72nd AIR BASE WING

TINKER AIR FORCE BASE, OKLAHOMA

Base Profile and Mission

Tinker Air Force Base (AFB) is centrally located in Oklahoma about five (5) miles from downtown Oklahoma City in southeast Oklahoma County. It occupies 5,032 acres and is generally bounded on its north perimeter by I-40. Since the early 1940s, the base has been an important part of the state with a current annual economic impact of more than $2 billion.

Tinker’s primary mission is to “manage, store, and maintain components, end items, and major weapon systems assigned to the Oklahoma City Air Logistics Complex (OC-ALC).”

Tinker is home to the Air Force Sustainment Center (AFSC) Headquarters and three major flying wings to include the largest flying wing in Air Combat Command, the 552nd Air Control Wing.

The 552nd flies the E-3 Sentry Airborne Warning and Control System. The Navy’s Strategic Communications Wing ONE with more than 1,300 sailors, civilians, and contractors flying and maintaining the E-6B Mercury are also headquartered on Tinker AFB. Finally, the Air Force Reserve Command’s 507th Air Refueling Wing (ARW) with 1,500 members flies the KC-135R and the British Aerospace BAE 125/800 “Hawker” in concert with the Federal Aviation Administration (FAA).

The 72nd Air Base Wing (72 ABW) is the host unit at Tinker AFB. Their primary mission is to provide responsive installation and support services to OC-ALC and to 45 associate units assigned to six major commands—all of which comprise TEAM TINKER.

Other major associate units on Tinker AFB include the 38th Cyberspace Engineering Group located just east of Douglas Boulevard. This group is responsible for planning, engineering, installing, removing and relocating communications and information systems worldwide for the Air Force (AF). The Defense Logistics Agency (DLA), Defense Distribution Center Oklahoma City, Oklahoma, provides Team Tinker with 24-hour distribution support in more than 3.9 million square feet of space.

The 72nd Civil Engineer Directorate (CE) enhances Tinker’s mission capability by providing world class, efficient and effective support to sustain, restore, modernize, and protect Tinker’s facilities, infrastructure, and environment. CE and other Wing organizations support over 26,000 military, civilian, and contractor personnel, nearly 19 million square feet in over 459 facilities and over 5,000 acres on Tinker AFB.

Our objectives for this service contract reflect the above mission statement. Specifically, the provider should strive to:

• Manage Tinker’s facilities and infrastructure, both built and natural, to ensure the delivery of war-winning expeditionary capabilities to the warfighter;

• Continue to modernize the installation so that essential facilities and services are available to carry out assigned missions on-time and within budget;

• Encourage on-base development patterns which minimize land use conflicts;

• Contribute to energy conservation and the efficient use of real property facilities and infrastructure; and

• Promote a visually pleasing Base through implementation of architectural compatibility and landscape development.

Ultimately, the Base Civil Engineering Government and contractor team is responsible for proper stewardship and management of Tinker’s valuable resources and compliance with applicable laws, directives, and regulatory requirements. The following Performance Work Statement (PWS) provides specific expectations.

APPENDIX "C" “Civil Engineering Services

SECTION 1

1.0 DESCRIPTION OF SERVICES. Contractor shall provide all personnel, equipment, tools, material, vehicles and fuel, supervision, and services necessary to perform engineering services for Base Civil Engineer (BCE) tasks and functions as defined in this PWS. Contractor shall provide a process for hiring a highly trained workforce capable of handling surges in variable workloads with the size and complexity of Tinker AFB. Services are provided at Tinker AFB and off-base locations supported by Tinker AFB. Contractor shall perform to the standards stated in this PWS. The locations and estimated quantities of workload are listed in Section 4, Appendix 4.5, Workload Data.

1.1 ENGINEER SERVICES: Contractor shall provide architectural and engineering services for BCE programs. The work includes engineering consulting, investigations, evaluations, engineering support, project management, design, contract management, construction management, operations engineering, and execution of Work Order (WO) by contract (as described in paragraph 1.1.6) in order to provide the installation with quality facilities and infrastructure that meet mission requirements. Contractor shall provide architectural and engineering expertise to analyze real property facility and infrastructure problems, identify solutions, support WO planning and review, recommend infrastructure and facility project prioritization. Contractor shall perform engineering investigations, research, prepare written documented studies and provide design and design oversight required to produce complete and useable real property.

1.1.1 Architectural-Engineering Consulting, Investigations, and Evaluations. Contractor shall perform engineering consulting; investigating, reporting and evaluating services to ensure facilities, real property equipment, and infrastructure comply with AF standards and industry codes. Contractor shall provide a United States Registered Architect (RA) or Licensed Professional Engineer (PE) to be responsible 24 hours/7 days a week to oversee each task stated in this PWS. Registration of the person responsible for the work shall be in the areas of practice primarily associated with the task. Oklahoma state rules and regulations will apply to stamp and seal requirements.

