About this file

This document is a Request for Information (RFI) for Solicitation FA8137-25-R-0016, a renovation project at Tinker Air Force Base for the Department of the Air Force Materiel Command. The RFI addresses multiple pre-bid questions from potential contractors regarding project details, including design and construction phases, system warranties, and project scope. Key details include a 120-day anticipated design phase with design submittals at 35%, 65%, 95%, and 100% IFC levels, and a construction timeline that will vary by contractor. The project involves renovating the northeast area of Building 3, including HVAC modifications, lighting fixture relocations, electrical work, fire alarm and sprinkler system updates, and preparation for systems furniture installation.

The RFI clarifies that systems furniture will be installed under a separate contract, and the current project's solicitation due date has been extended to 12 May 2025. The government estimates the current renovation project by Koman will be completed by 18 July 2025, with the new contract's period of performance starting after area turnover. Contractors will be responsible for pre-construction and post-construction testing of fire alarm and mass notification systems, with a standard one-year warranty required for any altered or updated systems. The project involves specific requirements for systems furniture wall heights and locations across multiple areas of the building.

RFIs WWYK240149 25 Apr 2025 Solicitation FA8137-25-R-0016

1. Is this project tax exempt? If so, will the government provide a tax exempt form to the awarded contractor so that they may provide it to their subcontractors? This project is not tax exempt.

2. Was a solicitation document (SF1442) provided with the bid files? We can not locate the SF 1442. The SF 1442 has been uploaded to SAM.gov.

3. What is the duration of this project? See response to question #4 below.

4. Is there a specific duration for design phase and specific duration or construction phase? If yes, please provide those durations. It is anticipated that, based on 35%, 65%, 95%, 100% IFC design submittals, the overall design phase will incorporate 120 days (30 days / design submittal). The amount of time associated with construction may vary from one contractor to the next. Contractor’s proposals should reflect their most accurate anticipated/expected amount of time associated with construction. Project award will take into consideration the amount of time indicated for the construction phase in the contractors’ proposals.

5. The SOW document requires 35%, 65%, 95%, 100% IFC. Since this scope is relatively minimal, would the GOV consider fast-tracking straight to a 65% design package? It would be acceptable to start review at the 65% design level. With that the overall design phase would be 90 days total.

6. Will the current renovation project performed by Koman be completed prior to this contract/Contractor starting work? Please provide estimated completion date for the current project. Estimated completion date for current project is 18 July 2025. The PoP for this contract will not start until the area is turned over back to the Government.

7. If current work will not be completed prior to this contract commencing, how will access, work schedules, protection of existing/completed work, etc., be handled? Refer to response to #6.

8. Will the current lighting, electrical systems/equipment, HVAC equipment, fire alarm, and fire sprinkler systems be completed and fully tested prior to this Contract starting? Yes, any pre-testing requirements will be required under this contract.

9. How will the warranty of the completed work be handled with the new renovation work to these existing systems? Any systems that are altered/updated/revised as part of this project effort will require a standard one year warranty from the time of project completion.

10. What is the timeline for the completion of the existing Fire Mass System, in order to give a competitive bid?

It is anticipated that all work associated with the fire mass system, fire alarm system and fire suppression systems will be completed prior to 1 July 2025. Contractor’s proposals shall include any necessary work as outlined in the project documentation.

11. When will approved set of as-builts be available for review? As this is an ongoing construction project by Koman, there are no as-builts available from that renovation. Once a full set of approved as-builts are completed, they will be available by request at B400.

12. Since we will be installing devices into a new existing Fire Mass System, who will assume the warranty? Any work required associated with fire alarm/fire mass notification requires a pre-construction test and a post-construction test be conducted. It is the contractor's responsibility to ensure that a fully functional system is in place at the time of project completion. The contractor and their subcontractor/s will be responsible for providing a warranty for a period of one year from the date of completion of the project.

RFIs WWYK240149 25 Apr 2025 Solicitation FA8137-25-R-0016

13. On the concept drawings provided with the bid files, Area 4, Room 155A, shows a new office. There is an existing column that will be located in the middle of that office. Is it the GOV’s intent to have an office in that location with the column in the office? Based on the language in the SOW, it is unclear if an office is to be constructed in this locate. Yes, that is the intent of the government’s space planning group. It will be constructed from systems furniture under a separate contract.

14. Please confirm that Contractor is not responsible for providing or installing any systems furniture, demountable furniture, FF&E, etc., of any kind on this project. Correct, furniture will be provided and installed under a separate contract.

15. The solicitation issued last week reflected a due date of 04/21/25. With a lot of complexities and direction not provided by the GOV, especially pertaining to responsibilities between the “about to be completed” systems and the new work that will be modifying those systems, as well as the fact that bid documents need to be generated by designers so subcontractors can bid, we respectfully request an extension to the due date a minimum of two (2) weeks after the RFIs are answered. The solicitation due date has been updated to 12 May 2025.

16. In all areas where systems furniture is going in what is the height of the systems furniture. Unknown currently, see question 17 or areas that extend to ceiling grid.

17. Will the systems furniture go all the way to the grid in all areas. If it is not all the way to the ceiling grid how high is it and which areas does it not go to the ceiling grid. Yes, the systems furniture will extend all the way to the ceiling grid in some areas. All walls shown in area one will extend to the ceiling grid. On sheet G-102 there are eleven new systems furniture offices (PZI #1, PZI #2, PZIO #1, PZIO #2, PZIO #3, PZIO #4, PZIO #5, PZIE#2, PZIE #3, SS OFFICE #1, & STORAGE) shown in area 2, these furniture walls will extend all the way to the ceiling grid.

The partition wall which divides area three into two separate rooms will extend to the ceiling grid. On sheet G-102 there are four rooms in area four that are outlined in red, these rooms furniture walls will extend to the ceiling grid.

18. Who will be responsible for infilling the door in area 4. The door has currently been removed and has been covered with wallboard on the inside and has only Tyvek house wrap. The doorway has not been infilled yet with studs and sheathing on the exterior. Will the current contractor be responsible for covering the infilled doorway with the finish material for the outside of the building? This door will be replaced under their contract. This door and frame will not be included as part of this contract.
