There are not any overcurrent devices within the ATS.
4. The existing conductors routed from generator to ATS is #4/0; therefore, given the assumption for the overcurrent device at the generator, is 225A for the
188kVA/480V/3PH rated Generator.
5. The existing conductors routed from existing cabinet ‘HD8’ from existing switchgear
UID#2280-SWR-38 to ATS is #4/0 when exiting the cabinet but changes at some point to become #3/0 when entering the ATS.
The existing conductors from ATS to existing panel ‘HD8’ is #3/0.
The basis of design for the new fire alarm panel load assumption will be as follows, and these loads are the worst-case scenario:
1. A Fire Alarm Control Panel or FMCU: 120V/1PH/32A, with 50A/1P circuit.
2. Booster Power Panel or NAC: 120V/1PH/6A
For Peak Demand Load analysis, based on the Generator Operation Log (Inspection
List) report, the peak demand load within the last twelve consecutive months was recorded with 103kW dated on 01/11/2022 from 08/2021 (2 August logs) until 06/2022.
8.3 Demolition
8.3.1 Power
All existing power connections to existing fire alarm control panels and associated booster power panels located at a variety of locations will be disconnected, including existing conductors/conduits back to panel sources. All un-used circuit breakers will be switched to ‘OFF’ position, and circuit index directory will be updated to indicate as
‘SPARE’. If circuit breakers are required to be removed, the circuit will be updated as
‘SPACE’.
August 6, 2025 | 11
The existing feeder from ATS to existing panel HD8 and from cabinet HD8 within existing switchgear to ATS will be disconnected and removed to accommodate the peak load analysis as shown on Peak Demand Load Analysis schedule, E-601.
8.3.2 Lighting
No scope in this project.
8.4 Construction
8.4.1 Power
Power for the new fire alarm equipment will be provided from a new 15kVA, 480V-
120/208V, 3-phase, 4-wire, 24-Pole, 18kIAC mini power-zone unit substation. The circuit breaker serving the fire alarm system panelboard (25A/3P) will be painted in red and provided with a locking provision as required per UFC 3-520-01, 3-2.7. A new power distribution system to the new fire alarm system from existing branch circuit panelboard
‘HD8’ will be provided. A locking provision will be provided on the circuit breaker serving the mini power-zone unit substation. New circuit breakers, conductors, and conduit will be provided for all electrical connections. As a result, an additional approximate 26A will be added to existing panel ‘HD8’ and to existing generator and switchgear UID #2280-
SWR-38 as shown on new panelboard ‘FA’
Based on the peak load assumption as indicated in paragraph 8.2 and peak load analysis as shown E-601, the updated demand load currently indicates approximately
220A. Therefore, the existing fuses within cabinet HD8 from existing switchgear UID
#2280-SWG-38 will be required to be updated to 225A fuses minimum. Since the existing Switchgear is outdated and for liability, the design includes a separate 400A disconnect switch with 225A fuses. The disconnect switch will tap to the existing switchgear buss and will be mounted on Unistrut at the rear of the switchgear section where the existing HD8 cabinet is located. A new feeder will be provided with minimum
#4/0 and will be connected to existing 400A ATS. The new feeder from busduct to the disconnect switch will not be more than 10-ft from the existing switchgear. The new disconnect switch will be located at a minimum 3-ft from the rear of the existing switchgear per manufacturer recommendation. The existing feeder from ATS to existing panelboard ‘HD8’ will be replaced with #4/0 minimum to accommodate the modified loads.
The additional split system provided for the new ELECTRICAL/FIRE PROTECTION room will be connected to existing panel ‘A-D’, which is located within the same area.
New overcurrent protection device, disconnecting means, conductors and conduits will be provided to serve the equipment.
As a result, there is an increase in load at existing panel ‘HD8’ to approximately 26A under this scope of work. The peak demand loads indicate the panel is currently reaching approximately 220A for 225A Main Lugs Only rated panelboards. The existing panelboard ‘A-D’ will service the new split system. This would result in the panel increasing to 11A approximately. Currently, the existing switchgear UID #2280-SWG-38 is outdated. The peak load analysis indicates the generator is reaching its maximum demand load capacity. Our recommendation to the Government is to consider an
12 | August 6, 2025 additional equipment study and replace them in the near future to support all new work within the building.
All fire alarm conduits, conduit fitting, and junction boxes will be factory painted in red per
TAFB Electrical Standard.
All un-used existing protective devices from existing panelboards will be removed and indicated as “SPARE”. All “SPARE” circuits will be switched to “OFF” position and indicated as “SPARE”. All circuit index directories within existing panelboards will be updated per specifications.
8.4.2 Lighting
Three new LED lighting fixtures and manual switch controls will be provided for the Fire
Alarm room IAW UFC 3-530-01.
8.5 Arc Flash Analysis
Arc Flash label requirements will be included in the design, per UFC 3-560-01, Figure 1-
10. The electrical distribution system is existing and maintenance records do not exist.
Per TSEWG, TP-15 Arc Flash Calculations, and Detailed Arc Flash Warning Labels, the existing circuit breakers cannot be verified for protection and cannot be included in an arc flash study. Since upstream existing circuit breakers cannot be credited to clear arcing faults for the purpose of an arc flash study, the requirement for the labels will be included per the guidance of the UFC and technical letter TP-15. However, the
Construction Contractor will be required to provide Final short fault circuit rating and arc-flash labeling prior to procuring the new distribution electrical equipment IAW TAFB
Electrical Standards, paragraph 1.2 (f) (1) thru (5).
9 Civil
There is no scope.
10 Fire Protection and Life Safety