1.1.1.1 Contractor shall perform and provide written reports on civil, architectural, interior design, structural, mechanical, and electrical engineering evaluations, analyzing field problems;

identifying solutions, and investigations for BCE work requests. Furnish architectural and engineering consulting and cost estimating services to agencies, organizations, and customers requesting technical assistance. Perform and provide written feasibility studies for potential projects. Provide guidance to customers submitting work requests (AF Form 332) to ensure request is technically sound. Engineering evaluations, studies, analysis, and reports shall be sealed and signed by Contractor’s state RA or Licensed PE in their area of expertise. (Reference attached Deliverable A002 provided in Appendix 4.7)

1.1.1.2 Contractor shall maintain and recommend annual updates to Tinker’s Base Facility Standard, (BFS) which includes Tinker’s Architectural Compatibility Plan and Sustainability Guidelines. Specific changes or updates to the standard affecting color schemes, material schemes, changes in character of base districts and areas, systems furniture policy, landscaping policy, and interior design policy must be submitted to the Government’s Functional Area Staff

(FAS) and BCE for approval before distribution and execution. Review all projects and submit recommendations for all work affecting real property compliance with Architectural Engineering Review Panel (AERP) standards. Contractor shall co-chair the weekly AERP meetings with the FAS and provide A-E consulting services and meeting minutes.

1.1.1.3 Contractor shall provide consulting services to support the Base Disability Awareness Committee (DAC).

1.1.1.4 Contractor shall maintain and update annually the Antiterrorism/Force Protection (AT/FP) and Tinker Barrier Plan in conjunction with 72ABW Anti-Terrorism Office (ATO).

Ensure all facility designs meet AT/FP requirements and Unified Facilities Criteria (UFC).

Identify capital improvements required to meet AT/FP standards and capital improvements in the Vulnerability Assessment Management Plan (VAMP) and Tinker Barrier Plan. Coordinate with ATO and Head Quarters (HQ) Air Force Materiel Command’s (AFMC) ATO regarding design and implementation of force protection measures and security engineering for Tinker facilities.

Participate in annual AT/FP Vulnerability Assessments and quarterly Integrated Defense Working Group meetings. Provide periodic updates to the VAMP as requested by the ATO.

Provide engineering infrastructure protection expertise to counter and mitigate terrorist threats.

Prepare the Design Basis Threat (DBT) IAW UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings and UFC-4-020-01, DOD Security Engineering Facilities Planning Manual with assistance from installation planning team. Provide structural blast analysis using the Vulnerability Assessment Protection Option Program (VAPO) for all critical facilities (CARM Tiers I-III) and new and renewed leased facilities. Submit and manage UFC deviations.

Coordinate AT deviations with the installation ATO. Document deviations on AF Form 116, Request for Deviation from Security Criteria, and submit each deviation for formal approval.

Forward a copy of the AF Form 116, to the installation ATO. Provide engineering infrastructure protection expertise to counter and mitigate terrorist threats.

1.1.1.5 Contractor shall provide technical assistance representing facility and infrastructure engineering disciplines during exercises, actual contingencies, and natural disasters including evaluation of hypothetical or actual damage due to hostile threat, major accidents, or natural disasters. Within 24 hours of event, contractor shall provide written cost estimates, AF Form 332, detail description of damage, justification for funding requests, and repair plans for restoration of real property and infrastructure. Provide disaster damage assessment services and engineering representation for the Emergency Operations Center (EOC) when recalled.

Contractor’s disaster damage assessment shall meet the requirements of Air Force Instruction (AFI) 10-2501, Air Force Emergency Management Program Planning and Operations, Attachment 2. Contractor shall be responsible for the following Emergency Support Functions (ESF): Public Works and Engineering (ESF 3), Energy (ESF 12), and Long-Term Community Recovery and Mitigation (ESF 14). Contractor’s disaster damage assessment shall include requirements in AFI 10-211, Civil Engineer Contingency Response Planning, paragraph 2.3.1.2 and Chapter 6, Air Force Manual (AFMAN) 10-2502, Air Force Incident Management Systems (AFIMS) Standards and Procedures, Table A3.3, and AFMAN 10-2504, Air Force Incident Management Guidance for Major Accidents and Natural Disasters, paragraph 4.2.4.4.1.

1.1.1.6 Contractor shall provide technical assistance to the BCE and FAS in matters pertaining to new missions, relocation of users, Base Realignment and Closure (BRAC) workload realignment, and privatization studies.

1.1.1.7 Contractor shall participate in video teleconferencing meetings and onsite and offsite meetings related to 72 ABW/CE’s mission.

1.1.1.8 Contractor shall provide professional architectural, engineering, and interior design presentations and briefings related to work required in this contract.

1.1.1.9 Contractor shall participate in quarterly Traffic Safety Working Group meetings and provide expertise to solve traffic safety-related issues and complaints. Make investigations and surveys regarding placement and siting of traffic control devices for roads and streets to ensure the orderly, rapid, and safe flow of traffic. Perform traffic studies and recommend solutions to facilitate traffic problems in support of the Traffic Safety Working Group. Determine the most economical method suitable to the situation and develop detailed designs and cost analyses according to codes. Annually update the Transportation tab of Tinker’s General Plan. The plan will be given to the awardee after contract award. Resolve traffic management problems and ensure compliance with the Manual of Uniform Traffic Control Devices (MUTCD) signage guidance.

1.1.1.10 Contractor shall identify solutions and provide recommended responses in writing within seven (7) calendar days of assignment to Civil Engineering (CE)-related issues and problems addressed under the Commander’s Action Line, suggestions programs, audit reports, and hazard reporting programs.

1.1.1.11 Contractor shall perform in-depth technical reviews on designs for projects not generated by the BCE but affect or alter real property. This includes contracts transforming industrial processes or installing non-real property equipment that affects real property.

Contractor shall provide technical reviews and provide written comments to the FAS within 14 calendar days of request. The review shall be accomplished by an engineer or architect considered experts in their area of review as well as coordinated peer review by state Licensed PEs or RA. Contractor shall ensure these contracts generated by other organizations comply with Tinker AFB’s Facility Standard, historic preservation requirements, AFI AT/FP requirements, UFC, Engineering Technical Letters (ETL) International Building Codes, and Unified Facility Guide Specifications (UFGS) with respect to real property items. Contractor shall provide construction oversight for these projects not generated through BCE or that are designed by other Government agencies that affect base real property. Oversight is defined as inspections by personnel qualified in the areas of building code and AF requirements compliance. The frequency of the inspections provided shall be based on the complexity of the project and the pace of the work being accomplished. Document these inspections using an AF Form 1477 or approved equivalent and report inspection results to the FAS. Design changes for construction modification are included in this CLIN.

1.1.1.12 Contractor shall prepare and ensure specifications, drawings, unit price book (UPB), and required documents are ready for solicitation and award of follow-on contracts for contracts including, but not limited to: Simplified Acquisition of Base Engineering Requirements

(SABER), Multiple Award Construction Contract (MACC), Roofing, Paving, and Protective Coatings Indefinite Delivery Indefinite Quantity (IDIQ) contracts and Architect & Engineering (A-E) IDIQ contracts, including those that terminate prematurely. Contractor shall manage and provide all documentation required by the procuring agent to execute successful contract renewals. Submit FAS approved documents, except the UPB, to the base contracting office at least 18 months prior to current SABER, MACC, and IDIQ contract’s expiration dates, or when existing contract is within 75% of maximum contract amount, or within 30 calendar days for those that terminate prematurely at Government request. Contractor shall submit an updated UPB at the time the contract is sent out for proposals.

1.1.1.12.1 Contractor shall review, update and distribute the following general specification on an annual basis. Information included in these specifications shall be incorporated in all projects, (reference Appendix 4.2).

1.1.1.13 Contractor shall prepare and deliver a runway and airfield rubber removal and re-striping call order package biannually to 72 ABW/CEY, Contract Surveillance Division.

Contractor shall provide documentation required by the Blanket Purchase Agreement (BPA) to execute a successful airfield rubber removal call order (BPA prices will be provided to contractor for inclusion in call order package.). Contractor shall ensure the Government receives a quality and complete project as outlined in construction project contract documents in accordance with (IAW) ETL 04-2 Standard Airfield Pavement Marking Schemes; ETL 97-17 Paint and Rubber Removal from Roadway and Airfield Pavements; Air Force Pamphlet (AFPAM) 32-1005, Working in the Engineering Flight, Section 2.6; and Rubber Removal BPA Statement of Work (SOW). During the airfield rubber removal process, Contractor shall perform construction management on this project per paragraph 1.1.5.1, 1.1.5.2, 1.1.5.3, 1.1.5.5, 1.1.5.6, 1.1.5.7 1.1.5.8, 1.1.5.9, 1.1.5.10, 1.1.5.11, 1.1.5.12, and 1.1.5.14 at no additional cost to the Government. (Reference attached Deliverable A004 provided in Appendix 4.7). Contractor shall perform final technical inspection and shall provide written recommendation for acceptance to 72 ABW/CEY, Government Contracting Officer Representative (COR).

1.1.1.14 Contractor shall designate a degreed engineer or architect from a school of engineering or architecture with curriculum accredited by ABET to provide engineering consulting services on individual Military Construction (MILCON) projects.

1.1.1.14.1 Contractor shall work with the user, programmers, and installation-level stakeholders to develop facility requirements needed to deliver a complete and useable facility. Contractor shall start with AFMAN 32-1084, Facility Requirements, which provides general requirements for a given facility type. Contractor shall prepare Part 1 Requirements Documents (RD-1) IAW

AFI 32-1023, Designing and Constructing Military Construction Projects paragraph 1.5.3.

Contractor’s Required Documents shall include all local AF design criteria and site criteria.

1.1.1.14.2 Contractor shall provide consulting and engineering support to the design/construction agent to include site support, attend and coordinate scope definition meetings, construction oversight, utility outage notifications, in-depth design review, and as-built data.

1.1.1.14.3 Contractor shall provide written in-depth MILCON design review comments coordinated and signed by Contractor’s state Licensed PE or RA by the requested suspense date.

Contractor shall provide a degreed engineer or architect from an ABET accredited school at design review meetings to oversee project direction and provide technical guidance on MILCONs.

1.1.1.14.4 Contractor shall provide construction management services between the construction agent and base agencies for MILCON projects. Construction management services include attending meetings and inspections associated with the construction process and keeping the customer informed of construction progress. Provide and coordinate between the United States Army Corp of Engineers (USACE) and base agencies on permits, outages, waivers and required actions. Perform technical design reviews on these MILCON projects and provide written comments to the FAS and USACE. Manage project close-out documentation. Contractor shall address and respond to construction related issues and provide technical recommendations to Government representative for approval. Construction management also includes the requirements stated in paragraphs 1.1.3.10, 1.1.5.1, 1.1.5.2, 1.1.5.8, 1.1.5.9, 1.1.5.10, 1.1.5.11, 1.1.5.12, 1.1.5.13, 1.1.5.14, 1.1.5.15 and 1.1.5.16.

1.1.1.15 Contractor shall provide the Real Property Office with a monthly report identifying the number of completed projects requiring capitalization actions. The report shall include number of DD Form 1354s provided, the dates placed in service, and the beneficial occupancy dates.

1.1.1.16 Contractor shall notify Real Property Office of real property changes generated by projects and ensure construction contractor disposes of hazardous waste and materials generated by projects.

1.1.1.17 Contractor shall provide engineering support to the Work Request Review Board to ensure work request validations meet infrastructure and facility standards.

1.1.1.18 Contractor, at customer’s request, shall validate scope of work with the requestor, by visiting the site and conducting discussions with appropriate base agencies for those projects on current year programs and prior to execution of design delivery orders. Contractor shall then prepare a preliminary project cost estimate IAW UFC 3-740-05, (reference attached Deliverable A006 provided in Appendix 4.7). The estimated cost at this preliminary level of project definition is referred to as the Project Assessed Amount (PAA). PAA is the cost estimate developed for an engineering project after the pre-definition meeting held with the contractor, project requestor, FAS, and appropriate base agencies (safety, fire department, environmental, etc.) to clearly define/validate the project scope of work, schedule, and project budget.

Contractor shall attach supporting documents to the PAA, such as drawings, sketches, maps and photos. Contractor shall provide an estimated construction performance period and recommend a method of contracting. Contractor shall coordinate with the Government’s Engineering Division when the project approval levels are expected to exceed approved budget amount.

1.1.1.19 Contractor shall perform and maintain an Airfield Pavement Evaluation Program according to AFI 32-1041, Airfield Pavement Evaluation Program. Contractor shall provide engineering technical and administrative support to the Government agent that performs the Airfield Pavement Condition Index (PCI) Study, Airfield Structural Pavement Evaluations, Airfield Friction Characteristic Evaluations, and Aircraft Anchor Testing. PCI studies are conducted every five years. The next PCI study is due in the year 2015. Friction evaluations are accomplished whenever structural evaluations are conducted. Participate in Annual Airfield Certification/Safety Inspection IAW AFI13-204V2. The airfield certification/safety inspection team (of which CE is a member) will evaluate the airfield condition and compliance with United States Air Force (USAF) Airfield infrastructure and safety requirements.

1.1.1.20 Contractor shall participate in quarterly Airfield Operations Board (AOB) meetings.

Contractor shall prepare updates on airfield construction projects and briefing slides needed to present these updates and complete engineering related tasks requested by the AOB.

1.1.1.21 Contractor shall participate in Threat Working Group (TWG) meetings (twice monthly).

Contractor shall prepare construction updates and complete Civil Engineer engineering related tasks requested by TWG.

1.1.1.22 Contractor shall participate in Defense Critical Infrastructure Program (DCIP)/Critical Infrastructure Program (CIP) compliance assessment as required every two years providing risk assessments of certain installation and tenant organizations critical assets and infrastructures. The point of contact shall attend briefings and meetings during the assessment period, provide engineering and technical information, coordination with operations contract personnel and engineering support to the assessment team.

1.1.1.23 Contractor shall develop, update, manage, and maintain the base Refrigerant Management Program IAW Air Force Pamphlet 32-7089 Refrigerant Management including recommendations IAW AFI 32-7086, Hazardous Material Management, Chapter 4. Contractor shall manage inventories of all refrigerants. This program shall include implementation of six major elements: 1) certifying technicians and equipment, 2) complying with EPA refrigerant leakage rates legacy data, 3) maintaining equipment to minimize refrigerant leakage, 4) managing refrigerant inventories, 5) planning equipment phase-out, and 6) generating the Annual Base Refrigerant Management Program IAW AFPAM 32-7089, Chapter 2 and 4. Contractor shall submit the Annual Base Refrigerant Management Plan IAW Air Force Pamphlet 32-7089.

The Annual Base Refrigerant Management Plan shall follow the RMP Suggested Table of Contents and address and provide each item indicated in Chapter 4: Annual Base refrigerant Plan. The Annual Base Refrigerant Plan including all appendices shall be submitted for BCE certification on an annual basis, due at the end of each calendar year. Contractor shall maintain a hard copy of all the EPA required documents in the locations and format indicated in Chapter 2 and 4 of Air Force Pamphlet 32-7089. The contractor shall also provide support and documentation assistance for EPA audits and Air Force Audits. The contractor shall update the program each quarter and submit information and documentation showing how the activities and data collection from the previous quarter are being implemented and recorded in the refrigerant management system. Contractor shall provide a copy of all updates to the refrigerant management system with changes clearly identified. The quarterly updates shall as a minimum include an electronic and hard copy of refrigerant management data sheets filled out for each refrigerant equipment service or transaction performed in the last quarter, updates to all EPA required refrigerant service records, updates to decommissioning equipment and inventory reports, and a copy of the current Civil Engineer Material Acquisition System (CEMAS) on hand quantities for each refrigerant. Contractor shall also brief the FAS on the overall status of the Refrigerant Management Plan on a quarterly basis. (Reference attached Deliverable A007 provided in Appendix 4.7).

1.1.1.24 Contractor shall develop and manage a base corrosion control program IAW AFI 32- 1054, Corrosion Control. Contractor shall assist programmers in narrative and cost estimates for corrosion control line items on DD Forms 1391. Review the Annual Cathodic Protection Report and recommend repair priorities on identified deficiencies. Participate in project design and design review related to corrosion control. Sign all project drawings when corrosion control measures, operability, and maintainability are adequate. Provide technical advice to the construction inspector during installation, testing, and final acceptance of corrosion control systems. Coordinate operations and maintenance of corrosion control systems with the operations flight, including preventive maintenance scheduling. Ensure control charts for industrial water treatment detail the frequency and actions for testing and adjustment of each system. Review corrosion control records and take action to correct deficiencies. Investigate leaks from corrosion, tuberculation, and scaling in heating and cooling systems, and premature failure of protective coatings. Other than simple repair by replacement, take corrective action in each case by submitting an AF form 332, Civil Engineer Work Request.

1.1.2 Drafting, Surveying, Mapping and Engineering Technical Services. Contractor shall provide Computer Aided Drafting and Design (CADD), mapping, surveying, drawing archive maintenance, customer support, and process excavation permits.

1.1.2.1 Contractor shall provide CADD services for project designs and Civil Engineer’s non-project related CADD work. CADD services shall be delivered in current version of Autodesk AutoCAD format and meet current Tri-Service A/E/C CAD standards.

1.1.2.2 Contractor shall maintain and update within 30 calendar days of changes made to base comprehensive drawings and maps for base facility and infrastructure plans, meter locations and Area Development Plan maps.

1.1.2.3 Contractor shall manage, organize, file, maintain and update as-built facility and infrastructure project CADD files and changes to survey data from field changed mark-up drawings or redline drawings.

1.1.2.4 Contractor shall provide land survey support for base activities. Establish third order precision control for surveys to include vertical control, horizontal control, topographic, and spot elevations. Surveys shall meet commercial standards for land surveying and mapping.

1.1.2.5 Contractor shall provide customers with printed or electronic copies of requested archived drawings and digital files.

1.1.2.6 Contractor shall maintain and organize the Government drawing archives, original drawings and records, Area Development Plan maps, tabs, photos, and negatives. Assist customers with vault drawing research. Maintain directory and file security to ensure files and as-built post construction completion files are accurately portrayed and protected. Develop, update and ensure master facility floor plans portray the current fixed wall layout. Contractor shall provide CAD support for drawing files and related documents using Autodesk Vault management system or equivalent drawing manager software. Support shall include data entry and add drawing metadata using Vault interface. Review data within Vault system for errors and inconsistencies between drawings and related data. Update existing file information in Autodesk Vault to include updating existing drawing file information and adding information that is absent from existing drawing files.

1.1.2.7 Contractor shall manage, coordinate and implement the excavation permit program for all digging requests. Contractor shall use a Government approved form provided in Section 4, Appendix 4.2 APPLICABLE PUBLICATIONS and FORMS. Contact Oklahoma Commercial Utilities (OKIE-1), obtain a valid OKIE-1 Call Number, and coordinate approval with base agencies. Only as-built drawings are required for excavation areas located under facility floor slabs. Contractor shall re-validate all active digging permits after 30 calendar days of the approval. Contractor shall update the digging permit database located on a Government shared server (access will be provided after contract award).

1.1.2.8 Contractor shall provide notifications of disruption of services and outages to affected base agencies, operation contractor, and approving Government officials. Contractor shall give customers 10 calendar days advance notice, unless emergency situation dictates otherwise then the 10 calendar days advanced notice is waived. Emergency includes any situation that is an immediate threat to life, property, environment, security or mission. Submit notification to the weekly Tinker Take Off newspaper, on the Tinker Home Page web site, and by email to affected facility managers and customers.

1.1.2.9 Contractor shall provide spatial analysis of Geographical Information System (GIS) data to support master planning and Tinker’s GeoBase Program.

1.1.2.10 Contractor shall maintain the current Common Installation Picture (CIP) data store in the enterprise spatial repository as defined by the latest version of Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE). Correct data errors and add any additional attribute data supported in the enterprise spatial repository and stewarded by CE. Continue development and maintenance of required Defense Installation Spatial Data Infrastructure (DISDI) Geospatial Metadata under the most current profile. Utilize the Esri’s desktop software, provided by the Government, at the current level of the enterprise spatial repository to maintain the CIP and mission data sets.

1.1.2.11 Contractor shall update and maintain real property related GIS data sets. Ensure all required metadata and attribute information and discriminators (as defined by the Installation Mapping and Visualization Council) remains current and complete. Ensure optional attributes are added (such as size, material, date installed, related facility number and other quantitative attributes relevant to individual features) IAW the direction of the AFMC GeoBase Office.

Contractor shall map all new utility and facility features within 3 months of construction completion and update the attribute features in the GeoBase database. Contractor shall also update Tinker's GeoBase map showing the locations of designated storm refuge areas, storm safe shelters and infrastructure and facility updates but not limited to fire pump systems, fire hydrants, roof inspections dates, fixed ladders, water tanks, generators, steam lines, chiller lines, compressed air lines, and utility systems and meters.

1.1.2.12 Contractor shall act as the Tinker AFB Geobase Program Manager, complying with AFI 32-10112 Installation Geospatial Information and Services, to include the following installation Geo Integration Office (GIO) responsibilities;

1.1.2.12.1 Execute the GeoBase Program at the installation, and any Geographically Separate Unit, in accordance with guidance provided in this Instruction and any applicable Federal, DoD, USAF, or MAJCOM policies

1.1.2.12.2 Administer, promote, support, and integrate the GeoBase Service as the recognized Air Force geospatial solution within their respective installation. The installation GIO shall be the primary point of contact to coordinate base-level GeoBase activities and to coordinate requirements with the MAJCOM.

1.1.2.12.3 Initiate a geospatial working group to coordinate installation geospatial activities and requirements. Participation in an installation geospatial working group shall be a requirement of any organization leveraging the GeoBase Service.

1.1.2.12.4 Execute the GeoBase Program at the installation in accordance with guidance provided by HAF and MAJCOM GIOs. Implement GeoBase in accordance with applicable data, metadata, Information Technology, Enterprise Architecture, and Portfolio Management standards. If no Engineering Assistant is present, ensure that the CIP and GeoBase Service are maintained, and provide guidance to installation level customers regarding the GeoBase Service.

1.1.2.12.5 Provide education and outreach support on use of the GeoBase Service. Refer interested users or potential users to appropriate forums and geospatial education and training sources within the established GeoBase community. The installation GIO will provide the appropriate form of technical or procedural support to ensure successful use of the GeoBase Service.

1.1.2.12.6 Define content, refresh rate, and geographic extent of Regional Installation Picture (RIP) in concert with stakeholders. The installation GIO will also identify and maintain a list of local applicable spatial data sources, establish access procedures, provide RIP access to MAJCOM/DRU, and maintain RIP documentation IAW AFI 32-10112, paragraph 4.5.

1.1.2.12.7 Manage and assign CIP layers. Work with Engineer Assistants to develop CIP data layers and functional data stewards as applicable for appropriate data. The installation GIO will make accessible functional data via the Geo Base Service. Functional communities are responsible for identification of their information requirements and develop strategies for their collection and sustainment DoDI 8320.02, Sharing Data, Info, and Tech (IT) Services in DoD.

1.1.2.12.8 Ensure that the CIP is captured, maintained, stored and made accessible in accordance with USAF information and data policies.

1.1.2.12.9 Assure edits to installation geospatial information made by staff are meeting quality standards. Develops and maintains the Common Installation Picture (CIP) and other Mission Data Sets (MDSs) and map products.

1.1.2.12.10 Manage the installation mapping and facility floor plans for the installation’s customers. Contractor prepares reports and map products for customers. Develops and maintains facility floor plan information. Contractor provides customer service by preparing facility floor plan drawings and reports.

1.1.2.12.11 Provide training, material resources, and information security support. Assists in the development of the training program for personnel assigned to GIS as well as the base populous in all levels of GIS. Provides support as a functional administrator of geospatial data and web servers, facility floorplan information, and files. Manages and maintains computer hardware, software, and equipment to include surveying and plotting equipment. Assures that hardware, software, and network configuration of geospatial/facility information data and web servers comply with security and mission objectives under the certification and accreditation within the change management procedures of the system or record to which they belong. Assures geospatial and related information is protected in accordance with public law, security classification, and other DoD regulatory publications and at a level commensurate with the risk and magnitude of harm that could result from disclosure, lose, misuse, alteration, or destruction of the information.

In accordance with DoD 8570.01-M, shall receive Information Assurance Trained (IAT) IAT Level 2 certification.

1.1.3 Project Management. Contractor shall provide project management services to ensure real property projects are executed with FAS coordination and approval. Contractor shall manage the project from project design through construction close out. Historical workload data can be found in Appendix 4.5. Contractor shall be responsible for seamless and thorough management of assigned projects through design, contract management, construction, and through the end of the warranty period. Contractor shall proactively and aggressively move the project through the myriad of processes and steps, ensure the highest quality product, and obtain the best value project for the AF, Civil Engineer and the customer. Contractor’s project managers shall be at a minimum a degreed engineer or architect, Project Management Institute certified Project Management Professional, or Construction Management Association of America certified construction manager under responsible charge of a state RA or Licensed PE. Contractor’s project managers shall provide all documentation required by the procuring agent to execute a successful project award. Contractor shall provide two separate project management & design teams, one team located in Buildings 400 and 414 that supports the Non-DMAG organizations and one team located within the DMAG organization that supports the DMAG organization.

Non-DMAG project team shall design a core workload identified in Table 1.1.3 per a 12 month period. Non-DMAG projects exceeding the core workload maximums will be executed by individual delivery order based on DMAG design cost rates. DMAG project team shall design projects issued by individual delivery order. Contractor shall provide weekly project status updates on all active designs. Provide status updates on individual project basis when requested by a Government agent. Weekly updates shall be provided to each customer and the Government FAS. Updates shall include percent design complete, design and cost issues, and current schedule. Contractor shall provide design, project acquisition, and construction management updates to the corresponding Automated Civil Engineering System (ACES) or next generation database.

1.1.3.1 Projects. Contractor shall provide project designs and design analysis that effectively translate requirements into functional, constructible, and maintainable projects that are on time, within budget, and comply with Tinker AFB’s Facility Standard, historic preservation requirements, AFIs, Antiterrorism Force Protection requirements, UFC, ETL, National Fire Protection Association (NFPA), and International Building Codes. Contractor shall ensure designs are environmental compliant and are compatible with Tinker Air Force Base (TAFB) environmental permits. Contractor’s design effort shall meet standards listed in A&E

Expectations Summary, GS-04 Attachment-1. Variances to the BFS shall be approved by the FAS. Contractor shall prepare project cost estimates suited for the design effort assigned.

Contractor shall provide design services including 100% design, A-E design management, SABER, MACC, IDIQ design, and concept design for design-build type contract methods using the USACE or AF contracting. Contractor shall perform full project management on all projects and provide key milestone schedules. Full (100%) designs shall be accomplished by either using the contractor’s work force or Government-funded A-E IDIQ contracts. Contractor shall accomplish partial design efforts such as SABER, MACC, IDIQs, and concept design.

Contractor shall coordinate with FAS space planners on relocation of occupants displaced by the project. Contractor shall coordinate final design packages through local Government organizations such as but not limited to Fire Department, Base Safety, Bioengineering, environmental divisions, Communication Squadron, Customer’s Organization, etc.

1.1.3.1.1 Contractor shall establish and maintain official design project files and folders in a standardized format. Ensure appropriate approvals are obtained and included in the design project folder. Contractor shall maintain a design file for each project designed. The design file shall include documents listed in Deliverable A008 provided in Appendix 4.7.

1.1.3.1.2 Contractor shall allow Government agencies at least seven calendar days to review designs at each design stage. Early stages of landscape plans shall be submitted to the Natural Resources Office to ensure natural resources compliance. Contractor shall provide written annotation to comments received from the review team. Annotations are due back to the review team 10 workdays after the review period ends. Contractor shall provide an oral presentation of project details to AERP for approval. Oral presentation shall include adequate documents to describe project scope of work.

1.1.3.1.3 Contractor shall update shelved design packages identified for execution to current code requirements with no additional fee, within 30 calendar days of request by the Contracting Officer. Contractor shall be provided additional design fees for customer driven scope changes to shelved project designs.

1.1.3.1.4 Settlement cost for partially designed delivery orders or changes in the contract delivery order for DMAG project delivery orders shall be calculated based on the milestone and percentages provided in the Design Milestone Table located in Attachement to Deliverables. If the contract design method is changed during the design process then the settlement cost is paid based on the weighted milestones accomplished. Reduced design fees for the new design shall be assessed based on the remaining tasks required to accomplish the design package based on the percentage shown in the Design Milestone Table. If design method changes due to failure by the Contractor to perform, no settlement costs will be considered.

1.1.3.1.5 Contractor shall provide a core number of state licensed professionals; two electrical engineers, two mechanical engineers, two architects, two civil engineers, and one structural engineer. In addition to the core personnel, other specialized licensed professionals (i.e. Fire Protection Engineer, Corrosion Protection Engineer, etc…) shall be available for use on project designs or consultation as needed but not necessarily on site full time. This core staff is not to be considered as the entire design team required to perform the work.

1.1.3.2 Design Types:

1.1.3.2.1 100% Design. Contractor shall prepare and provide 100% design, detailed design analysis with all calculations, detailed construction drawings, detailed cost estimate, and specification for construction contractors to competitively bid against. Project specifications shall be based on UFGS and tailored to each individual project. Design analysis shall include supporting data such as drawings, calculations, field and meeting notes, narratives, catalog data, photographs and other information required to develop the design. Design documents shall be sealed and signed by a state Licensed PE or RA in their area of expertise. Contractor shall provide Government agencies the adequate opportunity to review designs at 35%, 65% and 95% design stages. Contractor shall provide written annotation to comments received. Annotations are to be completed prior to submitting the next design stage. Contractor shall obtain Contracting Officer’s approval prior to starting a scope increase. The Government will not adjust the contractor’s design fees to compensate for differing construction award amounts. Design changes for construction modification are included in this CLIN.

1.1.3.2.2 A-E Design Requirements and Design Management. Contractor shall manage full designs utilizing Government-funded, A-E IDIQ contracts. Contractor shall write statements of work and cost estimate for design services to be performed by A-E firms for individual design delivery orders. Contractor shall provide technical review of A-E delivery order proposals and provide recommendations to Government representative. Contractor shall assist the A-E contractor in locating as-built drawings. Contractor shall provide technical reviews of the A-E Designer's plans and specifications for all phases of design submittals. Contractor’s review shall be provided by degreed engineers or architects from a school of engineering or architecture with curriculum accredited by ABET and considered experts in their area of review. Final peer review shall be completed by Contractor’s PE or RA. Design reviews shall be completed within the scheduled A-E contract milestones. Contractor shall ensure each design meets the intended requirements and achieves best value for the government. Contractor shall ensure designs are completed on schedule and the expected construction costs are within the programmed amount.

Contractor shall obtain Contracting Officer’s approval prior to starting a scope increase. The Government will not adjust the contractor’s design fees to compensate for differing construction award amounts. Design changes for construction modification are included in this CLIN.

1.1.3.2.3 SABER Design. Details of the SABER program are provided in Air Force Federal Acquisition Regulation Supplement (AFFARS) Instruction Guide (IG) 5336.9002, Chapter 3.

This is an IDIQ design-build type contract utilizing a UPB and prewritten generic specifications for construction services typically less than $750K.
